Anlaroval preseatett for 1srymont.Fay mayor, Council aTd Fix.einen, i 3 16 Adjouivnrent_ j 1 I I CITY OF FAIRFAX COUNCIL MEETING TUESDAY, DECEMBER 12, 2000 Mayor Voss called the meeting to order at 7:03 p.m. Council members present: Ekstrom, Stockton, Scott and Beer_ Wainwright arrived at 7:07g.rn. Motion Stockton, 2nd Wainwright to approve the Agenda, Minutes of November and November le Council Meetings, Clerk's Budget and Financial Reports. Ayes: 5, MC. Fairfax Arbor Team received a$1,000 matching grant from Alliant Energy and "Trees Forever. Vern asked the city to donate$250 of the$1,00Y0 needed to be raised. Motion Stockton, 2nd Scott to donate $250 towards this fund. Ayes: 5. MC. Vern will also be applying for the Branching Out Rural Grant, Tabled RESOLUTION 00-11-14-1 (Accepting Out Lot B and Out Lot C Fairfax Heights Addition from Gordon and Shirley Sevig)was removed from the table and discussed by the Council. It was agreed upon that the Deputy City Clerk would send a letter to Gordon stating the City of Fairfax will take no action at this time. ORDINANCE 228(establishing No Parking Zones on Main Street from 215 Main west to the viaduct and the west side of Burger Lane)Motion Scutt, 2nd Stockton to approve the 2nd and 3rd readings. Ayes: 5, MC, Mary Pacha stated she has received no computer information from CMS. Mayor Voss will be looking into this. Mary will be getting 4 to 5 bids on a new copier machine. Discussion on Zoning Revisions and adding Day Care Centers to RS: Single- Family Residential Zoning, An Ordinance will be drafted to amend this. The American Legion Liquor License Renewal was approved. Motion Stockton, 2nd Beer. Ayes: S. MC. Carol Niles reported on the library. A clock was donated to the library in memory of Emma Waycoff. Circulation and patron usage is up from last month. Brian Stallman reported on the fire department. The thereto-imaging camera fund drive is going well. Sgt. Carol Curran from the Linn County Sheriff's Department presented the list of calls. There was discussion of snowmobiles running in town. There was discussion on the following: purchasing of holiday decorations Stockton will be checking into this, the budget, renewal of health insurance for city employees, and purchasing a mobile trailer fair,the Building Department. Approval for claimresented for payment and pay for Mayor, Council and Firemen. Motion Beer, 2 Wainwright. BE IT ORDAINED BY THE CITY COUNCIL OF'F"AIRFAX,IOWA, Section 1. The purpose of this ordinance is to amend Section 2.1-2.1008-No Parking Zones of Title H-Community Protection,Division I -Law Enforcement, Chapter 2,Traffic Code, Article 10--Parking Regulations of the City Code of IFairfx,Iowa. Section 2. Section 2.1-2.1008 NO PARKING ZONES of Title II Community Protection, Division 1 - Law Enforcement, Chapter 2 Traffic Code,Article 10---Parking Regulations is hereby amended by adding Paragraph 1 I and 12. 11. MAIN STREET,on the South side from 215 Main,West to the Viaduct. 12. BURGER LANE,on the West Side from Main Street North. Section 3, All Ordinances and parts of Ordinances in conflict hereof are hereby repealed. Section 4. Severability;if'any section,provision or part of this ordinance shall be Adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,provision or part thereof not adjudged invalid or unconstitutional. Section 5. This ordinance shall be in force and effect from and after its passage,approval And publication as provided by law. Adopted this 14`h day of November 2000,and approved on the same date.
