Mayor Sheely opened the meeting at 7 : 00 p. m. , with council members Neuhaus, Shakespeare , Stallman and Root . Wainwright absent . Motion by Neuhaus , 2nd Stallman to- approve the agenda, minutes of July 12th meeting, budget and financial reports . MC. Sheriff ' s were requested to improve the service , due to a rash of vandalism and breakins in town. Maintenance Dept. - Lud & Ron discussed the problems the city is having with the vandalism at the restrooms in the park, they will open them in the a.m. and close them before leaving. Something needs to be done to clean out the drainage ditch from Fairfax Rd. to the creek. Motion by Neuhaus , 2nd Stallman, that Lud and Ron do the sidewalk in front of the North City well, when Davis ' are replacing the one in front of their residence . Mike Pedelty, Cox. Cable , informed the Council that they are purchasing a Merry-go-Round for the playground , and will be sponsoring an appreciation day on Saturday August 27th at the park . Shakespeare made a motion to accept Cox ' s offer, 2nd Neuhaus . MC. Lee Meyer , East Cemetery Rd. , inquired into the possibility of j extending the sanitary sewer across Prairie Creek to the North. The Council told Mr . Meyer that the project would be to expensive for the City to undertake . Motion by Neuhaus, 2'nd Stallman, Mr . Meyer given permission to move his driveway to the west side of his property and put in a culvert . MC Motion by Neuhaus , 2nd Shakespeare to accept Brian Merta and Rick Wiseman to the Fairfax Fire Department . MC . Motion by Neuhaus , 2nd Shakespeare, the city will put $1 , 500 in the Fire Department. Truck fund, and the city will keep the old Fire Truck from Cedar Terrace . MC . Chief Sankot reported the Department will be holding an Open House in October . Russell Hiatt requested permission to put a Satelite Dish on his house . Motion by Root , 2nd Shakespeare to grant permission for an 18" disk on his house. MC. Greg Fetter & Bud. Burger from the Fairfax Baseball Assoc. requested funds . Motion by Stallman, 2nd Root to give the Assoc ... $750 .00 from the Park Playground Equipment Fund. MC. Motion by Neuhaus , 2nd Shakespeare to pay a buyout fee of $'475 . 00 , instead of an annual fee of $180 . 00, to the C&NW for the lease for the water line under their tracks . MC. Request from the D.O. T. on a preconstrucktion agreement was tabled until the September Meeting, for further study. Motion by Shakespeare, 2nd Stallman to approve Resolution 80994, RUT Annual Report . MC . The Clerk will send a letter to the DOT, requesting they fill in the old basement hole at the west end of Main St . , if they do not do it within thirty days , the city will and bill them. Motion by Neuhaus, 2nd Shakespeare the clerk will attend the League of Muncipalities meeting in Dubuque Sept . 14 , 15 , & 16 . , and be the official voting delegate . MC . Since this is the property of the D.O.'T. , there are concerns for the safety of the children playing in the area.
