CITY OF FAIRFA
The Fairfax City Council met in special session on Wednesday
January 30 , 1996, for a Budget Work Session. Mayor Sheely opened
the meeting at 6 : 00 p. m. Council present Neuhaus , Stallman,
Harville , and Wainwright . Also present the Fire Chief , Libraian,
Greg Fetter, Little League and Bill Barry, Emergency Mangement .
Meeting adjourned at 7 :00 p .m.

The Fairfax City Council met on Tuesday February 13 , 1996 . Mayor
Sheely opened the meeting at 7 : 17 p.m. Council present Stallman,
Wainwright and Harville. Absent Neuhaus and Shakespeare .
Motion by Stallman, 2nd Wainwright to approve the agenda,
minutes of the previous meeting, Clerk' s monthly Budget and
Financial reports. MC.
Public hearing on the proposed Budget for F/Y 96/97 was opened
at 7 : 25 p.m. No objectors public hearing closed at 7 : 27 p.m.
Motion by Wainwright, 2nd Harville to approve RESOLUTION 021396 ,
Proposed Budget for F/Y 96/97 . All Ayes .
Building Permits : Discussion with Mark Thomsen, Progressive
Homes , about his building permit application, to put up a show Home
on Hwy 151 next to the Handi Mart . Motion by Stallman to approve
the building permit , 2nd Wainwright. Stallman, Wainwright Aye ,
Harville abstained. MC.
Building permit for John Helms for a garage at 101 Williams
Blvd. Motion by Wainwright , 2nd Stallman to approve permit . MC.
Sgt . Kline from the Linn County S'heriff ' s Dept . Motion by
Stallman to approve the donation of $200 ... 00 to the Sheriff ' s Dept .
for the SMART radar. If the radar is not purchased the money will
be returned. 2nd Wainwright . MC .
Maintenance Report : The Maintenance men were commended for the
plowing job during the snow storm and keeping the streets open. Ron
explained the problem with the frozen water line under the Hwy.
Motion by Harville , 2nd Wainwright to pay the Fire Dept. and
the Library a percentage of IMAU Refund. The percentage will be
figured on the percent each department pays on the Insurance bill .
Harville and Wainwright Aye , Stallman abstained.
Emergency Mangement : Motion by Harville to apporve the Double
Throw 200 AMP disconnect for the Legion. Barry will go to the
Legion for a letter stating that the City may use the Legion as an
Emergency Shelter , and various rules for using the Shelter . The
Mayor , Fire Chief or Emergency Mangement. Rep . may decide when there
is an emergency . 2nd Wainwright . MC .
Libraian discussed the use of volunteers at the Library and
whether they would be covered under the City insurance .
Dr . M. Reilly, was present to discuss the letter he received
about the unlicensed vehicle parked in the rear of his residence .
This matter was tabled until the City Attorney' s opinion is given
on the City Ordinance . A Certified letter will be sent to the
others , on their Junk vehicles , and given ten (10 ) days from
receipt of letter to remove them or they will be turned over to the
Sheriff ' s Department .
Motion by Stallman to add a new Street Light on Hwy 151 and
East Cemetery Rd, and East Cemetery Rd. and 80th Street . 2nd
Harville . MC . Harville will talk to the owners of the 2 existing
lights on East Cemetery Rd.
Motion by Stallman, 2nd Wainwright to reappoint Hall and Hall
Engineer as the City Engineers for a two (2 ) year Term. MC.
Water Meter at the Star Hotel was tabled until the March
meeting.
Motion by Stallman, 2nd Wainwright to go with a Resolution to
Recodify the City Code Book for this year, and at a later time
update the whole book. MC.
Motion by Wainwright , 2nd Stallman to pay bills presented for
payment . MC. The Schmitt Construction bill will be held until the
receipts for the loads of rock are received.
Motion by Wainwright, 2nd Stallman to adjourn at 9 : 45 p. .
