Council present, Cerveny, Stockton, Hastings & Quillin. Absent : Bullock. Minutes of previous meeting, budget & financial report approved on motion of Quillin, 2nd Cerveny. Carried. Public Hearing on approval of Zoning map held. No objections received . Mayor Nading declared public hearing closed . Ordinance 167 read for the first time . Councilmember Cerveny moved the approval of Ordinance 167 on its first reading and that the procedural requirements as per state law be suspended and that the Ordinance be placed on its 2nd and 3rd reading by title only, 2nd Hastings . Ordinance 167 was read for the 2nd and 3rd time . Councilmember Cerveny moved the adoption of the Ordinance as read . 2nd Hastings . All voting aye . Mayor Nading declared Ordinance 167 adopted and in effect as per publication requirements . Public hearing on re--publication of budget amendment . No objections . Resolution 51491 presented for approval by Cerveny, 2nd Stockton. Carried. All voting aye.. On motion of Stockton, 2nd Cerveny,�Hui?Rion permit application f°or Kathy Chapman be delayed until later in Council meeting. Carried . On motion of Cerveny, 2nd Hasting an ad to be placed in the CR Gazette to hire a parttime person for the Water & Sewer Dept . Deadline for applications to be May 24th. Carried . On motion of Cerveny 2nd Hastings , Beer permits and outdoor service permits be approved for the Fairfax . Baseball team and the American Legion HeyDey celebration (pending the receipt of Insurance coverage) Carried . All voting aye. . Mike Sankot and Gil Lefebure, representing the American Legion, gave the Council and rundown of the events scheduled for Hey Dey. They will be cutting back on Deputys on duty during the day on Saturday and have ask for volunteers to help direct traffic along the parade route . They request that the City ask for a Sheriffs car to help with traffic control on Highway 151 during the time of the parade formation (9 : 30AM m to 11 : 30AM) . o Don Young, Library Board president, & Cindy Divisek, Board Sec ' y-T°'reas . F- addressed Council in regard to the need of money to finish the Library r+ Building. Approximately $85, 000 . 00 is still needed . On motion of o Stockton, 2nd Cerveny, City to negotiate a loan with the Fairfax State �:5 Savings Bank for this amount . A publ:b hearing on this will be held at a special Council meeting on June 4, 1991. Carried . All voting Aye . Jim Matta, hall Engineering, & John Feld, I. E. , discussed the street project with Council . Half of the mapping is done . It would be very expensive to each y p property owner to put in underground service, so I . E. ' s service poles will have to stay as is , with a few exceptions . Gary Collingwood, Dick Harover, Dick Zenisek, Larry and Shirley Exline inquired of Council what plans are to be made for water runoff in the 500 block of Park Street and the 500 block of Vanderbilt street . Engineer to get figures togeather for this request . Public Hearing will be held on the 4th of June on the Resolution of Necessity and special assessment schedule for the street and storm sewer project . I . E. to install a new flood light at the playground and pavilion area. Mr & Mrs Charles Peters addressed the Council in regard to the trees located on Church street that may be damaged or removed during the street improvement project . Council assured them that everything possible will j be done to save them i I Mr. Don Young, representing the Little League baseball teams , requested consideration of their plan to improve the playing area of the little diamond at the park and also possible practice areas on St Patricks property behind the old school . On motion of Quillin, 2nd Stockton Councilmember Cerveny given permission to approve of costs to be secured by Mr . Young. All voting Aye . On motion of Quillin 2nd Cerveny, Mayor Nading to sign the Conservation Commissions "Statement of Assurances" for the City Park property. Carried . All voting aye. On motion of Stockton, 2nd Quillin Resolution 51491A "Setting Salaries for Appointed Officers and Employees'"" approved. All voting aye. On motion of Cerveny, 2nd Quillin, Mayor Nading given permission to sign Iowa DOT Maintence agreement . All voting aye . Discussion of building permit request that was postponed earlier in Council meeting. On motion of Quillin, 2nd Cerveny, building permit requested by Kathy Chapman be denied. City Clerk to inform her of this action and state reasons from the City 2'oning Code . (1 . 03 definitions of Accessory buildings and 1 . 08 (para D. ) Supplementary District Regulations . Carried . All voting aye. On motion of Cerveny 2nd, Quillin bills presented for payment approved . Carried. All voting aye .. A :special Council meeting will be held on June: 4th, for a public hearing on the Library request for the City to borrow at least $85, 000 . 00 to complete Library and a Public Hearing on the Resolution of Necessity for Street Improvements and to consider setting the special assessments for property owners effected by the street improvement project . The following positions named shall be paid the salaries or wages indicated and the City Clerk is authorized to issue checks, less leagally require or authorized deductions from the amounts set out below, and make such contri- butions to IPERS and FICA or other purposes as required by law or order of the City Council., all subject to audit and/or review by the City Council. POSITION BASE RATE BASIC HOURS CITY CLERK $ 10.50 per hour M,T,W,F(32hours office 4 hours non-office) DEPUTY CLERK/BILLING CLERK $ 6.40 10 to 15 hours monthly or as needed LIBRARIAN $ 6.25 Library open 20 hours ASST LIBRARIAN $ 5.00 a week PART TIME HELP $ 4.25 �a WATER,SEWER,STREET. SUPT. $ 8.75 40 hours per week PART TIME SKILLED WATER & SEWER As heeded PART TIME UNSKILLED LABOR $ 4.25 pg As needed Section 2. Overtime hours shall be paid for a 12 times the hourly rate for the job performed. (Overtime meaning: time over 40 hours per week) . Employees may request compensatory hours within a pay period in place of overtime pay. Compensatory hours shall be 12 hours for each hour of overtime. Section 3. The City shall provide the City Clerk and W&S Superintendent with Protector 200 Blue Cross/Blue Shield Insurance. The City shall be responsible for the first $500.00 ($200.00 deductible plus $300.00) for each person covered. (Single policy only) Section 4. $250.00 per year uniform allowance will be provided for the W&S Superintendent. � Section 5. The City Clerk and W&S Supt. shall be paid for the following-Holidays: New Years, Good Friday, Memorial Day, 4th of July, Labor Day, Thanksgi ing day after Thanksgiving, Day before Christmas and Christmas. (Deputy Clerk Christmas Day) Section 6. The City Clerk and W&S Supt. shall be allowed four(4) sick days per year. The sick days may be accumulated up to thirty (30) days. They shall be allowed two personal days per year. Personal days may not be accumulated. After using five consecutive sick days, at the discretion of the Mayor, a Doctors verification may be requested. Section 7.
