City Council Meeting
November 10 , 1998
Mayor Stallman called the Meeting to order at 7 : 00 p .m. Council
present : Beer , Harville, Shakespeare , Stockton and Wainwright . City
Engineer Dick Ransom and Engineer Dennis Keitel in attendance .
'Stockton moved to approve the Agenda, Minutes of October 13th Council
Meeting, Clerk' s Budget and Financial Report , 2nd Beer . MC .
Steve Van Note , Linn County Department of Planning & Development ,
discussed Linn County Building and Permit Fees . A work Session with the
Council was set for December 1st .
Mayor Stallman opened the public hearing on Plans , Specifications,
Form of Contract and Cost Estimates on Water & Sewer Extensions at 7' : 21
p.m. No objections the public hearing was closed at 7 : 21 p .m. Stockton
moved that Resolution 98-11--10--3 , Approving Plans, Specifications, Form
of Contract and Cost Estimates , 2nd Beer . MC . The Bids were opened by
City Engineer Dick Ransom. The awarding of the contract was delayed
until December 1st, to give the Engineers time to check the figures on
the bids .
Public Hearing opened at 7 : 40 p.m. on Urban Renewal Plan and Project .
No Oral or written objections were received the public hearing closed at
7 : 40 p.m. Beer moved the adoption of Resolution 98-11-10-1 , to declare
necessity and establish an urban renewal area, 2nd Wainwright . MC..
Moved by Beer , 2nd by Stockton that Ordinance 217 , An Ordinance
Providing for the division of taxes levied on taxable property in the
Fairfax Urban Renewal Area, be adopted. MC. It was moved by Shakespeare,
2nd by Beer that the statutory rule requiring said Ordinance to be
considered and voted on for passage at two Council meetings be
suspended. MC. Shakespeare moved and 2nd by Beer that the ordinance
entitled "Ordinance 217 , An Ordinance providing for the division of
taxes levied on taxable property in the Fairfax Urban Renewal Area,
pursuant to Section 403 . 19 of the Code . of Iowa, " be put upon its final
passage and adoption. MC.
Wainwright moved that Resolution 98-11-10-2 , providing for the
issuance of a Warrant in connection with the construction of the Fairfax
Water and Sewer Improvements Project , 2nd Harville. MC.
Motion Stockton, 2nd Beer to approve the revised Preliminary Plat of
Fairfax Heights 2nd addition to Fairfax, subject to all conditions from
the previous preliminary plat . MC.
Motion Wainwright, 2nd Stockton to delay approval of Resolution '98-
11-10-4, Final Plat of Fairfax Heights 1st addition to Fairfax. MC.
Motion Stockton, 2nd Beer to approve the Agreement for Winter Snow
and Ice Control with Linn County Secondary Road Department . MC .
Motion Wainwright , 2nd Harville , to approve the Star Saloon, Inc.
Liquor license renewal. MC.
Librarian, Terry Thompson, reported from the Library.
Sgt Carol Curran presented the list of calls from the Sheriff ' s
Department .
A letter will be sent to the residents along the east end of Front
Street explaining that some trees will be removed for the new Water and
Sewer Extension Project, and the City will be burning the pile of trees
that are there now. Discussed were the hiring of a deputy clerk, and
road closing when construction starts on the project .
Harville moved to approve the bills presented for payment, 2nd Beer.
Shakespeare moved to adjourn at 8 : 45 p. m. 2nd Beer .

RESOLUTION ADOPTING PLANS, SPECIFICATIONS,
FORM OF CONTRACT AND ESTIMATED COST
1998 SEWER AND WATER EXTENSIONS PROJECT
WHEREAS, on the 10th day of November, 1998 plans, specifications, form
of contract, and estimated cost were filed with the Clerk of Fairfax, Iowa, for the
construction of the 1998 Sewer and Water Extensions within the corporate limits;
and
WHEREAS, notice of hearing on plans, specifications, form of contract,
and estimated cost was published as required by law:
NOW, THEREFORE„ BE IT RESOLVED BY THE, CITY COUNCIL OF
THE CITY OF FAIRFAX, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

TO RESIDENTS OF FRONT STREET :
This is to inform you that the Water and Sewer Extension Project
will require the removal of some of the 'trees in the area behind
your homes , The City is letting you know to avoid the confusion we
had with liast tree removal . The Construction Company will only
remove the trees that are necessary -to make way for the project.
Now that the cold weather has arrived, and houses are closed up,
the City will try to start burning the p i_le of trees that are down.
