Adjourn CITY OF FAIRFAX REGULAR COUNCIL MEETING AUGUST 14,200t Mayor Voss called the rnee'Ding to order at 7:00 p.m.Council members present:Ekstrom,Stockton, Wainwright,Scott and Beer.Also present Ron Dusil and Dick Ransom. Mayor Voss removed item#8 from the Agenda Lillian Schuetzle—Preliminary Flat Schuet de Addition to Fairfax,IA reason stated the Planning,and Zoning Commission tabled this item to consider rezoning.Mayor Voss also removed item 411 from the Agenda Consider Resolution—Transferring Funds to close FJY 2000—2001 reason stated Resolution wasn't completed. Motion Beer,2°a Ekstrom approval of Agenda Aye:5 MC Motion Beer,2"Scott approval of Minutes of the July 10 and July 19,2001 Council Meetings.Aye:5 MC Mayor Voss stated the tabled request was withdrawn in exchange for adding"Communication Towers"under CN. Motion Wainwright,Id Stockton removal of the tabled request off of the Agenda.Aye:5 MC Mayor Voss opened the Public Hearing—ORDINANCE 232—Amending City Zoning Ordinance Title VI, Chapter 5,Section 1.07.J,Paragraph C at 7:10 p.m. Motion Scott,2"c Ekstrom to close the Public Hearing at 7:11 p.m.Aye:5 MC Sgt.Carol Curran presented the list of calls from the SheriT s Department Motion Wainwrights 2"d Stockton to approve ORDINANCE 232 on its first reading. Roll Can:Aye:Ekstrom,Stockton,Wainwright,Scott and Beer Nay:None Me Motion Stockton,2'Ekstrom to waive requirements at 3 consecutive readings Roll Call:Aye:Ekstrom,Stockton,Wainwrighi,Scott and Beer Nay:None MC Motion Beer,2`6 Scott to adopt ORDINANCE 232 Ron Call:Aye:Ekstrom,Stockton,Wainwright,Scott and Beer Nay:None MC Mayor Voss led the interviewwith Randy Scholer from Moyer&Bergman Law Firm located in Cedar Rapids.Moyer&Bergman Law Finn also represents the cities of Hiawatha and Lisbon. Rick Rosendahl discussed about the purchasing of materials for postal boxes in Prairie View Estates.It was decided to have the residents in Prairie View Estates to purchase their own materials to put up their boxes. Gordon Sevig asked the Council to provide the water and sewer lines in Prairie View Estates. Dick Ransom led the discussion on the 28E Agreement between the cities of Fairfax and Cedar Rapids— Provision of Sanitary Sewer Service in Prairie View Estates. Mick Heinz addressed the Council about the current water and sewer rates.Council decided for the September Meeting to amend the current Ordinances:Water rates remain the same up to 25,000 gallons—25,001 gallons used the irate would be$1.50 per thousand gallons Sewer rates remain the same up to 25,000 gallons—25,001 gallons used the rate per hundred changes to$.15. Library report was by Carol Niles.A thank you goes out to the Selzer"''s for donating the Dilly Bars for the end of the summer reading program.The library will continue with the summer reading program until all prizes have been depleted.There have been many items donated to the library.A thank you also goes out to the Garden Club for the donation of the landscaping chips. Mike Sankot gave Fire Department report.Discussion was installing of tower to setthe existing storm siren after the old water tower comes dower.Mike also discussed the Cedar Rapids Code on propane grills on apartment balconies above ground level.Mike would like to adopt this code for the September Meeting, Vernon Cerveny discussed the Branching Out Trees Forever Program.Vernon stated in the last few years he has asked the City for a$250.00 contribution. The revenues have been decreasing with the annual breakfast fundraiser and is asking the City for a$1000.00 contribution to thatch the grant Gordon Sevig mentioned he would also contribute a$1000.00.With the combined$2000.00 contribution the Branching Out Trees Forever Grant will match this.Total would be$4000.00 towards planting trees in City Easement of the Fairfax Heights Subdivision Discussion was on planting the section of the subdivision at one time.Motion Beer,2"s Wainwright to guarantee up to a$1000.00 contribution.Aye:5 MC Vernon also led discussion on the Residential Tree Program for Linn Co.and train watching pavilion. Discussion on Municipal Election. Mayor Voss and Clerk led the discussion on hiring Nancy Flickinger to eater the books on the computer. Motion Wainwnght,2"d Scott to pay Nancy on contract not to exceed$'500.00. Motion Baer,2 Ekstrom RESOLUTION 01418-141 Road Use Tax Report FIY 2000-2001 Ayes:5 MC Councilperson Beer questioned a claim from ECICOG.Motion Stockton,T'a Wainwright approval of claims presented.Aye:5 MC Maintenance Report given by Ron.Both of the generators are running.Would like to amend the Uniform Building Code for 2x6 Walls,OBS Sheeting and Hurricane Rafter Ties.Since the City of Fairfax has encountered hail in a May storm,citizens may want to get an insurance adjuster to check their roofs.Discussion on purchasing a plow truck.Discussion on no parking and handicap parking signs. Discussion on Welcome Brochure,More information is needed. Mike Glick 725 Main St steed he and neighbors around him are experiencing problems with water pressure and discoloration of the water. The purpose of this ordinance is to amend Title Vl,Chapter 5, Section 1.071;Paragraph C of the City Code of Fairfax,Iowa. Section 2. Section 1.07 J, Paragraph C of Title VI, Chapter 5„ City Code of Fairfax, is hereby amended by adding the following: 5.
