Mayor Voss called the meeting to order at 6:03 p.m.Council members present:Ekstrom,Scott and Beer.
Council members absent:Stockton and Wamwnight Also pxesent Larry Burger Speer Financial)and Dick Ransom.

Mayor Voss led the discussion on the financial affairs and outstanding,projects.There are some projects that
need to be taken care of before winter begins—removal of elevated storage tank number one,well pumps one and two
up and running,and three water maim reconstruction projects—Williams Blvd.,Church Street and Vanderbilt Street
Also discussed was iron filtration.
Larry Burger sug�ested it would be in the City's best interest to TIF Prairie View Estates.
Motion Scott,2 Beer Public Clearing to amend TIP District to include Prairie View Estates Aye:3 MC
It was decided to go ahead.and proceed with Dorsey&Whitney LLP to form a resolution to set a date for a
Public Bearing to sell bonds.

Y We have reviewed the storm sewer and paving plans submitted for Prairie View
NEstates-- Phase One and recommend approval subject to the following:
1. That the flared end and the last two pipe joints shall be tied.

2. That a concrete outlet toewall be provided on the 48 inch flared end section
discharging to the detention basin.

N 3. That the minimum pipe size shall be 15" with the following exceptions:

Line between intakes 11 and 2
L Line between intakes 2' and 2B
A Line between intakes 3 and 4
DLine between intakes 8 and 9
S Line between intakes 115 and 16

A Line between intakes 23 and 24

E The above lines may be a minimum 12-inch diameter as designed.

C4. The street pavement shall be 7 inch PCC pavement with a 2'/2% straight crowni
H and a 4-inch rolled curb section. The pavement should be placed on a 6-inch
I granular subbase and the subbase shall be drained by a 6-inch drain tile placedl
Ebehind the curb in all Ilocations where longitudinal storm sewer is not available.

5. The pavement shall be jointed on 15 foot transverse spacing with a centerline
joint in the 28-foot paving and 2.5-foot edge joints and 12 foot lane joints on the
41 foot paving.
6. The K value of crest veirticals shall be a minimum of 30 and a minimum of 40 for
sag verticals except for verticals located within 100 feet of an intersection where
the K value can be smaller.
7. Subgrade compaction shall be a minimum of 95% of modified proctor. The
subgrade shall be roll tested prior to installation of pavement subbase.
