Council Meeting
February 8, 2000
Mayor Voss called the Council Meeting to order at 7.00 p.m. Council members present,Beer,
Scott, Shakespeare and Stockton. Absent Wainwright. Guests,Vernon Cerveny,Library Board Chair,
Library Board members,Norrine Zamastil,Bernie Kleppe,Mary Lou SeLzer,Mary Rita Meyers,Dot
Pospisehil acrd Rita Nierling. Carol Niles Libraian.
Motion by Stockton to approve the agenda,minutes of the January I Ph meeting and the special
meetings on January 20a`and February 1 ,Clerk's budget and financial reports.MC.
Sgt Carol Curran presented the Sheriff's list of calls.Discussed the snowmobiles going around
Fairfax.The Council will look into an Ordinance to ban them from town.
RESOLUTION 2000-02-08,accepting the 1998 Sewer and Water Extensions Project and payment
of the retainage,withholding a portion until Fast Cemetery Rd. is repaired. Motion Beer,2nd Stockton to
approve Resolution 2000-02-08..MC.
Dan Shakespearee applied for a building permit at 100 W. Cemetery Rd.Motion Beer,2'd Scott to
approve the permit subnutted.Ayes Beer, Scott, Stockton. Shakespeare abstained.
Frank Scott,Prairie Roadbuilders,presented the Council a contract for the upcoming season for
street repairs. Motion Beer,2`' Shakespeare to approve the contract.MC.
Library:Discussion was on the budget for FN 2000-2001.The board discussed the cuts that the
city will make,and that they will have to use the reserve that has been put in savings and CD's.The council
explained that it was necessary to cut back on everything to help pay the costs of the new Water and Sewer
Project. It is the intent of the Council that this will be only a temporary situation.It is the hope of the
Council that in 18 months to 24 months things could return to normal. Cheryl Scott will attend the Library
Board meetings to have better cornmunications between the Council and Library Board.
Brian Stalhnan, representing the Fire Department,explained the new truck should be in sometime
in March.Bill Barry and Doug Extine have achieved their EMT status. The Open House will he the last
week in April.

RESOLUTION 2000-02A8
WHEREAS, on December 1, 1998 Ole-City of Fairfax,Iowa entered into a contract with
Dave Schmitt Construction Co.Inc. for the construction of 1998 Sewer and Water Extensions in
Fairfax Iowa and
WHEREAS,the construction of said project is now substantially complete and
WHEREAS, repair work on East Cemetery Road-retrains but cannot be completed due to
weather conditions.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Fairfax,
Iowa,that the 1998 Sewer and Water Extensions project is hereby accepted and a payment of
$15,441.34 of the retainage is hereby authorized and
BE IT FURTHER RESOLVED that the amount of$4,000„00 shall be withheld from
payment on this project until the repairs to East Cemetery Road have been completed to the
satisfaction of the City.

l have reviewed the above referenced project for acceptance and provide the
S'' fallowing recommendations:

1. The project sewer,waiter and lift station elements have been installed
and tested and are ready to be accepted.
2. The Roadway on East Cemetery Road has experienced some
settlement and soft areas and requires repairs by the contractor prior
to city acceptance and maintenance of the road. A retainage of
$4,000.00 should be withheld from any payment of the current
A' retainage on the project.

3. A resolution is attached which provides for acceptance of the sewer,
N' water and lift station and retains $4,000,00 for repairs to East
Cemetery Road. This resolution is provided) with a recommendation to
adopt in order to begin the maintenance bond) period for the sewer,

Dear City Council Members:
On behalf of myself and my fellow board members of the Fairfax Library,I wrote to express our
concern about the recent budgeting,process for the Fairfax Library. During the past two months we have
been working for formulate a budgetiq Before we could submit this to you,we were informally notified by
the City Clerk of what you had already set as our FY 2001 budget. This was done without our input and we
believe without a clear understanding of our budgeting needs.
For instance,the funds that we receive from Linn County are directly proportionate to the amount
of tax dollars provided by the city. By cutting the city tax requirements you have also cut the money the
Library will receive from the County.
We find these cuts especially hard to understand given the rate of Library usage. Over the past
year,the usage has increased z.,616. Yet you have cut the tax portion of our budget%. We have met
and have unanimously agreed at it is important to maintain the library hours as they currently stand and
try to maintain services and infrastructure. For this year,in addition to the$'4,000 we had already
designated to come from our Trust and Agency account to purchase new computers,we will also provide
funds from that source to ensure that our capital needs(i.e.books and other essentials)are purchased.
We must caution you,however,that this can only be a short-term,one-year solution. We cannot
continue to do so in the future and maintain any type of quality and consistency of operation. We believe
that the Library provides an important role in helping to educate future generations. With this in mind,we
would like to work with you to find some mutually agreeable solutions.

Again this year the Fairfax Arbor Team has been awarded a grant of$1000.00 from
Alliant Energy and Trees Forever. This is the ninth consecutive year that the city of
Fairfax has received a grant. This grant must be matched by the community and F.A.T.
has always held a pancake and sausage breakfast and solicited donations from local
businesses,
At this time we would like to request that the city of Fairfax become an active partner.
( to some communities the city matches the entire grant.)We are requesting the city of
Fairfax to contribute $250.00,

I contract amount of$3 53,194,00, This was due to $14,196.67 in Change Orders, and $21,436.19
Cin revised quantities of work from our original estimate of quantities which is summarized in the
attached document. We have received copies of Lien Waivers and Contractor's Statements of
Sales Tax, and the originals will be transmitted to you under separate cover.

explanation of Contract Quantity Changes
1998 Sewer and Water Extensions
for City of Fairfax, Iowa
]item No. 4b - Class 12 -Rock Excavation- Contractor encountered more rock in the bottom of
Prairie Creek at the water main.and sewer force main crossing than estimated by the Engineer.
Items No. 5 - Seal Coat Pavement Removal and No. 8 - Double Bituminous Seal Coat -Engineer's
original estimate was based upon 20-foot wide pavement section, whereas the actual pavement width
that required removal was 28-30 feet wide.
Item No. 6 - Special Sub-rade Co ap ction- This item was only 1.5.8 square yards more than
Engineer's original estimate.
Item No. 7 - Granular Subbase - This item was 222.94 tons more than Engineers' original estimate
because additional pavement area on E. Cemetery Road was disturbed and req ired r_ew granular
subbase.
Item No. 10a- 6"Dia. PVC Force Main - This item was only 42 lineal feet more than Engineer's
original estimate of 2,500 lineal feet.
Item No. lob - 12" Dia. HDPE Pressure Sewer - This item was 10 lineal feet more than Engineer"s
original estimate of 70 feet due to actual pipe location.
Item No. 10c - 10" Dia. PVC Pressure Sewer - This item was 76.5 lineal feet more than Engineer's
original estimate of 30 feet due to actual location of existing pipe that was connected.
Them No. 10d - 12" Dia. PVC Water Main - This item was only 14 lineal feet more than Engineer's
original estimate of 4,530 lineal feet.
Item No. 10e - 8" Dia. PVC Force Main - This item was only 8 lineal feet more than Engineer's
original estimate of 70 lineal feet.
Item No. l lb - 15" Dia. PVC Truss Sanitary Sewer- This item was 2.5 lineal feet more than
Engineer's original estimate of 10 feet due to actual pipe location.
Item No. 12 - 48"Dia. Sanit4U Manhole - This item was only 0.33 vertical feet more than Engineer's
original estimate of 62.75 vertical feet.
Items No. 16a - Concrete Encasement for 6" Dia. PVC Force Main and No. 16b - Concrete
Encasement for 12" Dia. PVC Water Main- Contractor encountered 12 foot wider bottom of Prairie
Creek at the sewer force main and water main crossing than estimated by the Engineer.
Item No. 17 - Trench Stabilizinp,Material - Contractor used 169.99 tons less trench stabilizing
material than Engineer's original estimate.
Item No. 18 -Revetment Stone. Class `E' - Contractor used 8 9.1 tons less revetment stone than
Engineer's original estimate due to broken concrete that was used instead of revetment stone (refer to
Change Order No. 6).
