Regular Meeting of the Fairfax City Council met on Tuesday March
8, 1994 at 7 : 00 P .M. Mayor Sheely presiding, with Council Member's
Neuhaus , Stallman, Wainwright and Root present, O'Donnell absent..
Motion of Wainwright, 2nd boot to approve the agenda, Minutes of
Previous Meetings , Budget and Financial deports. MC .
Lt. Dave Knott , and Don Zeller from the Linn County Sheriff ' s
Department answered questions from the Council on some problems we
are having in the City. Lt . Knott reported that Don Zeller would be
taking over his duties around April 1 , any problems we might have
after that time will be referred to him.
Maintenance report : report on some project being done , Lud and
kon will establish an emergency snow route before next year , so we
can get down streets to clean them, Motion of Neuhaus , 2nd Stallman
No Parking on the ,South Side of Railroad Street from Park to
Reynolds Street . MC. Motion of Root , 2nd. Neuhaus the rate charged
on Meter Deposits will be increased on all rental properties in
Fairfax , MC.
Motion of Neuhaus , 2nd Wainwright RESOLUTION 30894A - LINN COUNTY
COMPREHENSIVE SOLID WASTE PLAN, was approved. MC.
Motion of Stallman, 2nd Root to sign the Street Contract with
Prairie Roadbuilders . MC.
Ronald Fish - Masonic Lodge presented a P'r'oclamation proclaiming
the Week of March 21-March 27 as Masonic Week.
Library report - Linda gave a report on the Hoard Meeting on
Monday Might . A Copy of the Contract to be sent to Walford was
presented to the Council .
Discussion with the Fire Department on the Equipment we will
receive from Cedar Terrace Trailer Court . The decision on
disposition of the equipment will be made at the .April Meeting.
Motion of Neuhaus , 2nd Wainwright to appoint Dennis Heintz to the
Planning and Zoning Commission. MC .
Discussion on the Sesquicentennial , Marianne will check further
into what the City would have to do.
Monona of Wainwright, 2nd Stallman, St . Patrick' s Church request
to close Park Street,: from Main to Church during repairs on the
roof and Steeple was approved. MC.
City Clerk given permission to attend the IMFOA Meeting in Des
Moines April 20-22 . Motion of Neuhaus , 2nd Stallman. MC
Mrs . Dennis was interested in knowing if the City had any further
information on the Hwy 151 project . The Clerk will check with Bruce
K ehel to find out if the plans have been completed, and if there
is a start date .
Motion of Wainwright, 2nd Neuhaus to approve payment of balls
presented. MC.
Mention of Wainwright, 2nd Stallman meeting adjourned at 9040 P .M.

Resolution approving the East Central Iowa Council of Governments
Regional Comprehensive Solid Waste Management Plan.
WHEREAS , Chapter 455B . .302 , of the Code of Iowa, states that
each city and county of this state shall provide for the
establishment and operation of a comprehensive solid waste
reduction program consistent with the adopted hierarchy of solid
waste management ( so stated in Chapter 455B. 301A) , and-
WHEREAS , Chapter 455B . 306 ( l ) , of the Code of Iowa, states that
all cities and counties shall file with the Iowa Department of
Natural Resources, a comprehensive plan detailing the method by
which those waste reduction and recycling program requirements will
be met , and that plan shall be updated consistent with the rules of
the Environmental Protection Commission, and.
WHEREAS , an update of the Regional Comprehensive Solid Waste
Management Plan has been prepared and adopted by the East Central
Iowa Council of Governments , and The City of Fairfax will fulfill
its planning requirement through its adoption., and:
WHEREAS , the City Council of Fairfax has reviewed the update
of the Regional Comprehensive Solid Waste Management Plan, and the
City Council of Fairfax is committed to the State of Iowa' s waste
reduction and recycling goals :
NOW THEREFORE, BE IT RESOLVED that the City Council of
Fairfax, Iowa hereby adopts the East Central Iowa Council of
Governments Regional Comprehensive Solid Waste Management Plan, and
will make its best effort to put into action the implementation
plan and schedule , as attached:
