July 11,2000
Mayor Voss called the meeting to order at 7:03 p.m. Council members present Wainwright and
Scott. Stockton was on speakerphone.Absent Shakespeare and Beer.
Motion Wainwright,Zns Scott to approve the agenda,minutes of the June 13''meeting, clerk's
budget and financial.reports.MC.
Mayor Voss opened the public hearing on the new zoning ordinance at 7:04 p.m.No comments or
discussion,public hearing closed at 7:115 pam Motion Stockton,2nd Wainwright to adopt the Zoning
Ordinance on its first reading.MC.
Discussion on the sidewalk issue.Todd Philipp will take care of his sidewalks and they will be in
place by the end of August.Brett&Peggy Brophy discussed the problems with their sidewalks,and the
City will remove the two trees that have caused the problem with the side walk and will then split the cost
of replacing them with the Brophy's.The City will get the estimates to replace the sidewalks at Brophy's
and in front of Laarson's apartments.
Wainwright moved to approve the building permit for Lou Slowly,for an 8 plex at 302 Burger
Lane Znd Scott,on the condition the zoning ordinance passed on its 2"d and Yd readings.MC.
Discussion with the following property owners,Theresa Waln,Melody Vance,Mr.&Mrs. Steve
Clark, Joe Blood and Joyce Sandrock, on the problem of the waterway through the property owned by Roit
Hilton. Beer arrived at 7:47 p.m.. The City engineer will check the culvert on the south side of E. Cemetery
Rd and try to come to some conclusion on what they would need to do to build on their properties.
Sgt.Lyle husk presented the list of calls.A request for the SherifFs deputy to stop in the Libraty
when they are in town.Discussed were problems with dogs running loose.A letter will go out to the Star
Saloon about leaving their windows and doors open when they are open.
Stockton was put on speaker phone, Wainwright move the approval of the Zoning Ordinance oil
its first reading,and that the requirements as selforlh in section 3803,Code Of Iowa,be suspended and that
the ordinance be adopted on its second and third readings by its title. 2nd Beer.4 Ayee_ Shakespeare ab&cnt.
Library, report.-C3irculation and patronage were up. Discussion on c urging the library for
maintenance.Motion Wainwright,2"d Beer that miscellaneous lawn expenses will not be charged to the

Motion Wainwright 2nd Beer to change the formula on Pole buildings,nnini storage,etc.The fee
will remain at$10,00 sq.ft. MC.Beer moved to make the change retroactive.,and do refiinds on the three
penuits that have been issued.MC.
Discussion on Nuisance Abatement; Snowmobile Ordinance,appeals for building codes_ Syncial
Meeting will be held Friday July 14's at 6:30 a.m.to app l the cast iron pipe under floors and replace widn
plastic PVC. A letter will be sent to Briar Capouch to finish the work on the Star Saloon.
