City Council Meeting
December 14, 1999
Mayor Stallman called the meeting to order at 6:00 P.M. Council members Beer,Harville,
Stockton and Wainwright. Shakespeare arrived at 6:50 p.m.
Motion Beer,2"d Harville to approve the Agenda,Minutes of the November I&Council Meeting,
Clerk's Budget and Financial Reports,MC.
The council discussed raising the Mayor's Salary and the Council pay.Motion Harville,2"d
Stockton to raise the Mayor's salary to$2,000 and the council pay per meeting to$40.00 to take effect after
the next general election,with increases to begin in 2002. Ayes Beer,Harville, Stockton and Wainwright.
Absent Shakespeare.There will be an itern in the neat Fairfax Facts asking for volunteers to serve on the
Planning and Zoning Commission.
Mayor Stallman opened the Public Hearing on the application for Housing Funds from the Iowa
Department of Economic Development at 6:55 p.m. Chris-Kivett Berry,ECIGOG,read the Public Hearing
notice.Public Hearing closed at 7:00 p.m.Motion Beer,2n6 Wainwright to.approve Resolution 99-12-14,A
Resolutiazz to Commit Local Monetary Support and Authorize Application to the Housing Fund for
Rebabitilation Assistance.MC.
Dick Ransom, City Engineer,gave the council an update on the projects in progress in Fairfax,
The eirculataig pump on Prairie Ave is being put in and should be in operation before the end of the year.
A flushing schedule for the new lines was discussed.
Stan Moore discussed his complaints about two dogs that were roaming Fairfax and the danger
they posed. Sgt, Curran from the Linn County Sheriff's Department told Stan that he could contact the
owners or to call the Sheriff's Office if the problem arises again.
Sgt. CAffran presented the list of calls,and she stated that she would be the Sgt.for Fairfax.
Stockton moved to approve the rezoning application of Jo Ann Beer for 502 Church Street,from
Public to 9RS, Single Family,2n4 Shakespeare. Ayes Harville, Shakespeare,, Stockton and Wainwright,
Beer abstained.
Motion Stockton,2"d Shakespeare to approve the renewal of the American.Legion Liquor License.
Motion Wainwright, 2nd Stockton to approve the renewal of the Star Saloon.Liquor License.MC,
Motion Shakespeare 2,d Harville to approve the Sheriffs Contract for the IN 2000-2001.MC.
Maintenance-setting a review board for permits. Resolved: That until such time as further action
is formally taken by the Fairfax City Council,the Council shall fulfill all functions and duties of each and
every review board required under the Uniform Building,Mechanical,Electrical and Plumbing Codes,in
their modified form,as previously adopted by the City. Stockton so moves 2nd Shakespeare.MC.
Harville moved to accept the resignations of Dan Shakespeare and Kenneth Selzer from the
Planning and Zoning Commission,2"d Beer.
Due to the top two Mayoral Vote Getters in the November General Election declining the job the
Council appointed William Voss to serve as Mayor. Motion Stockton,2"d Shakespeare,MC.
The two newly elected Councilpersons were sworn i-i. Cheryl Scott and Alisa Shakespeare.Their
term will begin on January I".
HarviIle left at 9:00 p.m.Motion Beer,2"d Wainwright to approve the bills presented to pay the
Mayor and Council.MC.
Shakespeare made the motion adjourn,2nd Stockton at 9:09 p.m, MC.

A RESOLUTION TO COMMIT LOCAL MONETARY SUPPORT AND AUTHORIZE
APPLICATION TO THE HOUSING FUND FOR RBHABiLITATION ASSISTANCE
WIIEREAS, thc. City of Fairfax is submitting a Horsing Fund Application for rehabilitation
assistance to the Iowa Department of Economic Developrnent; and
WHEREAS, the Housing Fund Application requires proof oflocai commitment to the project;
tl�e;eefore
13E IT RESOLVED, the Fairfax City Council will cornmit$10,01010 in cash match to the housing
rehabilitation project and thatthe Mayor is authorized to sign the ,grant application for submittal.

We, the undersigned Members of the Board of Supervisors and ex-officio County Board of
Canvassers for Linn County,hereby certify the following to be a true and correct abstract of votes
cast in this County at the Municipal Election held on the 2nd day of November, 1999, as shown
by the tally list returned from the Fairfax election precincts.
For the Office of Mayor, there were a total of seventy three (73) votes cast, of which Brian
Stallman received sixteen (16)write in votes and scattering received fifty seven(5 7) votes.
We therefore declare Brian Sta➢llman duly elected to the office of Mayor for a term of four (4)
years.
For the Office of Councilmember, there were a total of one hundred forty (140) votes cast, of
which Cheryl Scott received ninety six (96) votes, Vernon Cerveny received four (4) write in
votes, Alisha Shakespeare received five (5) write in votes, Kathy Bullock received four (4)
write in votes and scattering received thirty one (3 1) votes.
We therefore declare Cheryl Scott and Alisha Shakespeare duly elected to the offices of
Councilmembers for terms of four(4) years respectfully.
In testimony whereof, We have hereunto set our hands and caused this to be attested by the Cleric

Please except this as my letter of resignation from the Planning
and zoning board. effective Jan.1 2000. I have been unable to
attend a lot of meetings due to various work.-related conflicts
and do not feel it would be fair to continue on this basis. I also
have some me upcoming legal conflicts with the city of Fairfax
and feel it would be in the best interests of both parties to no
longer be a participant on this committee. Thank You
