Mayor Nading presiding . Council present : Bullock, Cerveny, Peters , Quillin and Sheely. Motion by Bullock, 2nd Quillin to approve agenda, Budget and Financial reports . Carried . Mayor Nading read a letter of resignation from Council member Bullock . Motion by Cerveny, 2nd Quillin that Bullock ' s resignation be accepted with our best wishes and Thanks for her service to the Community. Carried . The Public Hearing was then open for discussion on the Budget Amendment . Public hearing closed, Motion by Cerveny, 2nd Sheely that Resolution 512'912 CITY BUDGET AMENDMENT AND CERTIFICATION RESOLUTION be approved . MC Report was given by the Maintenance Department, The new mower was delivered . The City will go on a regular flushing of the Water Mains , to prevent any problems during the summer . The building permit for Tom Hutcbcroft was approved on a motion by Peters , 2nd Sheely. Carried . This permit is only for the structural changes once his house has been moved . This does not give him permisssion to move the house . Mary Ann Peters gave a report on the recycling, survey that was sent to the citizens of .Fairfax. We would like to thank Prairie High School for helping with the counting of the surveys . There will be a meeting set to make further plans for starting a recycling program in Fairfax . When it has been deceided, which route they are going to take , be it Curbside or a Central drop off a public hearing will be held to let the citizens know more about it . Mr. Greg Steelsmith presented his recommendations on the garbage pickup and the recycling program. Mr.. G Mrs . Dvorak were present to request that they be allowed to keep their trailer as a storage shed , they are to bring a request as to how they will change the trailer, to the June Council Meeting . Russ Carver - Fire Cheif - asked the Council permission for the fire department to hold a fund raiser . The possibiltiy of a pancake breakfast were discussed . H. L . Shakespeare than read a breif letter, with-discontent at the spending of the Library Board . Several Citizens were in attendance to express their concern that the Library is overspending . The Council requested to clerk to write a letter to a resident about his barking dogs . Motion of Peters , 2nd Sheely the council approved the Board of Reviews recommendation for K. Selzer to move 2 handicapped parking places to the front of his new Apartments . Carried . Motion of Cerveny, 2nd Sheely K . Selzer ' s approval from the Board of Review to make the last of his lots larger and a gift of one lot to the City be oked . Carried . Motion by Sheely, 2nd Cerveny, Ken Quillin will contact the same person as last year to sweep the City Streets . Starwest Cable informed the council of a rate increase . K . Selzer requested that parking on Railroad Street be limited to one side . Teri George is making a report on the streets in Fairfax and will make a report to the Council at the June Meeting . Motion by Cerveny, 2nd Quillin to approve the bills for payment .. Motion b Quillin, 2nd Peters to o to a closed session to discuss 3' Q g , City Policies . 9 : 30 P .M. Motion by Cerveny, 2nd Sheely to go out of closed session 10 : 30 p .m. A Special meeting will be held on May 26th at 7 : 00 p .m. to discuss City Policies . No further business Bullock made a motion to adjourn, seconded by Cerveny . Meeting adjourned 10 : 35 P .M . Russell D . Nading, Mayor Betty Panek, City Clerk Special meeting of the Fairfax City Council was held Tuesday May 26 , 1992 at 7 : 40 P . M . I i Mayor Nading presiding. Council members present , Quillin, Cerveny, Sheely, Peters . Absent ]bullock . City personnel present for a discussion on City Policies . Each Council member was given an opportunity to express their likes and dislikes , what can be improved on . Also they offered their thanks for the job the City employees have been doing . Some directions given were : Maintenance hours will be 8 : 00 to 5 : 100 , with an hour for lunch . The Equipment is to be kept cleaned, after use and the pickup washed weekly . There also needs to be more communications between the Clerk and Maintenance persons . No further business Cerveny made a motion to adjourn, 2nd Sheely . Adjourned at 8 : 30 p .m. Russell D . Upon taking up the proposed amendment, it was considered and taxpayers were heard for and against the amendment. Mr. and Mrs. Vance Nunemaker have 4 dogs that bark every night while they are gone to work. The dogs usually start barking between 3:30 and 4:00 p.m. and have been heard as late as 11:00 or 11:30 p.m. Two notes of complaints have been received by the Nunemakers. One was written in September of 1991 and second one was in February of 1992. The first note ;gave our name; second note gave our name and phone number, but we never received an acknowledgement from either note. The problem with the barking dogs still persists and Mr. and Mrs. Nunemker have not addressed the problem. § 1 mil.
