Conditional Use Complete Description
The Fairfax, Iowa Interchange Yard will provide for the setting out and picking up of unit
coal and grain trains between the Union Pacific Railroad's (UPRR) double mainline track
and the Cedar Rapids and Iowa.City Railroad (CRANDIC) main track.
The CRANDIC is owned by the Iowa Electric System (IES), and serves several local
Cedar Rapids, Iowa industrial facilities including the IES Power Plant and the Archer
Daniel Midland (ADM) Cedar Rapids Grain Elevator. The ADM facility is served by 75
car unit trains of grain, and the power plant is served by 110 car unit trains of coal. The
traffic originates in the west, and therefore the loaded unit trains are moving east bound
on the UPRR's double track mainline when they must be switched to the CRANDIC line,
with the empty trains moving, in the reverse direction.
Currently the interchange is made at the UPRR's Beverly Yard in Cedar Rapids, Iowa.
The Beverly Yard is not large enough to accommodate the modern unit trains. The trains
must be split in two or three sections when they enter the yard and then recombined when
the trains exit to the CRANDI C. The splitting of the trains and the redundant movement
of cars is time consuming and increases the cost of moving the commodities. The
UPRR's tracks through the Beverly Yard are the main west coast to Chicago double track
Main line for the UPRR. The congestion and movement of the unit trains in the Beverly
Yard interrupts train traffic on the UPRR's main line causing delays to railroad
operations and increasing automobile traffic interruptions in the Cedar Rapids area.
The proposed yard consists of 5 tracks ranging in length from 570 ft. to 9650 ft. There
are roadways along each side of the yard which allow access for railroad maintenance
personnel and emergency vehicles from the west. There will be approximately 86 people
per week using the yard. This number includes train crews, maintenance personnel and
supervisors. There will not be any employees working full time at the yard. The
anticipated train traffic is 18 trains per week (7 loaded grain trains, 2 loaded coal trains
and 9 empty trains).
Because the operation of the yard is for interchanging unit trains, locomotives will only
be at the yard for short periods of time. Odor, vibration and fume impacts should be
minimal. There will not be any water or sewage generated by the interchange yard .

Mayor Sheely called the Fairfax City Council to order at 7 : 00
p.m. Council members present : Stallman, Neuhaus , and Harville .
Absent Shakespeare and Wainwright .
Motion by Stallman, 2nd Neuhaus to approve the Agenda, Minutes
of December meeting, Clerk' s Budget and Financial Reports . MC .
Sgt . Mau presented the Sheriff ' s report. The Sheriff ' s Dept . was
requested to check on the snowmobiles in Fairfax, they have been
going on private property, down the sidewalks , also to check for
illegal parking along Stallman Road.
Motion by Harville , 2nd Stallman to table the complaint filed by
Mike Karal on the barking dogs at Vance Storage , until the city
could contact our attorney for his opinion.. MC .
Motion by Neuhaus , 2nd Stallman to reject the garbage bid
received. Steelsmith and Schultz will be given untill January 31st
to submit a new bid, with a final decision to be made at the
February Council meeting. MC .
The City will contribute $250 . 00 to the Fairfax Arbor Team for
Trees , on a motion by Neuhaus , 2nd Stallman, MC.
Motion by Neuhaus, 2nd Stallman to reappoint Merle Hastings , Ray
Zamastil and Doug E'xline to the Board of Review for a 5 year term.
MC.
Motion by Neuhaus , 2nd Stallman for a skating rink to be put
behind the old school . MC. The Maintenance crew will help the Fire
Dept . with building the rink.
Discussion on the following items : the City Newsletter , HDR
Engineering.
Motion by Stallman, 2nd Harville to approve the bills presented.

Water : Water would have to be provided by City of Fairfax.
Spraying of Rink: Fairfax Fire Chief Sankot,has donated the service of the fire department.
Maintenance: Snow removal and blade ice to remove lumps, to be done by City workers.
Future plans : Warming house could be built by any civic group and donated to the City
(construction and size to be determined at later date)
Compact snow in the 100 x 120 area by driving a vehicle over snow.
(You want the snow compacted so its white under the ice so it reflects the sun)
Use blade on outside of compacted area to create a bank or perimeter.
Lightly spray compacted snow just enough to dampen snow.
Wait two hours then repeat,
Note: Never flood the area and never spray if the temperature is above 26 degrees as it
expedites the melting of the ice.
Estimated start to finish in present weather for skating: 3.bays
