ADJOURNMENT r Regular Meeting of the Fairfax City Council was held Tuesday August 1.1 , 1992 , Mayor Nading presiding . Council present : Cerveny, Peters , and Neuhaus . Absent : Quillin and Sheely. Motion of Cerveny, 2nd Peters the Agenda, Minutes of previous meeting, Budget and Financial Reports . were approved . MC Maintanence report - Discussion on the pile of rubbish at the end of Burger Lane and end of Front Street . The Mayor will contact the Chicago and Northwestern to see if they will clean it up , since it is on railroad property. Jay Podzimek and John Thomas of Burger Lane were in attendance and requested the cleanup, and would the City possibly plant some trees along there once the pile of rubbish is gone . Lud explained the damage to the restrooms at the park, and what we can possible do to prevent further expense . Motion by Peters , 2nd Cerveny the park restrooms will be opened at 9 . 00 a. m . and closed at 5 : 00 p . m . Anyone that reserves the pavillion is given a key to the restrooms . Alan Root brought a jar of his water , it was yellow in color and full of sediment . He had two towels that have lost their color due to the chlorine in the water.. ]Lud was told to flush the lines on a regular basis , especially the dead end lines . Motion of Cerveny, 2nd Neuhaus the Council accepted with regrets the resignation of long time Fire Chief, Russ Carver . The City would like to thank Russ for his many years of faithful service to the Community. The Council approved the appointment of Ron Zenisek as Chief . The Sheriff ' s department was asked to watch for speeding on Prairie and Park Street, and to possibly set a speed watch on 151 in the 45 Mi . zone . Cerveny gave a report on the parks , a new request for a grant from Trees forever has been sent in . A Citizens Park Committee has been set up : Steve Selzer, Shirley Lowe, Carol Stallman, Ruth Stockton,„ Kathleen McNamara, Mary Schneider, Mary Lou Selzer, Terri George . The City ' s new recycling program was discussed . A meeting will be held August 23rd at the Fairfax Legion Hall , with the recycling to begin the first Friday in September . Motion by Cerveny, 2nd Neuhas Resolution 81192B , T'he City of Fairfax Recycling, was approved . Mike Dwyer presented his plan for a Fairfax Harvest Festival , to be held September 12 , 1992. Tentative plans now call for a Flea Market, Craft Show, Parade , Water Ball Fight, Pancake Breakfast , games for the kids , and a Dance at the Legion Hall . Motion by Neuha 2nd Peters , Mile given the go ahead to plan his festival , but is to keep the Council informed of plans . Terri George presented her street report on the parking on one side . The Council will study her recommendations and will make their final_ decision at the September Meeting . Thanks to Terri for her work . Motion by Cerveny, 2nd Peters the RUT Annual Report Resolution 81192 was approved . MC . Resolution 81192 - A City of Fairfax Investment Policy was approved on a motion by Cerveny, 2nd Peters . Motion by Cerveny, 2nd Neuhaus the Iowa Electric Resolution for 2 new Street Lights on Front Street was approved. Motion of Cerveny, 2nd Neuhaus that K. Selzer pay the pro rated assessment on Front Street Lakeside Addition. MCTom Hutchcroft will be moving his house onto a lot on Front Street either the last week in August or the First week of September . The Clerk was instructed to send a letter to the Dairy Queen about the grease traps they need to install on the sewer drains . A letter is to be sent to Janice Maas about the complaint signed by several of her neighbors about the dogs barking and causing a distrubance . ZV { R�ssell ladin , Mayor ATTEST: Betty P4nek" City Clerk jan/form/resolution i i RESOLUTION WITEREAS , Chapter_ 455E of the Code of Iowa regulates disposal of solid waste and sets forth a waste management hierarchy xahich is required to be implemented in all approved Comprehensive Solid Waste Management Plans , and NFIEREAS , Linn County is a participant in time Regional Comprehensive Solid Waste Management Plan that was developed by the East Central Iowa Council of Governments and approved by the Iowa Department of Natural Resources, and WHEREAS , Under the Regional Comprehensive Solid Waste Management Plan , each community is required to develop their own solid waste recycling program in order to meet the 1994 solid waste :eduction goat of 25% as specified by Chapter 455D of the' Code of Iowa , and 14HEREAS , In order to comply with the Regional Plan as directed by Linn County, the City of Fairfax has completed a recycling study and has developed a recycling plan , and WHEREAS , The City of Fairfax has fulfilled the requirements of first , forming 9. community recycling committee ; second, conducting either a public meeting or a community survey to ascertain public opinion as to recycling program preference ; third, assembling an informational brochure ; fourth, developing a written, recycling plan; fifth , having attained , ' by adoption of this resolution , city approval of the Co munity Recycling Plan, THERFORE BE IT RESOLVED, That the City of FAIRFAX Approves and adopts the City of Fairfax 1992 Community Recycling Plan .
