REGULAR CITY COUNCIL MEETING FEBRUARY 12, 1991 7 : 00 PM CITY HALL

The regular meeting of the Fairfax City Council was held 2 /12/91 at
7 : 00PM. Mayor Nading presiding . Council present Cerveny, Stockton,
Hastings & Quillin, Absent : Bullock
Minutes of previous meetings , budget &financial reports and agenda
as posted approved on motion of Cerveny, 2nd Quillin . Carried .
Public hearing on F/Y 91--92 budget opened at 7 : 015PM . No objections
presented or received by mail . Public hearing closed at 7 : 10 .
Resolution 21291 "F/Y 91-92 Budget':' ' presented on motion of Cerveny
4nd Hastings . Rollcall vote . All ayes . Bullock absent
Discussion held on the contract that was received from the Linn
County Sheriff ' s dept . On motion of Hastings 2nd Cerveny, City
will decrease the hours of coverage from 30 to 25 per week and
agree to pay the $11 . 00 per hour as requested. Roll Call vote
All voting Aye . Bullock absent
Mr Scott , Prairie Roadbuilders , discussed the cost of oil for summer
street projects with Council . On motion of Stockton, 2nd Cerveny
City to sign agreement with Prairie Roadbuilders . " Roll Call-vote .
All"voted Aye .
Discussion held in regard to property on Williams Blvd that is
creating a problem for surronding properties . Mayor Nading to handle.
Inquiry in regard to converting a house trailer into a storage shed
and moving to rear of property. Consensus of Council ; No problem
if used for storage only.
Linda & Allen Root presented Council with a petition signed by
7 of the 12 property owners on the West end of Main street requesting
that the city consider adding their street to the curb, gutter and
storm sewer project . Petition placed on file and City Engineer to
be informed that petition has been filed .
Greg Steelsmith, Steelsmith Sanitation, and Brad Buchanan, Fairfax
Country Market, attended meeting to discuss with Council the
collection of leaves and grass to comply with state regulations and
the tonnage being picked up at Commercial zoned businesses .
On motion of Stockton, 2nd Cerveny, a letter will be sent to all
commercial zoned companies in the . Gity of Fairfax, : that as of . 7 /1/91 they
will no longer bill them for their garbage pickup and that they
will be directly billed by Steelsmith Sanitation. The cost quoted
to them in the letter will include the rental cost of a dumpster, if
they are currently using one . Carried . All voting Aye
City Clerk instructed to go over all ordinances pertaining to Solid
Waste making revisions where necessary and forward to Councilmembers
Quillin and Stockton for their approval and then forward to City
Attorney. The revised Ordinances will be handled at the regular
March Council meeting . Grass & leave pickup will be addressed in the Ordinance changes.
On motion of Quillin, 2nd Cerveny, Mutal Aid agreement with the cities of
Linn County Firefighters Assoc . Mayor Nading and Fire Chief Carver
to sign agreement on behalf of the City and the Fairfax Fire Dept . Carried .
On motion of Hastings , 2nd Quillin, bill from Amana Fire District, not
be paid. Carried.
Motion to approve bills as presented made by Quillin, 2nd Stockton
Carried. A special thank you letter to be sent to Coonrod Wrecker
service for their help this winter .

,A RESOLUTION ADOPTING THE ANNUAL BUDGET FOR THE FISCAL
YEAR ENDING JUNE 30 ;, 1992
BE IT RESOLVED, by the Council of, the City �of F.airfax, Iowa
The annual budget for the ,Fiscal Year- ending June 30 , 1992,
as set forth in the Adopted Budget Summary and in the detailec�
budget in support thereof showing the revenue estimates and
appropriation expenditur,es. and allocations to programs and
activities for said f iscal year is adopted, and the clerk is
directed to make the filings required by law and to set the
books in accordance with the summary and details as adopted .
