CITY OF FAIRFAX City Council Meeting June 8, 1999 Mayor Stallm4n called the meeting to order at 6:00 p.m. Council present;Beer,Harville, Stockton,and Wainwright. Absent Shakespeare. Discussion on'building permits,foes and inspections. A meeting with Mayor Stallman,Jack Harville,Ron Dusil and City Engineer Dick Ransom,will be held on Thursday June 10 at 6:00 a.m. Motion by Beer,Td Wainwright to approve the Agenda,Minutes of the May 110' meeting, Clerk's Budget and Financial Reports.MC. Mayor Stallman opened the Public Hearing at 6:55 p.m. on the Comprehensive Plan for the City of Fairfax. Chad Sands,ECIGOG;answered questions on the Plan Hearing closed at 7:05 p.m.Motion Beer, 2"d Stockton to approve the new Comprehensive Plan.MC.The Council thanked the Planning and Zoning for all their work on the plan. Building Permits:Motion Stockton,2"d Harville to approve the deck for Frank Dvorak.Motion Beer, 2nd Wainwright to approve time Storage„Shop for Nonnan Smith,Motion Stockton,2nd Beer to approve Showroom, storage for Jeff Vance,Motion Beer,2nd Stockton,to approve a revision of a roof for Ron Dusil, Council person.Beer left at 7:23 p.m.Motion Harville,2nd Stockton to approve John Thomas to change a window to sliding patio doors.Motion Wainwright,2nd Harville to approve St. Patrick's School request to put a door in place of a window. All motion carried.Netolicky Construction requested permits for 2 homes in Fairfax Heights Sub division.Motion Stockton,2nd Harville to table the request until the completion of streets,storm se`s=er and detention basin were completed. Stockton then with drew his motion. Wainwright then moved to deny the permits until completion of the work,2nd Harville.MC. Dick Ransom, City Engineer,discussed the ditches on E. Cemetery Road,'The grades have been shot and a special meeting will be held on Tuesday June 22nd at 6:30 p.m. with the residents.Tom Arp was contacted to attend the meeting. Council person Beer returned at 8:15.Dick then explained the problem with the water line on Prairie was due to low usage,it maybe necessary to install a circulating pump.Dick will bring cost estimates to the July Council meeting. Bill Gibney was asking for approval of his project.The clerk will pull all old records as to whether the property was rezoned. Pat Slater presented his request for funds for USA Days.Motion Harville,2"d Wainwright to approve his request for$680.MC. Vernon Cerveny given permission to apply for the grant for a restroom and individual picnic tables. Motion Wainwright, 2n Stockton to approve the Cigarette renewal permits for the Handi Mart and the Star Saloon,MC. Motion Stockton,2nd Harville to approve the bills presented and for the clerk to pay any bills before the end of the FIY.MC. Motion Harville,2nd Stockton to adjiourn a t 9:35 p.m. Brian Stallman,Mayor Betty J.Pariek,City Clerk j Fairfax, Iowa RESOLUTION NO.99-06-09 RESOLUTION OF-ADOPTION Comprehensive Man 1999 i WHEREAS, the Fairfax Planning and Zoning Commission has prepared this plan-with assistance from the East Central Iowa Council of Governments (ECICOG); and WHEREAS, the plan was written to include the following components: population, housing, income, City labor force and employment, City finances, infrastructure, transportation, annexation policies,existing and future land use, and City goals and objectives; and WHEREAS, said Planning and Zoning Commission has recommended its adoption by the City Council of Fairfax, Iowa. NOW.,THEREFORE IT IS HEREBY RESOLVED by the City Council of Fairfax, Iowa.,after duly holding a public hearing, to adopt said plan as the official future planning document of Fairfax, Iowa, BE IT FURTHER RESOLVED that said plan shall be placed on file in appropriate places and provided to appropriate officials for reference purposes for the deliberation of land use issues and enforcement of land use ordinances as hereafter may be adopted by Fairfax, Iowa.
