Regular meeting of the Fairfax City Council was held 7 /10/90 , 7 : OOPM
at Fairfax City Hall . Council present : Bullock, Hastings , Quillin and
Svoboda . Due to the -:absence of Mayor Nading and Mayor-pro-tem Cerveny
Council member Hastings was appoint Temporary Chairmen.
Motion to approve the agenda as posted,minutes of previous meeting,
budget & financial reports was made by Bullock, 2nd Quillin. Carried.
One building pemit presented for approval . On motion of Quillin,

2nd Bullock, Mike KaralL issued a building permit for a 24x53 garage.
Carried. All voting aye.
Discussion held in regard to recent flooding and backup of water.
Mr. Dick Zenisek- suggested to Council that possible the lift station
alarm system at Lift Station #3 is not set at a proper depth, also
that City Engineer should be called in during the next heavy rain for
him to see the actual problems and that more storm sewer should be
installed to possible eliminate some of the back yard flooding . Council
thanled Mr Zenisek and tiill follow up on his suggestions .
Mr. Bill Serbousek inquired of Council about the deeping of the ditch
in front of his residence and putting in of a larger culvert . There
followed discussion of several other ditches that may need deeping .
On Motion of Quillin, 2nd Svoboda, City Engineer to be informed of
this discussion and elevation be taken of the ditches and trouble
spots for possible solution an.d..a estimated cost of doing same be
made available for August Council meeting. Carried . All voting aye .
Discussion held with Mr Kevin Burke, Crandic Railway, in regard to a
culvert recently placed under their tracks on Fairfax Road. Mr Burke
advised Council that elevations have been taken and their culvert is
1-foot 4 inches higher the one at Southview Road so that if ditch was
cleaned out an possible deepen the flow of water would go to the
south and not north thru their culvert . City Engineer to look into
this problem also.
F/Y tonnage records of loads to the CE Landfill were discussed . T''he
city is averaging 30 tons of month to the landfill . City Clerk advised
to bring this information to the attention of the citizens in the August
water bills and that the cost per ton to the Landfill as of July l will
be $25. 00 per ton. To stay within our budget a reduction of approximately
25'% per month must be accomplished . Councilman Hastings has agreed
to put togeather some information about recycling for the August meeting.
Planning & Zoning has request that the City Council study the new
Zoning Codes carefully and that will be giving them their recommendations
in August so that a Public Hearing date can be set before the Code
is finally adopted . They also re.commend - that:''-Council :.approve -.the .'plat
of Colgan ' s First Addition to Linn County.
On motion of Bullock, 2nd Hastings approved the plat of Colgan ' s First
Addtion to Linn County. Carred . All voting AYe (Resolution 71090)
On motion of Svoboda, 2nd Quillin, Refund to be given to American Legion
on their beer pemit used for Hey Days in the amount of $75 . 00 . Carried .
Resolution 71090A approval of F/Y 89/90 Iowa DOT Financial Report presented
by Svoboda, 2nd Quillin. Carried All voting Aye .
On motion of Quillin, 2nd Svoboda all bills present for payment be
approved. Carried. All voting aye .
On motion of Quillin, 2nd Svoboda, City clerk to contact City Attorney
and have ready for August meeting an Ordinance amendment or possible a
resolution in regard to the fee charged for water used on residential
construction. Carried.
Motion to adjourn made at 9 : 30PM by Quillin.. 2nd Bullock. Carried.
