Mayor Voss opened the meeting at 6:00 p.m. Council present Beer, Scott,Shakespeare, Stockton
and Wainwright.
Discussion with Lon and Rhonda Slowly about the apartment complex they would like to build at
the end of Main Street next to B&B Apartments.A request will be sent to Planning and Zoning to change
the Bulk Regulations on 2R1Vf for their February 7th meeting.
Marianne Wainwright was appointed as Mayor Pro Tem.Motion Wainwright,2nd Stockton to
adjourn at 6:45 p.m.

Dear Honorable Mayor and Council:
I have recently purchased land located in Section 10 and 3, township 82 W. This
ground was formerly owned by Richard J. Mitchell and Margaret Voss. It is
approximately 77 acres and I would be interested in having it annexed into the City of
Fairfax, if the following conditions could be met.
1. The ground would have to be contiguous with the City.
2. The city enters into some type of a sharing agreement with the city of Cedar
Rapids so that Cedar Rapids sewer could be used for this project. The
sanitary sewer is currently in the northeast corner of this property.
3. Waterlines would Have to be run from the new water system to this property
and easements for that purpose would need to be obtained.
4. We would like to start work on this project in the summer of Year—2000.
I would be happy to meet with the mayor and any council members who are interested in
this possibility.

At the Special City Council meeting of.Ianuary 20,2000, the City Council directed a request be
submitted to the Planning and Zoning Commission to consider revising'section 1.07.05.E.,Bulk
Regulations.The specific revision would be to reduce the minimum lot area per dwelling for the 2 RM
zoning classification to 2,000 square feet per dwelling unit.The request is for Commission consideration at
the February 7,2000 meeting.
The Council request is based upon the review of a proposed development plan for an apartment
complex where the minimum lot area per dwelling unit prohibits the development of the proposed size of
building.
