of grease traps in certain sewer lines, Leaf pickup by hauler.

August 13 , 1991 . Mayor Nacling presiding. Council present;:
Bullock, Cerveny, Quillen , & Stockton . AbsOrtt; ; H.ast ill gs E
Ol'a motion of Quillin, 2nd Cerveny , Adgenda as pasted , minutes of previous
meeting , budget and financial reports approved . Carried.
Building permit for Kathy Chapman was denied an 1110ti0al of Quillial ,
2nd Cerveny. All voting Aye . Correspondence to be sent to Pis Chapman
advising her she has a right to appeal this decision to the Board of
F',evi 0w.
' C'au:Z Cil ' to view damage to Ron Snell driveway and final decision will
be made at; September Council meeting as to what amount of liability
City has for making repairs
Oan motion of Stockton , 2nd Bullock, Mike Sankot named as Civil Defense
director and represejtat;ive at Civil Defense meetings . Carried.
Fire Chief Fuss Carver advised the Council that the Fire Department
would be hosting a City picnic and informational day at. the Fire S'tat;ion
on October 13 , 1991 from 12 Noon until approximately 2 : 00M. Everyone
is welcome . Hawkeye Fire Service will be demost.ration t;Yie use of
Home Fire Extinguishers . More information will be forth coming on
0t;pu0r events that clay. Lift Guard Helicopter will be in Fairfax
on August; 24 from 10AM to 12 Noon for Fire Department. training.
Oil motion of Quillin, land Stockton, Fire Chief to be reimbursed $ 0.00
a month for emergency help in the Water , Sewer, or Street Dept . Carried
all voting aye .
MrsE . McNamara and David McNamara discussed with Council the different
aspects of the moving of their 110USes due t;0 Iowa. DOT improvement; project
on the viaduct. They have req tested the extension of the City water and
sewer to their property lines . City Clerk instructed to check with
City Attorney, City Engineer and constructionn company for a more
complete cost estimate and have information ready for September
Council meeting.
Discussion held in regard to the City possible renewing the expired
lease with St Patricks Church on ground located behind 1,110 school
for a soft-,ball and T-Ball diamond. Councilmember Cerveny will contact
St Pat;ricks in this regard .
City Clerk advised Council on the progress on the water problem on
,:asey And Prairie Ave . Anderson Consultants of Marian are helping
j to solve the problem and different test are being run-, by the State
Hygenic IJab.
On motion of Cerveny, 2nd Bullock, Above ground vaulted gas tank is
to be purchased pending State Fire Marsha11 ' s inspection of City
property and approval of site . Carried. All voting aye .
C'Ity Clerk advised Council that December 31 , 1'991 is her retirement
date and that replace must be in place by October 1 , 1991 so that;
training can be completed. On motion of Stockton , 2nd Bullock
Act to be placed in Cedar Rapids Gazette starting August 18 and ruavaling

through August 25 .Deadline for application`} is 4 :00PM on August 30, 1991 .
On motion of Cerveny, 2nd. Quillin City Clerk named as voting delegat,.e
a t the Iowa Iaeag Municipalities of unicipalities Convention to be held in Cedar
Rapids and that approval for her attend is given. Carried. All voting Aye
No report; received from Street Committee appointed to assess the
the Vandarbilt and Church Street project .
On mot-ion of Bullock, 2nd Stockton , polls for General Election oat

On motion of Cerveny, 2nd Stockton , September Council meeting will be
held on Monday, September 9th due to School election being held in
City Hall on the regular meeting night . Carried.
On motion of Stockton, 2nd Cerveny, Kathy Bullock is to design new
letter head. Carried.
Linda Balog, Librarian and Cindy Divisek, Board Sec ' y advised Council
on several matters pertaining to the completiion of the Library.
As per State Auditor ' s request the Escrow account will be closed and
all money transfered to the Construction Account .They presented
Council with the "Substantial Completion" form that must be approved
before the rest of the State grant will be given to us . On motion of
Bullock, 2nd Cerveny ,Mayor given authority to sign forth on behalf of
of the City . Carried . All voting aye .
Discussion held on where the fund, would be found to pay the cost of
the $85 , 000 . 00 Library paper work that was done by the Bonding Attorneys
j Onn, motion of Bullockpayment; to be made out of the money set aside for
Christmas decorations . 2nd Cerveny. Carried . All voting aye .
On motion of Stockton , 2nd Bullock, Dwight Hughes Nursery to do the
planter box at the Library and proceed with the rest of landscaping
Carried . All voting Aye.
On motion of Stockton, 2nnd Cerveny, City to extend and deepen ditch.
along Church Street; from Serbouseks to drain under Church street.

On motion of Cerveny, 2nd Stockton for approval of bills presented
