Regular meeting of the Fairfax City Council_ was held 3/12/ 91 at 7 . 00PFM Mayor Nading presiding. Council present : Cerveny, Quillin & Stockton. Absent : Hastings & Bullock. Agenda, Minutes of previous meeting, budget & financial reports f approved on motion of Quillin, 2nd Cerveny. Carried Mike Sankot, representing the Fairfax American Legion, advised the Council on the plans for Hey Dey to be held June 21st & 22nd . They hope to have a teen dance in addition to the regular street dance, a couple. more rides and a few more carnival attractions, parade and a possible Little League baseball games and other events as in years past . Council advised Mr. Sankot that the Legion should keep the Council j informed of any important changes . Mr . Don Share appeared in regard to a protest file in regard to a utility charge at his place of business . On Motion of Stockton, 2nd Cerveny no excepts will be made and the full amount of bill is to be paid . Mr Share assured Council that the full amount would be paid by Friday, March 15 . Three building permits presented for approval . On motion of Quillin„ 2nd Stockton pemits issued to Frank & Betty Dvorak for house at 506 Fairfax Road and to K. 0 . Selzer for houses at 507 and 511 Front Street . Carried . i On motion of Stockton, 2nd Cerveny Resolution 31291 "RELEASE OF LIEN AND SATISFACTION OF ASSESSMENT" on Lot 5 Selzer' s Lakeside 3rd Add ., and giving City Clerk permission to record and file all necessary papers to clear this matter . Carried . On motion of Cerveny 2nd Stockton, Public Hearing to be held at the regular April 9th Council meeting in regard to the new zoning code for the City of Fairfax . Carried . All voting Aye . Clerk to publish notices in this regard per state requirements . Copies of Zoning Code are available at the City Hall and the Library for public inspection. Discussion held in regard to the changes to be made in the Solid Waste and Yard Waster ordinances . Special Council meeting to be held on March 19th at 6 : 15 PM to handle this matter. Mr . .]rim Maatta,Hall Engineering, present to Council the general location of street improvements that they had requested . Discussion held in regard to the street improvement projects and the possible special assessments to property owners on Church and Vanderbilt street . Preliminary cost for curb, gutter, pavement and storm sewer presented. As these streets are some of the main ingress and egress streets into the city, motion was made by Quillin, 2nd Cerveny that no special assessments would be levied on the property owners and that project would be covered by the sale of General Obligation bonds , and that Hall Engineering should proceed with the � project with possible letting of bids in May or June with projec to start July 1 . Carried . All voting Aye . On Motion of Cerveny, 2nd Stockton, Mayor given authority to sign papers for Iowa DOT for South Slope to extend lines along certain portions of Highway 151 . Carried . Councilmen Cerveny present plans for tree planting in the City Park. and along the north side of Front street between Nickolet and Park street . On motion of Stockton, 2nd Quillin, Dwight Hughes Nursery to plant and maintain for the first year as per agreement . Carried .. Discussion held in regard to mowing of certain properties belonging to the city. ]decision to either contract out the mowing or purchase a riding mower and the city do their own mowing will be made at the April 9th Council meeting, on motion by Quillin 2nd Stockton Carried . On motion of Quillin 2nd Cerveny, City Clerk to prepare a budget amendment for the April Council meeting for transfer of funds from General Accounts to pay for Water Tower repairs. Carried i On motion of Stockton, 2nd Cerveny, Councilmen Quillin to contact company to sweep the streets as was done last year . Carried . On motion of Quillin, 2nd Cerveny---City Wide Clean up day will be June 8-� A : :recycling company from Cedar Rapids has tentative agreed to help with this project . Volunteer loaders and some trucks will be needed. More information will be forthcoming on this project . All City Garage Sale Day will be May 18th. Mrs . Andy Meyers is in charge of the publicity on this project . On motion of Cerveny 2nd Stockton, a damaged 'tree in the parking at 317 Church Street is to be removed by Private 'Tree Removal Co . Nading, Mayor Special meeting of the Fairfax City Council was held at 6 : 15PM on March 19th at the Fairfax City Hall . Mayor-pro-tem Vernon Cerveny presiding . Council present : Bullock, Cerveny, Quillin, Stockton & Hastings . Purpose of meeting: Reading and passage of-'ordinance-,amendment . -- Reading of Ordinance 165 "Amending portions of Solid Waste Ordinance" approved on its first reading by motion of Hastings , 2nd Stockton ., Carried Quillen made motion that rules be suspended as provided by state law and that the Ordinance be placed on its second and third reading by its title . 2nd Stockton., Carried . Ordinance was then read the second and third time by its title . Councilmember Bullock moved the adoption of the Ordiance as read 2nd Hastings . Mayor-pro-tem Ceveny, declared Ordinance 165 adopted and in effect as per pu blication requirements . Mr. Steelsmith, Steelsmith Sanitation, attended meeting to firm up dates of 'Yard Waste collection . Yard Waste will be collected the lst and 3rd Tuesday of the month. Starting date will be April 16th and will contine on the 1st & 3rd Tues . of May,June, July, August, September and October . Yard waste must be placed in containers and at the curb by 8 :OOAM. No plastic bags can be used for yard waste . On motion of Stockton, 2nd Bullock, Don ' s Auto of Cedar Rapids , Iowa given permission to transfer his State License to sell used cars to Texas Rustfree Company at 506 Williams Blvd . Carried .
