Council Present : Cerveny, Bullock, Peters , Quillin Sheely . Purpose of meeting: Buget workshop . Public Hearing on budget to be held on February 19 , 1992 at 5 : 30 p . m. N,o further business meeting adjourned at '7 : 35 p . m. Beth ,./J ." 'P"anek, City Clerk Russell Nading, Mayor Regular meeting of the Fairfax City Council was held 2/11/92 at 7 : 0-0 p .m. Mayor Nading Presiding . Council present : Quillin , Cerveny, Peters , Sheely . Absent : Bullock Minutes of the previous meetings , budget and financial -reports approved on a motion by Cerveny, 2nd Quillin. MC . On a motion by Cerveny, 2nd Sheely contract signed with Prairie Roadbuilders for summer street work . MC . Motion Cerveny, 2nd P'eters Ordinance 174 , Increase in Water Rates and Past Due Charges was approved On its first reading . MC . Motion Cerveny, 2nd Sheely, Ordinance 173 , Increase in Garbage Rates approved on its first reading . MC . Linda Balog, Librarian, announced the resignation of Carol Sorg from the Library Board, and Stephen Meyer be appointed to take: her place . Motion Cerveny, 2nd Peters . MC Motion Peters , 2nd Cerveny to sign the Bridge Inspection Contract with Linn County. MC . Motion by Cerveny, 2nd Peters the City Clerk was instructed to contact the City Attorney, in regards to the Cleanup at the property owned by Mike Snider . MC . Motion by Cerveny, 2nd Quillin, permission given for Lud Svoboda and Ron Dusil to take the Commercial Pesticide Test . MC Clerk instructed to contact Dennis Wilson, CNW, to send a letter to the Smith ' s about their driving across the property by the Railroad tracks . Don Franck, TMC Long Distznce , gave a brief explanation of their services . Motion by Cerveny, 2nd Quillin, the City will purchase a Computer from Entre Computers of Cedar Rapids . MG The Librarian was instructed to purchase the smoke detectors , and to get bids for having the Library rid of its Ant problem. Vernon Cerveny gave: a report on the Fairfax Arbor Team Breakfast to be held March 8th, from 8 : 00 a . m. to 11 : 30 a . m. in St . Patrick ' s Church Auditorium. Their will be door prizes and also a bake sale by Friends of the Library. Motion Cerveny, 2nd Peters to pay the bills as presented . MC Vernon given premission to take the maintanence man, to study what will be required down along Front Street to place a Gazebo on the Bank. The Public Hearing on Budget for F/Y 92-93 was opened at 5 : 30 p . m. by Mayor Nading . With no objections in person or in writing, the pubic hearing was closed at 5 : 35 p .m. The Special meeting was then called to order with Uading presiding. Present : Cerveny, Quillin, Bullock, Peters , and Sheely. Motion by Cerveny, 2nd Shealy the Budget was approved . MC . Motion by Bullock, 2nd Peters the Sales tax refund from the Construction of the Public Library will be returned to the City to offset the City obligation on the Loan payment . M. C . There was discussion on the various duties of the Maintenance man, and Assistant Maintenance Man. It was a clearing the air session . We all need to Communicate . Lud & Ron will make a list of things around the City that are in need of repair , and the priority they come in.. Meeting adjourned at 5 : 50 P. M. on a motion by Cerveny, 2nd Bullock . Carried . Those complaints concern what appear to be abandoned vehicles, construction equipment, concrete rods, and pieces of metal strewn across the property. We understand and appreciate that you are leasing this property to a construction company, but as the owner of the property within the city limits of Fairfax, you are subject to the city code relating to the abatement of a nuisance if one exists. The city counsel would like to meet with you to discuss the situation. The counsel next meets on March loth and would invite you to attend. If you would please call the city clerk to advise her of your intent to attend the meeting, she could place the matter on the agenda.
