Mayor Pro-T'em Cerveny presiding . Council present : Bullock Cerveny, Quillin, Stockton. Absent : Hastings & Mayor Nading . Motion to "-appro`e adgeda, minutes of previous meeting, budget and financial reports, made by Bullock, grid Stockton. Carried. Beer Permit for the Fairfax Handimart was approved on motion of Stockton 2nd Quillin. Carried . Mayor Pro-tem Cerveny welcomed three Boy Scouts, Andy Zahn, Eddie Allen and Jeremy Brush, to the City Council meeting. On motion of Quillin, 2nd Stockton, building permit for Selzer Construction was approved . Carried. On motion of Quillin, 2nd Stockton, building permit for Larry Schulte, Rustfree Auto, was approved . Mr. R. Selzer, gave Council information on his revised plan for his Lakeside 4th & 5th addition. Consensus of City Council that he should proceed as planned and have his Engineer redraw the two additions into one . Mr.' John Feld, I . E. Representative, explained to City Council the pending rate increases that I . E. is requesting . On motion of Bullock, 2nd Quillin, Allen Root to be accepted as a new probationary member of the Fairfax lire Department . Carried . On motion of Quillin 2nd Bullock, Fire Department given permission to use a portion of their reserve fund to purchase four new portable radios . Carried . All voting aye . Library Board President Ikon Young and Librarian Linda Balog were present to advise Council of the Open House at the new Library on !, October 20th. Policy on use of Community room at Library will be acted upon at the November Council meeting. City Clerk read three petitions from residence on Park Street (north of railroad tracks ) . They ask that a speed reduction to 15 miles an hour be placed on Front street, a Stop sign be placed on corner of Prairie and Park, and that parking be limited to one side of Prairie Ave from Highway 151 to Park Street . On motion of Quillin, 2nd Bullock, Ordinance amendment to be on agenda for November in regard to the speed reduction request . Carried On motion of Bullock, 2nd Stockton , Ordinance amendment to be on agenda for November in regard to the stop sign request . Carried. The request for parking on one side of Prairie Ave to be held until Council can survey residence on Prairie Ave inregard to which side of street would be better for them for limited parking . Discussion held in regard to the purchase of a lawn tractor and mower . On emotion of Bullock, 2'nd. Stockton, a John Deere 710 will be purchased from All Seasons Equipment Company, for $5, 274. 61 . Carried . All voting Aye . Mayor Pro-tern Cerveny advised Council that the City has been awarded a $1, 000 . 00 grant from Iowa Illinois Gas/Trees Forever Project . A meeting of the tree comittee with the Trees Forever Group will be held at 7 :00 PM on Tuesday, October 22 , 1991, at City Hall . Further information in regard to the purchase of a Computer for Clty Clerks office will be held at the November Council meeting . On motion of Stockton, 2nd Quillin, CityClerk given permission to close Clerks office on November 5th, City Election Day. Carried . Discussion held in regard to adding more leaf pickup days . On motion of Stockton, 2nd Bullock, Steelsmith Sanitation to be notified that they should pickup leaves and yardwaste every 'Tuesday from October 15th through and including November 26th. Carried . Discussion held in regard to residence that are storing personal property (Cars , trailers etc . ) on City and Railroad property. Council to check the different sites and report back at the November Council meeting . i ---------- On motion of Quillin, 2nd Bullock, Merta Concrete to repair and replace driveway at Ron Snell residence . Carried . Mayor Pro--tem Cerveny explained the process that the hiring committee carried out in finding a replacement for the retiring City Clerk . 25 applications were received and b of them were interviewed . On motion of Cerveny, 2nd Bullock, Betty Panek to be hired starting October 21, 1991 . Voting : Aye Cerveny, Quillin & Bullock. Voting Nay: Stockton. Carried . Starting salary & benefits, to be handled at the November Council meeting when at that time the Salary Resolution will be amended . Don Share, Texas Rustfree, request a letter from the City Council in regard to a recycling permit in case the Iowa DOT would require one from him. As this was not an agenda item for this meeting his request will be handled at the November meeting .
