City Council Meeting
January 11,2000
Mayor Voss called the meeting to order at 700 p.m. Council present Beer, Scott, Shakespeare,
Stockton and Wainwright.
Motion by Stockton to approve the agenda,minutes of the December 14'6'Council meeting,clerk's
budget and financial reports,2nd Beer.MC,
Builder Lori Slowly discussed his plans for an apartment building.The council asked him to put
some figures together and then get back to the Council.
Sgt. Carol Curran presented the list of calls,and informed the council of the break-ins in Fairfax
Heights sub division.
Discussion on Banes building permit extension.Motion by Stockton,2"d Wainwright to extend
Banes Construction permit to July 1,2000.Ayes Beer, Scott, Stockton and Wainwright. Shakespeare
abstained.
Gordon SMg discussed with council the snow plowing in Fairfax Heights I"and 2n1 Additions.
Motion Stockton,2nd Beer to approve the Indemnify Agreement with Gordon Sevig for snow plowing in
Fairfax Heights,with the approval of the City Attorney.MC.
Chief Sankot said the new Fire Truck was in and hoped it would be ready for the Open House in
April. Dates and times for the open house have not been set. The Fire Department hopes to have a
newsletter on the fire department that would go out with the City Newsletter.

Hall&Hall Engineers,City Engineer and Betty Panek,City Clerk for 2 years. Motion Wainwright,2"d

Shakespeare to appoint Greg Fetter to a 5-year term on the Planning and zoning.MC.
Library Report:The Library Board will hold a budget session on January 17'11 at 7:00 p.m.
Motion Beer,2'd Shakespeare to approve the Agreement with 1 CIGOG to work on redefining the
Fairsax Zoning codes,not to exceed$1,500.MC.
Stockton moved to approve payment to Schmitt construction and Caldwell Tanks,2nd
Shakespeare.MC. Stockton moved to approve payment of remaining bills presented 2nd Beer.MC.
The council will have a work session on February I",at 6:00 p,nn.

This letter is in response to a letter we received from Mariann Wainwright regarding some
A concerns expressed to her by some Fairfax citizens. Our comments to these concerns are as
N follows:

1. If only a few homes are being served how can you maintain enough movement
U throughout the water lines to keep bacteria from forming?

Y2. Will you have to flush water at the development to keep this from happening?
N Answer to questions 1. and 2.: There are already a few long water mains that are
G deadends with similar demands as will be seen in the Fairfax Heights subdivision. In
addition, most of the existing water system sees little or no flow for extended periods of
L time each day. This situation is common in even the largest water distribution system,
A The formation of bacteria is controlled by maintaining a chlorine residual within the mains.
N It may be necessary to occasionally flush these mains if the water quality degrades. This
Nsituation usually occurs long before a bacteriological concern is an issue.

G We would also life to point out that this situation is only temporary. The new water
L tower will be placed online in approximately b months. When this occurs, all water used
A by the City of Fairfax will come through the Fairfax Heights subdivision mains.

If you flush lines at a high rate won't the lines in town have low pressure, or will the

E Answer to question 3,: The Fairfax water system is operated by trained, competent
employees. They are the only people who are authorized to operate the water system
R I facilities. While they are flushing a water main, the operators can monitor the water level
C in the tower to insure they maintain a safe level and adequate system pressures. Water

T main flushing is a common practice in the water industry and flushing procedures are well
E documented. Fairfax operators are well aware of the correct operational procedures for
C water main flushing.

R4. If fire hydrants are flushed, and shut off too fast could a back pressure build up
E
causing damage to lines?
Answer to question 4.: Although the possibility of water hammer from closing a hydrant
too quickly always exists, it is unlikely this would occur. Again, flushing a water main
through a fire hydrant is a common operational procedure that is well documented. The
Fairfax operators are aware of the problems caused by water hammer when closing a
hydrant too quickly.
. Is it possible to install a valve that would cut back the pressures in the lines before it
gets to the older, smaller water lines?
Answer to question 5., The installation of a pressure reducing valve is unnecessary. The
overflow elevation of the proposed water tower is 942 and the lowest elevation served by
the Fairfax water system is approximately 750. The resulting static pressure at the lowest
point in the system will be approximately 83 psi, if the tower is kept at the overflow level,.
This is within acceptable pressures in the existing system. Normally, a water tower is
operated 3-4 feet below the overflow level to minimize tank overflows if pump controls
become uncalibrated. We would like to point out that the system pressures will increase
by less than 21 psi as a result of the new, higher water tower.
In addition, a pressure reducing valve would create operational problems for the Fairfax
water system. It would not be possible to continue using the existing wells if a pressure
reducing valve were installed. The valve would not allow for reverse flow. If a bypass
were installed to allow reverse flow, the pumps would still have to raise the pressure to
the level of the new tower in order to fill it.

Dear Dick,
I tried to contact you before Christmas but was unable to.
I have had some conversations recently with some citizens who
are concerned about how temporary service to Gordon' s subdivision.
will effect the water service to them.
They bimught up some valid concerns .
1 . If only a few homes are being served how can you maintain

Dear Sir and Council Members,
Please accept my resignation from the Board of Adjustment of the City of Fairfax
effective immediately, this 27"h day of January, 2000.
I have served on the board since its inception over a quarter of a century ago. I think this
is long enough.
I urge the council to consider minorities and women when appoint of a replacement
member comes before it. The board has never had either. In addition, please consider
geographic residence of potential new members. All current members reside within a few
blocks of each other and three members either were raised or have lived within a stone's
throw of the fire station for thirty years or longer.
