Council present : Bullock, Cerveny, Hastings , Quillin & Stockton . Motion to approve agenda as posted,minutes of previous meetings, budget and financial reports niade by Cerveny 2nd Quillin. Carried . Mayor Nading opened Public Hearing on Budget Amendment . No written objections received and no other objections . Mayor Nading closed the public hearing at 7 : 15PM. Resolution 4991 "BUDGET AMENDMENT" presented for approval by Quillin, 2nd Hastings . Carried. All voting aye . Public Hearing on the revised and updated "ZONING CODE" opened by Mayor Nading . No objectors present and no objections received in writing . Mayor Nading closed public hearing at 7 : 25PM. ORDINANCE 166-ZONING CODE-was presented and read for the first time Cerveny moved the approval of the Ordinance on its lst reading and that the requirements and rules be suspended and that the Ordinance be placed on its 2nd and 3rd reading by title; second Stockton. Ordinance then read by title for 2nd & 3rd time . Cerveny moved the adoption of the Ordinance as read . 2nd HAstin.gs . All voting Aye . Mayor Nading declared Ordinance 166 adopted and in effect as per publication requirements . Building Permit approved for Gary Collingwood on motion of Bullock, 2nd Cerveny. Carried. On motion of Stockton, 2nd Cerveny, Fairfax Baseball Team' s beeer permit and Sunday permit approved. Carried. All voting aye . Discussion was held in regard to seven quotes that were received for the possible purchase of a lawn tractor and mower by the CiT..y. Also discussed was a bid presented by Bill Beaty to do the mowing on a contract, the same as last year . On moiton of Quillin, 2nd Stockton. Mr., Beaty to do the mowing of certain city properties at $110 . 00 per mowing . Carried. All voting aye . Consensus of Council that further investigation this fall into the possible purchase of equipment needed to do the mowing by city employee . On moiton of Quillin, 2nd Hastings , Nick Hamilton be placed on the Fairfax Volunteer Fire Department as a probationary member . All voting Aye. On motion of Quillin, 2nd Hastings Fire Dept given permission to use certain Fire Equipment during the Hey Dey celebration in regard to a Water Ball fight that will be held, and that the Hey Dey committee be given authority to close a street to hold the WaterBall fight. Carried . All voting Aye . Discussion held in regard to stop sign violations , speeding, parking on the wrong side of the street . Mayor Nading to meet with the T.A-nn County Sheriff to help resolve this problem. Bud Burger inquired into the possibility of building storage ge on property located next to the B&E apartments . As that propex �J zoned R-3 he would need to apply to the Planning & Zoning commi ro ca5: for a rezoning as storage garages are considered Commercial fc rn o zoning purposes . Councilmember Cerveny lead a discussion on the street project is being planned. Letter to be sent to Hall & Hall Engineering '' to getting the project off first base . Discussion also held on possibility of obtaining someone to fill in two weekends a mont � 0 to check the pump house., lift stations and lagoon. This would of about three to four hours a week-end. Councilmember Cerveny also reported that all the trees have bee on Front Street and in the Park. Father Pitzen given permission to put steps from sidewalk down bank to street at 215 Vanderbilt street, on moiton of Stockton, rn Bullock. Carried . I On motion of HAstings 2nd Cerveny. City Clerk given permission to destroy certain records that are more than five years old(as per the Iowa Municipal Records Manuel) Carried . i On motion of Stockton, 2nd Cerveny; Ray Zamastil appointed to the Board of Review to fill a vacancy on said board . Term to expire in 1997 . Carried. Bills approved as presented and City Clerk instructed to pay the Builders Risk policy on the Library Construction fund . Carried . All voting Aye . Discussion held in regard to the Yard Waste ordinance now in effect in the city. Yard Waste will be picked up the lst and 3rd Tuesday of each month until the lst of November. City Council to meet at City Hall at 6 : 00PM on 4/15 and 4/22 to tour the lift stations , lagoon, pump house and other city properties There will be no official business conducted during the inspection tours .
