ADJOURNMENT I Regular meeting of the Fairfax City Council was held at 7 : 00 PM on October 9 , 1990 . Mayor Nading presiding. Council present : Bullock,, Cerveny, Hastings & Quillin. First order of business was to official adjourn the September 28, 1990 special Council meeting. On motion of Cerveny 2md Hasting September 28th meeting adjourned. Carried. On motion of Cerveny, 2nd Quillin for+ .approval of agenda as posted, minutes of previous meetings , budgetary and financial, reports . Carried . On motion of Bullock, 2nd Cerveny Beer permit for the Fairfax Handimart was approved. Carried. Building permit for Terry Johnson was taken under advisement . On motion of Cerveny 2nd Quillin, building permit request to be delayed until last item on agenda or until Mr Johnson should arrive at meeting.. Carried . Approval of Curtis Johnson as a probationary member of the Fire Dept made on motion of Quillin, 2nd Bullock. Carried. Dicussion held with Russ Carver, Fire Chief, in regard to a request. from the Amana Benefited Flre District for a mutual aid agreement . On motion of Cerveny 2nd Quillin Mutual Aid Agreement with Amana j Benefited Fire District to be sign. Carried.. All voting aye . Discussion held with Library Board Representatives , Novak Design and Council in regard to the construction contract and need of additional funding for construction of Library. Resolution 10990 "AWARD OF CONTRACT FOR CONSTRUCTION OF LIBRARY presented. On :notion of Quillin, 2nd Bullock, Garling Construction of Belle Plaine , Iowa to be awarded the contract for construction of the Library at a cost of $385, 400 . 00 . Roll Call, vote; Ayes : Bullock, Cerveny, Hastings ., Quillin. Nays : None. Discussion held on 3 quotes that were received for the purchase of communication equipment for City Hall & Maintence dept . On motion of Cerveny 2nd Hastings, Graybill Electronics awarded contract at a cost of $1 , 024. 90 . Carried. All voting aye. On motion of Hastings, 2nd Bullock, New Water Testing equipment to be purchased from Hach Chemical and the Methane Gas Dectector is to be repaired. Carried. All voting aye . Dicussion held in regard to the ,appointment of Councilmember to fill an unexpired term due to a resignation. On motion of Quillin, Znd. Hastings , Cory Stockton to be appointed to the City Council . Roll Call vote : Voting Aye : Bullock, Cerveny, Hastings & Quillin" Mr . Stockton to be sworn in at the next City Council meeting . Three City representatives will attend the Mayor--Council Seminar on October 23rd at Oelweing , Councilmember Quillin will coordinate the Flood Insurance rating program, City Clerks office to be close November:: 5 due to the General Election being held in City Hall . Letter to be sent in regard to City Engineers findings on water draining problem on Vanderbilt Street . Bills approved as presented on motion of Hastings , 2nd Cerveny. Carried Margaret Probst attended meeting to bring to the Councils attention the water drainage problem on her property and the property on the corner of Church St and Highway 151 . Don Share, Jr presented a building permit for approval . On motion of Cerveny, 2nd Hastings,, permit to be tabled until a Engineers report of elevation and water flow is obtained and a letter from Iowa DOT that building site is not bei.ng :.placed too close to the Highway 151 right-of-way in light of improvements to ' Highway 151 being made in the near future . Carried,. VotingAye: Cerveny, Hastings & Quillin. Bullock Abstained. Terry Johnsons building permit brought back for discussion. Quillin made motion that pemit be denied. Motion died for lack of a 2nd. On motion of Hastings , 2nd Cerveny, Mr Johnson' s building permit is tabled until he appears at the November 13th Council meeting with information in regard to the drainage and waiter flow on his lot Curried all voting aye- j Motion to adjourn made at 10 : 00PM by Hastings 2nd Cerveny Carried.
