CITY OF FAIRFA
Fairfax City Council met on Tuesday March 14th, at 7 : 00 p .m_
Mayor Sheely presiding, with councilpersons Shakespeare ,
Wainwright , and Root , Neuhaus arrived at 7 . 08p. m. Absent Stallman.
Wainwright made a motion to approve the Agenda, Minutes of the
February meeting, clerk ' s Budget and Financial Reports . MC.
Herb Pearson, .Iowa Telecommunications Commission, requested a
construction permit , and an option and easment agreement with the
city to relocate their cable due to the construction on Hwy 151 .
Motion by Shakespeare , 2nd Wainwright to grant the permit and
easment agreement . MC.
A letter from the City of Walford stated that they would only
pay $1750 .00 on a contract for Library services for the 95/96 F/Y ,
The Fairfax Library Board had requested $3500 . 00 . Neuhaus made a
motion that the Town of Walford be dropped, and that the citizens
of Walford be charged what the citizens of Fairfax pay thru taxes .
2nd Root . Neuhaus and Root , aye , Shakespeare and Wainwright Nay.
Motion was defeated....
Linda Balog and Susan Rigdon volunteered to take over the
printing of the Newsletter . They will bring a list of guidelines
for the Council to approve .
Discussion was held on the budget for the Library and what it is
costing the taxpayers . Dennis Merta expressed his concerns what he
is paying in taxes for what he receives for being in the City. The
Council informed the citizens that they should go to the Library
Board meeting on the First Monday of the Month and express their
concerns to the Board. It was suggested that the whole city work
together for the good of all of the city, and not one department
against the other .
Brad Buchanan, Fairfax Gardens , asked the Council whether they
would permit ham to grant the Highway Construction Company
permission to set up a Cement Plant in his parking lot . Motion by
Neuhaus , 2nd Shakespeare to reject his request, since he is in a
residential neighborhood and he had no input from his neighbors .

Motion by Neuhaus , 2nd Wainwright to approve the Building permit
for Banes Construction, to<:. install a retaining wall at their
business . MC.
Bill Barry is the representative for Civil Defense , he was
requesting some information on how the Council wanted him to handle
the voting at meetings . The Council told him if they would not let
him go back to Council for input that he was to vote no.
The purposed rail spur in Fairfax was discussed .
The clerk requested permission to attend IMFOA in April . Motion
by Neuhaus , 2nd Wainwright to grant permission . MC .
Discussion was held on changing the arrangments for cleanup
days . Neuhaus suggested that we open the lagoon area on Saturday,
with the Lud and Ron and a garbage truck there , and have people
bring their things to one location. This might prevent people from
abusing the cleanup day by having people bring things out and the
city having to pick it up. The elderly could still contact the city
and have it picked up.
Mark George inquired if the city had any plans to put up

bleachers behind the school at the ball diamond .
Motion by Shakespeare , 2nd Neuhaus to approve the bills for
payment . MC.
Motion by Shakespeare , 2nd Neuhaus to adjourn at 9 : 05 p .m.
