CITY COUNCIL MEETING
November 9, ]999
Mayor Stalhnan called the meeting to order at 7:00 p.m. Council in attendance Beer, Shakespeare,
Stockton,and Wainwright.Absent Harville.
Motion by Beer,Td Stockton to approve the Agenda,Minutes of time October 12's Council
Meeting,Clerk's Budget and Financial Reports.MC.
Chris Kivett-Berry,ECIGOG,presented an update of the Fairfax Housing Rehabilitation Survey.
A Housing Committee was established,and at the December meeting a public hearing will be held_Motion
Stockton, 2"d Beer to enter into a Service Agreement with ECIGOG to draw up the Grant for the Housing
Rehabilitation.MC.
Scott Cahak,Hall and Halll.Engineer,said the circulating pump for Prairie would be in late
November or early December.Discussion on the Fairfax Heights water and detention ponds.
Motion Stockton,2"d Beer to approve the building penuit for Stan Moore at 300 E. Southview
R oad. Sian has the okay from Linn.County to build his Septic and drill his well.
Library report The roof is being repaired,a nr;w computer was purchased,and they will continue
the used book sale.
Maintenance.Main break discussion on 5 year plan for the(,*,the City will be holding a
Backflow Tester Certification Class November 29-December Td.Discussion on the review fee for
commercial storage buildings.
Motion Beer,2'd Wainwright to adopt Resolution 99-41-10,appointing Ron Dusil Fairfax
Building Official.Ayes Beer, Stockton,Wainwright. Nay Shakespeare.Absent Harville.
Motion Beer,2"d Shakcspeare to change the mileage fee from 21 cents to 25 cements.MC.
Motion Stockton,2"d Wainwright to pay the bills excluding the Hall and Hall engineering hill for
the circulating pump.MC.
Discussion on time hiring of another employee to help out at the city,after much discussion time
Council decided that there was not enough input yet to know whether we would need another employee to
help out with the inspections and general maintenance_

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX,IOWA,
that Ron Dusil is hereby duly appointed the Fairfax Building Official,effective November 9,
1999,to administer and enforce the Building, Mechanical, Plumbing and Electrical Codes for the
City of Fairfax,all as provided for in said codes.
Passed and approved the day of November, 1999.
