Adjournment CITY OF FAIR.FAX Fairfax City Council 1'vleeting October 10,2000 Mayor Voss called the meeting to order at 6:01 p.m Cottncil present Beer,.Lkstrom, Scott and Stockton. Absent Wainwright. D&uu sion oar the rezoning request,library bills and the hiring of Mary Pacha asdeputy city clerk,and her hours.It was decided that Mary would work from 4 to 6 p.m.on Tuesday and from 8:00 a.m.to 6.00 p.m. crn Tlmrsday. She will also fill in when the city clerk is out. Wainwright arrived at 630 p.m. Motion b} Baer to approve the agenda,minutes of the September 12"&I8* wuncil meedugs,clerk's budget and fitrarfeial reports.2"a Stockton.MC. ,Me rezoning request for Fairfax Gardens was tabled because noone was present to answer questions. ORDINANCE 227,an Ordinance amending'Title VI, Chapter 5, Section 1.08,Supplementary District Regcalations,Paragraph 1.Motion Stockton,2"d Scott to approve Ordinance 22.7. Scott moved the approval oft rdinance 227 on its first reading and fltat the requirements as sefforth in section 380.3, Code of Iowa, be suspended,and that the ordinance be adopted on its second and tl:rird readings by its title.2"Stockton. MC.Mayor Voss moved ordinance adopted. Sgt. Carol 0irran presented the Sheriffs list of calls. Discussed was the vandalism on main street and what procedures to follow in the future. Tanks Houghton was requesting the rezoning of Lot 106,Fairfax Heights 2°d Addition from C-2 to 2RNI. Discussion followed on whether the city wanted those changed from Cornmercial to Multi family_Motion Ekstrom to approve the rezoning,2°d Beer.Roll call vote: Aves Beer,Ekstrom and Wainwright_Nay Scott and Stm1ton,MC.The clerk will send a letter to Planning arid toning discussing the wishes of the Council ou future rezoning of these lots. The building permit will be applied for when Mr.Houghton submits the applications and the plans. Vernon Cf rveny discussed the placement of the trees ha the park area,and whether the council wished him to apply for the Living Roadways Grant, The Council told Mr, Cerveny to go for it. -Motion Wainwright to accept the Str-ect.s and Utilities in the Fairfax Heights Subdivision, and reduce the letter of credit to$75,000 for a 3-gear period, Vd Stockton, MC. Motion Beer,2" Wainwright to approve Resolution 00-10-t0,extending the Maturity Date and Increasing j the Principal.Amount of an outstanding Warrant issued to pay costs in cormeetion with the construction of the Fairfax Water and Sewer Improvements Project MC, Motion Wainwright, 2"d Ekstrom to approve the Beer Permit renewal for the Fairfax Handimart.MC, Meetings:Motion Beer,2d Stockton for Lud to attend the meeting in Manchester October 25h. Motion Beer,2"c4 Stockton moved to adjourn at 9:23 p.m. Bull Foss,Mayor Betty Pars k, City Clerk CITY OF FAWAX TO THE PLANNING AND ZOING COMMISSION: The City Council went with the rezoning on lot 106 Fairfax Heights 2a' Addition.The Council would like the Couni ission to know that they would prefer 700,710 Commercial Court,and 350,370 and 440 Highland Avenue would retain a Commercial Zoning.They would consider changing 605,615 Commercial Court to Multi Family. Mr. Houghton said it would depend on how things went with this housing project. If you have any further questions,please contact any of the Council Persons. H City Engineer I T E' C T R E ORDINANCE 227 AN ORDINANCE AMENDING TITLE V4,CHAPTER 5,SECT71ON 1.08, SUPPLEMENTARY DISTRICT REGULATIONS,PARAGRAPH 1,OF THE CITY CODE OF FAIRFAX,IOWA. BE IT ORDAINED BY'THE CITY COUNCIL OF FAIRFAX,IOWA. Section 1. Purpose.The purpose of this ordinance is to acne d Title Vl.Chapter 5,Section 1.08, Paragraph 1,of the City Code of Fairfax,Iowa. Section 2. Section 1.08 B,Paragraph 1,of Title V1,Chapter 5,City Code of Fairfax,is repealed and the following is adopted in lieu thereof: B. Accessory Buildings and Structures: No Accessory building,structure or part thereof shall be erected more than one hundred and twenty(120) days prior to the time of completion of the construction or establishment ofthe principal structure or use to which it is accessory.Accessory buildings and structures shall be limited to fifteen(15)feet in height,and accessory buildings shall be in distance at least ten(10)feet from any main building. Section 3. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 4. Severability. If any section,provision or part of this ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,provision or part thereof not adjudged invalid or unconstitutiong Section 5. Lynn is ordering replacement stiles for the (2) casement sashes, and when they arrive will make arrangements to schedule the repairs on these two sashes. It should be commented that this window is the most vulnerable for this to happen to because all the water comes off the roof, and any wind will blow the water back into the sill.
