Adjournment . CITY OF FAIRF'AK Fairfax City Council met on Tuesday .April 12th at 7 : 00 p.m. Mayor Sheely, presiding. Council members in attendance , Neuhaus , Stallman, Wainwright, O ' Donnell-Shakespeare, and Root . Guests in attendance : Mrs . Root , Leroy Morgan, Russ Carver, Mike Sankot , Doug Exl.ine , Mr . & Mrs . Ken Barnell , Kenny Barne 11 , Bridget Steimel , Mr . & Mrs . T. Arp, Mike Meyer , Greg Fetter , & Bud Burger. Motion of Shakespeare , 2nd Stallman to approve the Agenda, Minutes of previous meetings , Budget and Financial Reports . MC Nothing for the Sheriff ' s Department .. Maintenance reports : Motion of Stallman, 2nd Wainwright to accept the bid from Lefebure ' s for some bulldozer work to be done in the new park area and Burger Lane , and to check with Whitters on their street sweeper and to accept the cheaper of the two bids . MC. Motion of Wainwright, 2nd Root , to Amend Ordinance removing the No Parking 2 : 30 a.m. to 6 : 30 a.m. on Vanderbilt St . and to establish an emergency Snow Route in Fairfax . MC .. Signs will be posted for the emergency Snow Route . Plans have gone ahead with putting the fence up along Main Street by the Ball Diamond, pouring the footings for the Salt Bunker , Reroofing the Concession Stand and putting a ceiling in the pavillion. Russ Carver requested permission to plant some trees on City property North of his property, motion of Shakespeare , 2nd Wainwright, Russ will plant some trees. MC . Fire Chief Sankot presented Kevin Costigan as a new member of the Fire Department , and the resignation of .john Harover and Mike Flaherty. Motion of Stallman, 2nd Root to approve request . MC. There was a discussion on the Cedar Terrace Equipment . It was decided that better communications between the Council and the Fire Department in the future was needed. The main problem was the Van that was given away without going through the City. Motion of Neuhaus , 2nd Shakespeare to approve the liquor license for the Ball Team, MC. Mike Meyers of the Ball Team requested permission to put a batting cage along the 3rd base line , the ball team will pay the cost . Motion of Stallman, 2nd Shakespeare to approve the request . MC . Greg Fetter stated that he will be having the two boys baseball teams and now will also have two girls softball team. Motion of Neuhaus , 2nd Stallman that if Fetter goes over the allotted amount he will be allowed an extra $100 . MC . The Mowing of the Ball diamond was tabled until the May Council meeting, on a motion of Shakespeare , 2nd wainwright . MC.. Tom Arp discussed with the Council his plans for developing the ground along E , Cemetery Rd . The Council was willing to work in any way with him. Motion of Shakespeare , 2nd Wainwright to sign the Bridge Inspection Contract with Linn County. MC . ORDINANCE 186 - NO PARKING ZONES , Shakespeare moved the approval of the Ordinance on its First Reading and that the procedural r requirements as set forth in section 380 . 3 , Code of Iowa, be suspended, and that the Ordinance be placed on its second and third readings by its Title. 2nd Wainwright . All Ayes . Ordinance 186 was then read the second and third times by its title . Shakespeare moved the adoption of the Ordinance as read. 2nd Wainwright . All Ayes . Mayor Sheely declared Ordinance 186 adopted and in effect as per publication requirements . Motion of Shakespeare, 2nd Neuhaus to accept the resignation of Melvin Herrick from the Library Board and appoint Mary Lou Selzer to fill his term. MC. Motion of Stallman, 2nd Neuhaus to split the Uniform allowance between the Maintenance men. 5 Nay votes . Stallman then made a motion that the City will spend the money to buy each of the Maintenance men shirts with the City of Fairfax on each. 2'nd Neuhaus . MC. Motion of Wainwright , 2nd Stallman to set City wade Clean up day as Saturday June 4th, and to start yard Waste pickup the First Tuesday in May, with it being picked up the first and third Tuesday of each month. MC . There was a discussion with Mr . & Mrs . Root on the problem they are having with sewage smell in their home , The Maintenace men had been there to check and decided that the City Lines were not the problem. There is a the line that runs through their property.. Motion of Wainwright , 2nd Root to approve the bills presented for payment . MC. Panek, City Clerk R-ESOLMON ' A (1 A RESOLUTIONS SETTING THE SALARIES FOR APPOINTED EMPLOYEES OF THE CITY OF FAIRFAX FOR THE FISCAL YEAR OF 1994/1995 . BE IT RESOLVED BY THE CITY COUNCIL OF FAIRFAX , IOWA: Section 1 . The following positions named shall be paid the Salaries or wages indicated and the City Clerk is authorized to issue checks , less legally required or authorized deductions from the amounts set out below, and make such contributions to IPERIS, FICA, and other purposes as required by law, or order of the City Council, all subject to audit and/or review by the City Council. CITY CLERK: $7 . 57 per hour M,T,W, & F ( 32 office hours , 4 non office hours . ) LIBRARIAN: $7 . 30 per hour CHILDRENS LIBRARIAN: 5. 30 per hour SATURDAY HELP : 5 . 00 per hour MAINTENANCE MEN: $9. 25 per hour 40 hours per week Section 2 . OVERTIME: Any time over the regular hours shall be taken off on another day as regular time . Section 3 . The City shall provide the City Clerk and the Maintenance Men with Blue Cross/Blue Shield Insurance, The City shall be responsible for the first $500 ( $2'00 deductible plus $300 ) for each person covered . (SINGLE POLICY O�NLY. ) Section 4 . The City Clerk and Maintenance Men shall be paid for the following Holidays : NEW YEAR ' S DAY, GOOD FRIDAY, MEMORIAL DAY, 4TH OF JULY, LABOR DAY, THANKSGIVING DAY, DAY AFTER, THANKSGIVING, CHRISTMAS EVE DAY, AND CHRISTMAS DAY . Section 5 . The City Clerk and Maintenance Men shall be allowed four ( 4 ) sick days per year . The sick days may be accumulated up to thirty ( 30 ) days . They shall be allowed two (, 2 ) Personal Days per year . Personal days may not be accumulated. After using five ( 5 ) consectutive sick days at the discretion of the Mayor , a Doctor ' s verification may be requested. Section 6. Vacation Schedule : Forty ( 40 ) hours after one year , eighty (80 ) hours after three years , and 120 hours after seven years. J- LiLLL.AND APPROVED ON SAME PASSED THIS DATE . Mark E . Betty 1 ,r' ek, 1't" G1el ORDINANCE i'Alo AN ORDINANCE AMENDING TITLE II - COMMUNITY PROTECTION, DIVISION I - LAW ENFORCEMENT, CHAPTER 2 TRAFFIC CODE , ARTICLE 110 - PARKING REGULATIONS, SECTION 2 . 1-2 , 1008 , NO PARKING ZONES. , OF THE CITY CODE OF FAIRFAX , IOWA BE IT ORDAINED BY THE CITY COUNCIL OF FIARFAX, IOWA. Section 1 . The purpose of this ordinance is to amend section 2 . 1-2 , 1008 No Parking Zones of Title II - Community Protection, Division 1 - Law Enforcement, Chapter 2, Traffic Code, Article 10 - Parking Regulations of the City Code of Fairfax , Iowa. Section 2 . Section 2 . 1-21008 No Parking Zones of Title II - Community Protection, Division 1 - Law Enforcement , Chapter 2 Traffic Code , Article 10 - Parking Regulations is hereby amended by deleting Section 2. 1-2 . 1008 in its entirety and substituting in lieu therof the following: 2 . 1-2 . 1008 NO PARKING ZONES. No one shall stop, stand or park a vehicle in any of the following specifically designated NO PARKING ZONES except when necessary to avoid conflict with other traffic or in compliance with the direction of a peace officer or traffic control signal . 1 . VANDERBILT STREET , on the west side , from the Fire Station entrance to Linn Street . 2 . LINN STREET, on the south side, from Vanderbilt Street to Fairfax Road. 3 . PARK STREET, on the west side, from Front Street to Railroad Street and on the east side from Church Street to Linn Street . No Parking either side on Park Street from Railroad Street to Main Street . 4 . LOSEY STREET, on either side , from a point one hundred thirty-two ( 132 ) feet west of Nickolet Street to Prairie Avenue . 5 . STALLMAN ROAD, on either side , from Williams Boulevard to Cemetery Road West . 6 . FRONT STREET, on the North Side , from Park Street to the deadend. 7 . QUARRY DRIVE , on either side . Sa Along the driveway at the Fire Station and City Hall . 9 . Along the south side of Prairie Avenue from Highway 151 to Park Street . 10 . RAILROAD STREET , on the south side from Vanderbilt Street to Reynolds Street , Section 3. All Ordinances and parts of Ordinances in Conflict hereof are hereby repealed . Section, 4. Severability, If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part therof not adjudged invalid or unconstitutional .
