Mayor Sheely called. the March 11 , 1997 , Fairfax City Council to
order at 7 : 00 p .m . Council present : Harville , Neuhaus , Shakespeare,
Stallman and Wainwright.
Stallman made a motion to approve the Agenda , Minutes of the
February Council Meeting, Clerk ' s Budget and Financial Reports . MC .
Building Permits : Harville moved to table the Building Permit of
Neff & Melody Vance for a Storage Building, until the site could be
viewed, 2nd Neuhaus . Ayes Harville , Stallman and Neuhaus , Nays
Shakespeare and Wainwright , Motion by Wainwright , 2nd Stallman to
approve the permit for a Single Family Home on W. Cemetery Rd . MC .
John Stokesberry and Attorney Hugo Burdt , representing Starwest
Cable , requesting a renewal of the Starwest Franchise . Motion by
Wainwright , 2nd Shakespeare to table the discussion until the April
Council meeting to give the Council time to go over the material .MC
John Gallagher and Gene Wolter , Linn Soil & Water Conservation
District discussed what is available to Linn County.
John Kostle and Joe George discussed the water standing in
ditches along Seipman. Maintenance will contact Banes Construction
to Shoot the ditches and report back to the Council at the April
Meeting with their recommendations and price .
The Fire Department reported that they have tried to blow some
culverts in town.
A letter from the Library Board President was circulated among
the Council . No action was taken.
Sgt . William Mau , Linn County Sheriff , presented the monthly
report .
Maintenance Report. : Ron brought up the permit for C . Stockton for
his garage that was issued in December . It. appears that the garage
would be over the Sewer easment . Ron and Cory will check and mark
the easments .
Letter received from Linn County on E . Southview Road. Motion by
Wainwright , 2nd Shakespeare to contact Linn County to have them
attend the April Council meeting to discuss the road . The residents
along E . Southview will be notified if the County wil be at the
meeting , MC .
Harville and Wainwright will look into setting some fees for
permits , and bring them to the April Meeting.
Motion by Wainwright , 2nd Shakespeare to approve RESOLUTION
031197 , Payroll . MC.
Motion by Neuhaus , 2nd Stallman to approve the Clerk attending
IMFOA meeting in Des Moines in April . MC .
Letter requesting someone to serve on Linn County Housing Task
Force . Ken Selzer requested that he be appointed to the Task Force ,

Mayor Sheely, council members Stallman and Harville went to view
the property for the building permit that was tabled. All council
members were asked to go . Mayor Sheely reconvened the Council

Dear Elected Official:
The Linn County Board of Supervisors is applying for grant funds to conduct a county-wide housing
needs assessment, This Housing Assessment and Action Planning Program grant is funded by the
Iowa Department of Economic Development. Your assistance is needed on the creation of a Linn
County Housing Task Force.
A housing needs assessment, also called a market study, documents the current housing inventory
and market conditions within a community, projects fi.;ture housing.needs, and develops a plan to
meet future housing needs. An assessment helps a community prioritize housing needs and attract
private and/or public funding.
Each city in the county, except Cedar Rapids and Marion, would be included in the housing needs
assessment and action plan, In addition, a county-wide needs assessment would be completed which
would include the unincorporated areas, If funded, these assessments would be conducted by the
East Central Iowa Council of Governments (ECICOG),
The cost of the needs assessments will be paid for by the Board of'Supervisors. This cost will not be
apportioned back to the cities. City involvement would be needed, however, to assist with the
overall process. For example, the city staff may be asked to serve as a resource for ECICOG during
the data collection process.
One of the grant requirements is the creation of a Linn County Housing Task Force, One Board of
Supervisors member and the mayor or designee of each city must serve on the task force. I have
agreed to serve as the Supervisors representative on the task farce, As a member, you will have the
opportunity to review and comnvent on the needs assessment and action plans. This will not be a
time intensive commitment. The task force is expected to meet approximately three times and last no
more than eight months.
A letter of support for the grant application is being drafted. This letter requires the signature of
each member of the task force. You will be contacted in February or early March by staff from the
]ECICOG about this letter. The ECICOG will need to know if the mayor or a designee, will be
serving on the task force and will make arrangements to obtain respective signatures on the letter.

City Council at its meeting on March 11 , 19,97 requested that you be
notified that the Council would like to set a meeting to discuss
Southview Road .
They would like to have someone from the Hoard of Supervisors ,
and the Roads department to attend the April 8th Council meeting,
if possible .

Dear City Council:
A project is being proposed for inclusion in the County 5 -Year Plan to improve Southview Road.
This road has been discussed for twenty years, and we have completed several maintenance improvements
during that time. The stumbling block to getting this road reconstructed has been the location of the
corporate line and participation of Fairfax in the project,
If there is interest on the part of Fairfax to improve Southview Road and participate in the project,
we are willing to seek annexation of the north half of the road right of way. This would make us partners
in the project, and an Iowa Code 2E agreement for the construction could be adopted.
Please advise me as to the City's wishes on this matter. If the Council would like a discussion
concerning this project with the Board of Supervisors,we would be glad to set up a meeting. The meeting
might be held in Fairfax at one of the Board's quarterly evening formal sessions this year.
We would like to find a resolution to this road problem and to the responsibility of the City and
County to those living on this street. It is the County's desire to have Fairfax annex to the center of
Southview Road and have control and jurisdiction over the access of its citizens onto the street. This
arrangement would allow Fairfax to serve its citizens more effectively and would provide an opportunity to
cure some road and drainage problems through cooperation with the County.

RESOLUTION 031,197
A RESOLUTION SETTING THE SALARIES FOR APPOINTED EMPLOYEES OF THE
CITY OF FAIRFAX FOR THE FISCAL YEAR OF 1.997\1998 .
BE IT RESOLVED BY THE CITY COUNCIL OF FAIRFAX, IOWA:
Section 1 . The following positions named shall be paid the
Salaries or Wages indicated and the City Clerk is
authorized to issue checks , less legally required
or authorized deductions from the amounts set out
below, and make such contributions to IPER' S, FICA,
and other purposes as required by law, or order of
. the City Council, all subject to audit and\or review
by the City Council .
CITY CLERK: $9 , 28 per hour M,T,W, & F ( 32 Office
Hours, 4 non Office
Hours . )
LIBRARIAN: $8 . 57 per hour @ 26 Hrs . per wk.
CHILDRENS LIBRARIAN: $5. 61 @ 11 Hrs . per' wk.
SATURDAY HELP: $5 . 460 @ 5 Hrs . per wk.
MAINTENANCE MEN: $11 . 15 per hour 40 Hours per week
Section 2 . OVERTIME : Any time over the regular hours shall be
taken off on another day as regular time .
Section 3. The City shall provide the City Clerk and Maintenance
Men with Blue Cross\Blue Sheild insurance . The City
shall be responsible for the first $500 . 00 ( $200 . 00
Deductible plus $300 . 00 ) for each person covered.
( SINGLE POLICE ONLY . )
Section 4 . The City Clerk and Maintenance Men shall be paid for
the following Holidays : NEW YEAR' S DAY , GOOD FRIDAY,
MEMORIAL DAY, 4TH OF JULY , LABOR DAY , THANKSGIVING
DAY, DAY AFTER THANKSGIVING, CHRISTMAS EVE DAY , AND
CHRISTMAS DAY .
Section 5 . The City Clerk and Maintenance Men shall be allowed
four ( 4 ) sick .days per year . The sick days may be
accumulated up to thirty ( 30) days . They shall be
allowed three ( 3 ) Bereavement Days per year for
immediate family members only. (Spouse , Children,
Parents , Brothers and Sisters, and in laws . ) They
may not be carried over . They shall be allowed two ( 2 )
Personal Days per year , Personal Days may not be
accumulated. After using five ( 5 ) consecutive sick
days , at the discreation of the Mayor , a Doctor ' s
verification may be requested .
Section 6 . Vacation Schedule : Forty ( 40) hours after one year,
Eighty (80 ) hours after three years , and 120 hours
after seven years .

Fairfax City Council
The Library Board will be irepresented at the March council_meeting in the
hope of clearing up same misunderstandings and clarify some questions on
the budget process. Unfortunately, and for a number,of reasons., we were
not aware of the special budget-hearing in February.
In addition, Library Board would_like the Council to consider these requests
for the Council to:
1. Instruct the Clerk to post all meetings in the Library.
2. Correct the Feb. 11 Council-minutes to include the presentation of the
Library budget proposal and the discussion concerning it . This
Library budget item was on the agenda.
3. Appoint a new liaison to the Library Board who can fulfill that obligation.
The Board proposes Jack Harville for that position.
The City and the Library share the common goal .of making Fairfax as great
a place to live as possible.. Direct communication is essential.between the
Board and Council, and:rneither the liaison nor the clerk have been helpful.
