City Council Meeting
May 9,2000
Mayor Voss called the meeting to order at 7:00 p.m. Council present:Beer, Scott, Shakespeare,
Stockton and Wainwright. City Engineer Dick Ransom,and several residents in attendance.
Motion by Beer,2"d Stockton to approve the agenda,minutes of the April 11U'council meeting,
clerk's budget and financial reports.MC.
Mayor Voss opened the public hearing on the Budget Amendment at 7:02 p.m.No objections the
public hearing was closed at 7:05 p.ru.Motion Beer, 2°d Wainwright to approve Resolution 00-05-09,
Budget Amendment for F/Y 9912000,MC,
Pat Stater talked to the Council about the sidewalks along the north side of his lot in F.F.Heights
Is`addition.Pat will have a document drawn up and return to the.Tune Council meeting. Pat also stated that
USA Days will be July Is',
St Curran presented the sheriffs list of calls.Discussed were the problems at the Prairie Creek
Parr and lagoon area,the Library,Post Office, dogs mining at large&junk vehicles.
Vernon Cerveny discussed'the Veterans Memorial. Wainwright moved that Vernon should pursue
the Vlalking Trail from the South side of Fairfax to the North sick,2` Stockton.MC.The council thanked
the 12 volunteers that cleaned the banks of Prairic Creek from the Liner Bentsen Rd.to Hwy 151 in Fairfax.
Motion by Beer to approve resolution 00-05-09-B, Clerk to publish notice to bidders and set date
of J me 13,2001), 7:00 p.m.for public hearing for the 2000 Upper Well&Well House Project,2 d Scott.
MC.
Librarian gave the Library report. The board will be changing sonic of the policy on fines and use
of library cards. She also thanked the sheriffs department for the help with the problem children.
ORDINANCE 225,No Parking on Railroad Street from Park Street to Reynolds Street, Stockton
moved to approve Ordinance 225,2"Shakespeare,Me. Stockton moved the approval of the Ordinance on
its first reading and that.the procedural requirements as sc4forih in section 350.3,Code of Iowa,be
suspended as provided for,and thait the Ordinance be placed on its second and third readings by its title,2nd
Shakespeare,MC, Mayor Voss placed Ordinance 225 on file.
Motion Shakespeare,rd Wainwright to send a letter to Todd Philipp about his failure to replace
the sidewalks at the Apartments.The council will give him thirty(30)days from receipt of the letter to put
iii the sidewalks or the City will have it don,and have the costs assessed to his property.MC.
Motion Shakespeare,2")leer to send a letter to the Star Saloon about completing the work on die
building within thirty days.MC.
A letter will be sent to Kevin Everett about completing his garage.His building;permit will expire
can May 15,2000.
Building Permit for Vance's Storage,motion by Stockton,T" Sbakespeare to table the permit,
because the intended use was not put on the application.MC.
Motion Shakespeare,2nd Stockton to send the clerk to Iowa Municipal Clerk's Academy July 19,
2.0&21".MC.
Discussed:parking lots at the Parks,getting Internet for the City,generator,mowing along Prairie
Creek.
Motion Shakespeare,tad Beer to pay the bills presented. MC.
Motion Shakespeare,tad Stockton to adjourn at 9:45 p.m.

AN ORDINANCE AMENDING TITLE II—COMMUNITY PROTECTION,DIVISION
I—LAW ENFORCEMENT, CHAPTER 2,TRAFFIC CODE,ARTICLE 10—
PARKING REGULATIONS, SECTION 2.1-2.1005,NO PARKING ZONES,OF THE
CITY CODE OF FAIRFAX,IOWA,
BE IT ORDAINED BY THE CITY COUNCIL OF FAIRFAY,IOWA,
Section 1. The purpose of this ordinance is to amend section 2.1-2.1008—No Parking Zones of
Title I1—Community Protection,Division I—Law Enforcement,Chapter 2„Traffic Code,Article 10—
Parking Regulations of the City code of Fairfax,Iowa.
Section 2. Section 2.1-21008 NO PARKING ZONES of Title It—Community Protection,
Division l—Law Enforcement,Chapter 2 Traffic Code, Article 10—Parking Regulations is hereby
amended by adding Paragraph 10.
10. RAILROAD STREET,on the south side from Park Street to Reynolds Street.
Section 3. All Ordinances and parts of Ordinances in conflict hereof are hereby repealed.
Section 4. Severability,if any section,provision or part of this ordinance shall be adjudged
invalid or unconstitutional, such adjludication shall not affect the validity of the ordinance as a whole or any
section,provision or part thereof not adjudged invalid or unconstitutional..
Section 5.This ordinance shall be in full force and effect from and after its passage,approval and
publication as provided by law.
