RESOLUTION 111296
A RESOLUTION AMENDED'ING THE SALARIES FOR APPOINTED EMPLOYEES OF THE
CITY OF FAIRFAX FOR THE FISCAL YEAR OF 11996/1997 .
BE IT RESOLVED BY THE CITY COUNCIL OF FAIRFAX, IOWA:
Section 1 . The fallowing positions named shall be paid the
Salaries or wages indicated and the City Clerk is
authorised to issue checks, less legally required or
authorized deductions from the amounts set out below,
and make such contributions to IPER' S , FICA, and other
purposes as required by law, or order of the City
Council, all subject to audit and/or review by the City
Council..
CITY CLERK: $8. 92 M,T,W,&F ( 32 office hours ,
4 non office hours . )
LIBRARIAN: $8 . 24 per hour @ 23 Hrs . per wk.
CHILDRENS LIBRARIAN $5. 45 per hour @ 13 Hrs . Per wk.
SATURDAY HELP : $5 . 30 per hour @ 3 Hrs . per wk.
SUBSTITUTE HELP : $5. 00 per hour @ 59 Hrs. Per Yr .
MAINTENANCE MEN: '$20 . 72 per hour 40 hours per week
Section 2. OVERTIME: Any time over the regular hours shall be
taken off on another day as regular time .
Section 3 . The City shall Provide the City Clerk and the
Maintenance Men with Blue Cross/Blue Shield
Insurance . The City shall be responsible for the
first $500 ( $200 deductible plus $300 ) for each
person covered. (SINGLE ]POLICY ONLY . )
Section 4 . The City Clerk and Maintenance Men shall be paid for
the following Holidays : EW' YEAR' S DAY , GOOD FRIDAY,
MEMORIAL DAY, 4TH OF JULY,, LABOR DAY, THANKSGIVING
DAY, DAY AFTER THANKSGIVING, CHRISTMAS EVE DAY , AND
CHRISTMAS DAY .
Section 5 . The Clerk and Maintenance Men shall be allowed four
( 4 ) sick days per year . The sick days may be
accumulated up to thirty ( 30 ) days . They shall be
allowed three (3 ) Bereavement Days per year for
immediate family members only. ( Spouse , Children,
Parents, Brothers and Sisters, and in--laws . ) They
may not be carried over . They shall be allowed two
(2 ) personal days , they may not be accumulated.
After using five ( 5 ) consecutive sick days , at the
descretion of the Mayor , a. Doctor ' s verification may
be requested.
Section 6 . Vacation Schedule : Forty ( 40 ) hours after one year ,
Eighty (80 ) hours after three years , and 120 hours
after seven yea

PLANNING AND ZONING RECOMMENDATION
The Planning & Zoning Committee of the City of Fairfax, Iowa,
having met and considered the Rezoning Application of Mike Karal
for property at Hwy 151 and 80th. Street from Ag to C-2 , Arterial
Commercial do hereby (recommend - deny) approval of said rezoning
change to the Fairfax City Council . The Vote of said. Planning and
Zoning Committee being (4e for , and 0 against .

City of Fairfax Planning and Zoning Commission met on Wednesday
October 30 , 1996 at 7 :00 P .M. Present:. Terry Johnson, Chairman,
Larry McNeal , Harry Stallman, Dan Shakespeare , Ken Selzer, and
Dean Hartman.
Consideration of the request from Mike Karal , for rezoning of
aral ' s 2nd addition to Fairfax , Linn County, Iowa, from Ag to
C--2 . Description: A part of the SR 1/4 NE 1/4 of Section 9-T82N-R8W
of the 5th P .M. , Fairfax, Linn County, Iowa, described as follows :
Beginning at the NR corner of Lot 1 of Karal ' s First Addition to
Fairfax, Linn County, Iowa: thence NR-1'y along the S-ly right of
way line of Williams Boulevard, 760 feet to the W-1y right-of-way
line of 80th Street, thence south along the said W-1y right-of-way
line 590 feet : thence west , 670 feet to the east line of Lot 1 of
said Karat ' s first Addition: thence north along said east line,
233 feet to the point of beginning containing 6 . 3 acres .
Motion by Selzer, seconded by Stallman to approve preliminary Pleat,
approved 6-0 . Motion to approve the change in zoning from Ag to C-2
for above Plat by Selzer, seconded by Shakespeare . Carried 6--0 .
Request by Russell & Elvira Olson for annexation and Plat for
Olson' s addition to Fairfax was withdrawn.
Consideration of the request for Winifred' s First Addition to
Linn County, Iowa. Moved by Shakespeare , seconded by Stallman to
deny the request because Lot 2 had already been split from the
farm, therefore it cannot be split again without a subdivision.
Tom Drzycimski , ECIGOG, presented proposed changes in the
Fairfax Land Use plan as a part of a work session. He will present
an adendum proposal at the next meeting..

CITY OF FAIRFA
The Fairfax City Council met on Tuesday November 12 , 1996 . Mayor
Sheely called the Meeting to order at 7 : 00 p . m. Council present
Harville , Shakespeare , Neuhaus , Wainwright arrived at 7 : 05 p.m.
Absent Stallman.
Neuhaus made a motion to approve the agenda , minutes of the
October meeting, clerk ' s budget and financial reports . 2nd by
Harville . MC .
Report from Planning and Zoning- Rezoning and preliminary Plat of
Karal ' s 2nd Addition to Fairfax , motion by Harville , 2nd
Shakespeare to approve on the recommendation of the Commission. MC.
Motion by Neuhaus, 2nd Shakespeare to table Winifred ' s First
Addition to Linn County, P&Z had denied the plat and the Council
would like further information. MC.
Motion by Neuhaus , 2nd Harville to approve the building permit
for Mark Prabel to add a porch and deck to his house . MC.
Stan Moore will bring back more information on his request to add
a 2nd story to his home on Vanderbilt Street .
Todd Philipp had his list for the Council on further improvments .
The Council asked Todd to wait to put in his sidewalk until the
City decides what they are going to do to the street . Motion by
Neuhaus , 2nd Wainwright to approve Philipp putting a dumpster at
his apartment house and removing the individual garbage fee . MC .
Sgt. Maui, Linn County Sheriff ' s department , delivered the
report, and took several complaints on speeding violations .
Maintenance report: Discussed water storage , Christmas
Decorations and making some games for USA Days . Motion by Neuhaus ,
2nd Wainwright to have Ron go to school to get his certification.

Discussion on a salary adjustment , Neuhaus made a motion to leave
the salaries of clerk and maintenance men at its present level
until the new budget , 2nd Shakespeare. I aye , 3 nays . Defeated .
Motion by Shakespeare , 2nd Harville to issue a 4% increase to the
clerk and maintenance men now and have the Library Board evaluate
Librarian in 3 months for a 3% increase . 3 ayes , 1 nay. Motion
carried .
Discussion on the Fairfax Road extension: The Council will work
with Mr . Burger on a study of extending the road, with the
possibility of extending Railroad street and eliminating some of
the dead end streets.
Motion by Neuhaus , 2nd Wainwright to pay bills presented. MC
Discussion: City Newsletter , new Jaycees program. The city will
check into starting a street improvment project , doing a streeet
each year .
Motion by Shakespeare, 2nd Wainwright to adjourn at 9 : 35 p. m.
