Mayor Nading presiding, Council present : Bullock, Cerveny, Hastings , Quillin, & Svoboda . Also present were representatives of the Library Board, P & Z committee, Fire Dept, ECICG. and Novak Design. On Motion of Svoboda, 2nd Quillen, Minutes of previous meeting, budget and financial reports were approved. All voting Aye Discussion held with Novak Design in regard to the construction of new Library. Resolution 81490A "S T :PUBLIC HEARING ON LIBRARY CONSTRUCTION" was presented on motion of Svoboda, 2nd Cerveny. All voting Aye . On Motion of Svoboda, 2nd Cerveny, a bid security of 10% of the amount of the proposal . All voting aye. City Clerk instructed to publish notice of hearing and set date of hearing as August 22, 1990 at 7PM at City Hall . Dicussion held with members of P & Z committee in regard- to the new zoning ordinance . More work must be done on. Ordinance before a public hearing can be held . On motion of Svoboda, 2nd Cerveny, Budget amendment for Library Construction will be held at the September meeting . D_ e to the school election being held in City Hall on the regular meeting date meeting will be held on September 10 , 1990 . Carried. On motion of Svoboda, 2nd Bullock, bill from Novak Design be approved and paid. All voting Aye . Building permit for Ron Gillund-506 West Cemetery Road approved on motion of Svoboda 2nd Bullock. Carried. Discussion held in regard to the Iowa Electric/Trees Forever Branching Out Application. On motion of Svoboda, 2nd Hastings City to make application for a matching grant of $3 , 000 . 00 . Carried. All voting Aye . A Steering Committee of five individuals to be selected. Councilmember Cerveny will head the committee . He named in addition to himself, Karen Schulte and-'.Shirley Lowe. Two more ndivduals will be named. On motion of Hastings 2nd Quillin, Fire Department given pemission to block off Railroad street from Vanderbilt to Park on September 16th for a Fire Dept training sessions in two old houses now owned by Fairfax Grain. They will be burned at a later date . Carried. Resolution 81490"Sewer Rent Exemption" presented by Quillen, (Resolution died for lack of a second) Discussion held in regard to the City' s plans for disposal of Yard Waste to be in compliance with new state regulations . Council- member Hastings will contact Greg Steelsmith, our hauler, in regard to his plans to handle the yardwaste. Misses Price, Becker & Masson inquired of Council if there was anyway that Council could help them with their plans - to hold a "Haunted. House" this Halloween with the proceeds being donated to the Library. They were advised to snake sure owner of property has Liability Insurance and to contact them again when they had all their plans made . Bills presented for payment approved on motion of Svoboda, 2nd Bullock. Carried. All voting Aye . Mayor Nading read a letter of resignation from Ron Dusil, City employee for the past 14 years . On motion of Cerveny, City to accept his resignation with regret and to thank him for his many years of service to the City, 2nd Bullock. Carried. Mayor Nading named Councilmember Quillin and Bullock to the interview committee to screen applicants and report to Council . On motion of Svoboda, 2nd-Bullock, Council adjourned at 9 : 00 PM. RESOLUTION NO. 0 WHEREAS, the City of Fairfax, Iowa, has received a request from to be exempt from the (owner) sewer rental rate for certain property in the City of Fairfax, Iowa. NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairfax, Iowa, as follows. Section 1. In the judgment of the City Council, it would be :inequitable or unfair, to charge a. sewer rental fee to for the property located at (owner) until the property (address) becomes occupied. IT IS HEREBY RESOLVED that such property and owner be exempt from the sewer rental fee provided in Title III, Chapter 3 , Article 5, of the Fairfax City Code until the property becomes occupied. The superintendent of sewage works or his/her authorized deputy, agent, or representative, shall monitor the property under construction and shall advise the City Council when the property becomes occupied. Thereafter, the sewer rental ,required pursuant to Title III, Chapter 3, Article 5, of the Faifax City Code shall become due and payable. Section 2 . This resolution shall be effective upon its passage and approval and in accordance with law. Passed and approved this day of , 19 I I Mayor ATTEST: City Clerk i i I i RESOLUTION 81490 E To provide for a notice of hearing on proposed plans and specifications and proposed form of contract, and estimated cost for the construction of a Public Library. WHEREAS, The City of Fairfax, Iowa has heretofore established a Public Library and it is necessary and desirable that said Library be housed in an adequate building which is in the best interests of the City. Such Project shall be as described and completed in accordance with the proposed plans and specifications and form of contract prepared by Novak Design. WHEREAS, it is necessary to fix a time and place of public hearing on the proposed plans, specifications, form of contract and estmated cost for the Project. NOW, THEREFORE, Be It Resolved, the City Council of the City of Fairfax, Iowa as follows: Section 1. The Project is necessary and desirable for the City, and it is in the best interest of the City to proceed toward the construction of the Project. Section 2 . The 22nd day of August, 1990, at 7: 00 p.m. at City Hall, Fairfax, Iowa is hereby fixed as the time and place of hearing on the proposed plans, specifications, form of contract and estimate of cost for the Project. Section 3 . The Clerk is hereby authorized and directed to give notice of the aforementioned hearing, by publication of such notice in a newspaper of general circulation in the City.
