SEPTEMBER 14, 1999
Mayor Stallman called the meeting to order at 7:00 p.m. Council members present,Beer, Shakespeare,
Stockton and Wainwright.Absent 1arville.
Motion by Beer to approve the Agenda,Minutes of the August ID's Council Meeting, Clerk's Budget and
Financial Reports, 2nd Shakespeare.MC-
Deputy Sherry Correia presented the list of claims.
Vernon Cerveny discussed the planting of the trees from the Grant.Discussion on the Veteran's
Memorial
Shakespeare requested that the agenda on their complaint be changed from Complaint on a Building
Permit to a zoning issue,and then requesters to be remove from the agenda.
Gordon Sevig asked the Council if he could reduce the Letter of Credit held by the bank.Motion
Wainwright Vd Beer to allow Sevig to lower the Letter of Credit to the figure provided by City Engineer.

Half&Hall presented a quote on updating the City Maps, The Council decided that it was to expensive at
this time.
Motion Beer, 2`ld Stockton to approve Brake to put in the Circulating Pump on Prairie Ave. MC,
Fire Chief Sankot said Dan Kosmach was appointed to the Fire Department. Some new gear has been
ordered to replace some of the older gear, Chief Sankot said he had talked to the Watford City Council
about possibly putting a satellite station in Watford,No decision have been Tntade.
Librarian,Carol Niles said 2 new board members have been appointed.Rita Nierling will fill the term of
Lisa Meyers and Mary Rita Meyers will fill the tenn of Kathy Waychofifff,

Dear Steve:
I have been asked to inform you on behalf of the City of Fairfax that Dan and
Alisa Shakespeare's' August 18, 1999 letter to the city's Zoning Administrator,
requesting the rescission of a building permit issued for 98 West Cemetery Road, has
been deemed untimely under,,section 1.06.02(A)(1) of the city's Zoning Ordinance. That
provision requires any appeal of a decision by the Administrative Official be taken within
10 days of the decision. Accordingly, no further action will be taken on the complaint.

Re: Zoning Complaint
I have recently learned of a parcel of land which is currently zoned C-2( 98 West Cemetery Rd.)
has building permit(s) issued allowing for light industrial business. I am asking that the city of
Fairfax rescind this permit. Reasons for my request. Traffic, Noise, Dirt/Dust,Physical appearance,
This business does not fall into lane with anything adjoining it to the East, West, or South. The only
property like this business is to the forth on Hwy 151. We already have people complaining about
the unsightliness of some of the existing business and the large trucks that are pulling out on to our
main thoroughfare.
When several of the existing,businesses were erected,Fairfax was a different community. Today,
we are spending nearly$1,000,000 to improve and broaden our community and I think it would be
a shame to clutter up our main highway with additional light industrial businesses.
Please respond to my letter within 7 days. You can contact me at the above address.Also, I would
like for this issue to be place on the agenda for the September 1999 council meeting.

IOWA,that effective 5epternber1 4 1999, the following revised valuation sheet be
used to determine total valuation of residential building projects in order to apply the
Schedule for Building Permit Fees, and further, that said revised valuation sheet be and
