CITY COUNCIL MEETING—TUESDAY MAY 11 TH—7:00 P.M.—CITY HALL
Discussion with possible action on the following Agenda Items:
1. Approval of the Agenda,Minutes of the April 13th Council Mecung,Clerk's Budget and Financial
Reports.
2. Sheriff's Department List of Calls
3, Building Permits.Don Stockton,Deck and Porch Russ Williams,Garage, Sharla Manley,New
Window.
4. Todd Philipps—Sidewalks along Apartment on Vanderbilt and Main.
5. Beer Permit—Fairfax Ball Team.Discussion on putting a Pop Vending Machine by Concession Stand,
6. Water Line on Prairie from Hwy 151 to Nickolet St. Quotes on replacing line.
7. Dick Ransom—Up date on sewer and water project.
8. Randy Price—City Insurance up date.
9. Vernon Cerveny—Landscape around City Hall&Firestation. Grant application--restrooms.
10. ECIGOG—Comprehensive Plan.

Council Meeting
May 11, 1999
Mayor Stallman called the Council Meeting to order at 7:00 p.m. Council members in attendance Beer,
Shakespeare, Stockton and Waif Wright.Absent Harville.
Motion by Beer to approve the Agenda,Minutes of the April 13d'Council Meeting,Clerk's Budget and
Financial Reports.MC.
Sgt.Rusk,Linn County Sheriff's Department presented the list of calls.He was asked to check on the
speeding on E. Cemetery Rd.
Building permits:Motion Beer,2 d Shakespeare to approve the permit of Don Stockton for a deck and
porch Ayes Beer, Shakespeare and Wainwright. Stockton abstained.Motion Stockton,2"d Beer to approve
the permit of Russ Williams for a Garage.MC.Motion Wainwright,2nd Shakespeare to approve the permit
of Sharla Manley to put a new window in her house. MC.
Todd Philipps discussed his sidewalks.The council will work with Todd and when his finances allow he
will replace the sidewalk on Vanderbilt.
Discussion on the water line on Prairie Ave. Dick Ransonn, City Engineer,will check on the flow and do
some testing to see if the line does need to be replaced.
Motion Stockton, 2"d Wainwright to approve the Beer Permit for the Fairfax Baseball Association.MC.
Nancy Emanuel asked the councils permission to put a pop vending machine along the concession stand for
use when the stand is not opened. The Pop Company will be responsible for the machine and it will be
removed if there is any vandalism.
Dick Ransom gave an update on the Water&Sewer Project. The lines along E. Cemetery are all in.The
Seal Coating will done in early to mid June.The Balance will take about one week,and will be done when
Prairie Creek is lower.Also discussed was the drainage problem on E, Cemetery and 80'x`Street,Dick
Ransom will look at the culverts in the ditches and see what will need to be done.
Motion Stockton,2'd Wainwright to.approve the addition of the Umbrella over the E&O,on the Cities
insurance.MC.
Vernon Cerveny explained the plan for planting along City Hall and the Fire Station. Stockton made a
motion that Vernon be allowed to fill in the paper work for a Reap Grant for the Parks,and get a bench and
pots for around City Hall and the Fire Station,2nd Shakespeare.Me.
Librarian presented her report. Asst. Chief Stallman gave the Fire Department Report.Dan 7amastil has
been appointed to the Fire Department.
The clerk's request to attend the Municipal Clerk's Academy,and the Workshop in Central City was
approved on the motion of Beer,2'4 Shakespeare.Me.
The Clerk will send a letters to Brenda Stepanek about mowing her lawn,to the DOT about changing the,
Speed Limit on Hwy 151 to 45 MPH;,and moving the City Limits Sign up to the top of the hill.
Motion Stockton to approve the payment of the bills presented,2"d Shakespeare.Ayes B eer, Stockton,
Shakespeare.Wainwright abstained..
Motion Shakespeare,2nd Stockton to.adjourn at 9:05 p.m.

On behalf of the City of Fairfax we respectfully request that the speed limit on Highway 151 be reduced
from the current limit of 55 mpli,to 45 mph.
With the city expanding its city limits to Fairfax Heights Subdivision,we would consider it a safety factor,
with the new businesses along Hwy 151,the possibility of Hwy 100 coming down 80"'street,and the
increasing traffic along 151.
The City would also like the DOT to move the Fairfax City Limit sign up to our new annexations.
