Mayor Nading presiding. Council present : Cerveny, Bullock, Quillin & Stockton. Absent: Hastings Motion to approve agenda, as posted, minutes of previous meetings , budget and financial reports made by Cerveny, 2nd Quillin. Carried . Discussion held with John Helms , Crosscreek Body Shop, in regard to the zoning of his property and the need for him to obtain a permit from Iowa DOT for the portion of his business dealing with the use of recycled parts and the storage of same . On motion of Stockton, 2nd Cerveny a Conditional use permit be granted to him so that he may comply with Iowa DOT regulations . This permit must be renewed on a yearly basis and subject to Council review. Parts and other items must be kept inside of buildings . Carried. All voting Aye . Larry Schulte, Rustfree Auto, discussed with City Council his need, also for the same type of permit that John Nelms had requested . He stated that he would be putting up an additional building to store all items inside . On the condition that all items be stored inside a building, a Conditional Use permit was granted to Larry Schulte, Rustfree Auto, on Motion of Cerveny 2nd Quillin. Carried All votingAYe This permit is subject to review by City Council and must be renewed on a yearly basis . CityClerk instructed to send letter to Iowa DOT in regard to the granting of these two Conditional Use permits . On motion of Cerveny 2nd Stockton, Building permit to be issued to Selzer Enterprises for building addition. Carried . All voting aye . On motion of Cerveny, 2nd Bullock, Liquor permit for the Star Hotel be approved. Carried.. All voting Aye . Resolution 9991. "Release of Water & Sewer Assessment" presented by Quillin 2nd Cerveny. Carried . All voting Aye . Resolution 9991A "Lease-St Patricks-grounds" presented by Stoctkon 2nd Cerveny. Carried. All voting Aye . Discussion of street ditch work that needs to be done . Referred -:to Street Committee . Discussion of Policy on use of Community Room at Library, and other items . Referred to Councilman Cerveny °and. Library Board Discussion held in regard to amendments to City Code in reference to the yearly pay of the Mayor and meeting pay for Councilmembers . Ordinance 166 presented and read for the first time, changing Mayor' s yearly pay from $1 , 000 . 00 to $1 , 500 . 00 . Approved on motion of Stockton, 2nd Cerveny. Cerveny moved and Bullock . . 2nd that the 2nd & 3rd readings of Ordinance 166 be dispensed with and that the Ordinance be read for the 2nd & 3rd time by title only. Carried. Ordinance 166 read by title only for 2nd & 3rd time . Motion to approve made by Stockton, 2nd Cerveny. Mayor Nading, declared Ordinance 166 i passed and in effect as per publication requirements . Ordinance 167 presented and read for the first time, changing pay for Council per meeting attended from $15 . 00 to $25 . 00.. Approved on motion of Stockton, 2nd Bullock., Cerveny moved and Bullock 2nd that the 2'nd & 3rd readings of Ordinance 167 be dispensed with and that the Ordinance be read for 2nd & 3rd time by title only. Carried .. Ordinance 167 read by title only for the 2nd & 3rd time . Motion to approve mady by Cerveny 2nd Bullock. Carried. Mayor Nading declared Ordinance 167 passed and in effect as per publication requirements . Discussion held in regard to the extention of water & sewer across Highway 151 to the McNamara properties . Consensus of Council to _.I delay any action on thn project until more - information is received from Iowa DOT in regard to the Highway 151 . There will be an information meeting held on October 17th at the Ponderosa Ballroom. in W alford . Mayor Nading informed Council that he had discussed the water bill from the construction of the library with Garling Construction and i they had compromised at a figure of $1, 000. 00. City Clerk to send bill for same to Garling Construction Co, on motion of Stockton, 2nd Bullock. Carried . Discussion held in regard to the need of installation of g grease traps at certain business establishments . Mayor Nading to handle and report back to Council at October meeting. On motion of Stockton, 2nd Bullock, quotes are to be obtain in regard to the replacement of R. Snell driveway that was damaged during a sewer main repair. Carried . City Clerk advised Council that the Board of Review would be meeting on 9/11/91 in regard to a request for a variance and the street committee will be meeting on 9/12/91 . On motion of Bullock, 2nd Stockton, City to purchase above ground. gas tank from .7ims Petroleum, if it meets all the specification set by the State Fire Marshall ' s office . Carried. Fire Chief Carver reminded City Council about the up coming "Open Douse" at the Fire Station, and encouraged all to attend . On motion of Cerveny 2nd Quillin, City Clerk and Deputy City Clerk given permission to attend the Iowa Municipals Finance Of'f'icers meeting in Des Moines on October 16, 17 & 18 . Carried. 3 Ayes, Stockton voting Nay. Mayor Nading advised Council that he and Councilmember Cerveny & Quillin will be interviewing applicants for the City Clerk position on September 21 . On motion of Cerveny, 2nd Stockton, Quotes are to be taken on the purchase of a mower/tr'acitor and Councilmember Bullock will review them and contact the resit of Council . Carried. All voting aye .
