Mayor Voss called the meeting to order at 7.03 p.m, Council members present:Beer,Frieden and Scott. Council members absent
Ekstrom and Wainwright.Also present:Ron Dusil and Dick Ransom,
Mayor Voss removed item#12 from the Agenda Discussion on Collection for Utility Expenses reason stated no discussion was
warranted.

Dennis Yordi was not in attendance.
Doug Elliott from ECICOG discussed the reason far the Public Hearing.
Mayor Voss declared the Public Hearing opened at 7:06 p.m.
Doug Elliott discussed the Status of Funded Activities on the Community Development Block Grant.To date, 3 houses have been
rehabilitated and the 4`h and 5`h will be completed this winter. Construction is underway on the 6,h with a completion date of May.
Construction will begin on the final 4 homes after winter, and the completion of these homes will meet the initial performance
target of ten homes assisted.There was discussion on the requirements for the program„
Doug stated the requirements are income guidelines owning your home, need to be feasible to rehabilitate,home must be in the
city limits and there would be a 5-yr.lien on the home.
Mayor Voss declared the Public Hearing closed at 7:12 p.m.

Greg Fetter introduced Greg Soukup who is interested in building a dugout for an Eagle Scout Project at the Little League
Ballpark at Linn Street Park, Greg Soukup presented and discussed his plans. Greg is asking the City to provide the funds and
Greg would provide for the volunteers.Bill Gibney of 526 Linn St. objected to the project; stating the view from his living room
window would be obstructed.It was determined Greg would need to give a couple of options and the cost of these options.
Francis Scott from Prairie Road Builders presented a bid proposal for the 2002 Seal Coat Project. Mr. Scott will be back in the
spring to check on the streets.

Mayor Voss introduced ORDINANCE 245 Amending City Ordinance Title 11, Division 1, Chapter 2, Article 10 Parking
Regulations,Section 2.1-2.1008 No Parking Zones
Mayor Voss declared the Public Hearing opened on ORDINANCE 245 at 7:37 p.m.
David Jacoby of 135 Highland Ave. stated his concerns about no parking on both sides of Highland Ave. Councilperson
Wainwright stated that there would be no parking only on the side where the mailboxes are.A reason stated for no parking on one
side of the street is the concern for fire protection.

Vcrn Cerveny discussed the Library Budget, He mentioned the Library would be having uniform hours effective July 1,2002.The
hours will be Monday through Friday 12:00 noon to 7:00 p.m. Saturday hours will be determined at a later date.Vern presented
the Library Report. Christie Vilsack, Iowa's First Lady, visited the library on Wed.,Feb. 6`h. She had stated the Fairfax Library
was one of the nicest libraries in the state.Vern acquired a mural of Fairfax and it will be hung in the library.Vern discussed

pruning of City trees. He would like the help of Dave Yanecek and to use a City vehicle to baul the deb_ris away. There were no
objections to this.

City Clerk commented the valuations from the Linn County have been changed slightly and will adjust the budget accordingly.
Leroy Morgan led discussion on a Little League Tournament that will be held for a week in July.Parking issues were addressed.
Cindy Golding running for District#35 introduced herself and discussed the issues of small towns and the State Legislature,

Status of Funded Activities Public Hearing
Tuesday,February 12, 2002
The City of Fairfax's Community Development Block Grant (CDBG) of$273,990, was awarded for
the purpose of rehabilitating at least ten owner-occupied homes,within the city. In addition., the city
provided a local match of$10,000 for a total project budget of$2.83,990. The project was targeted
to be completed March 31, 2002 but an extension will be requested until March 31, 2003.
To date,three houses have been rehabilitated and the fourth and fifth will be completed this winter.
Construction is underway on the sixth with a completion date of May. Construction will began on
the final four homes after winter, and the completion of these homes will meet the initial
performance target of ten homes assisted.
Fends expended to date total $95,640. Program costs are funded by CDBG funds and local match.
The construction expenses are $77,882.94, administration and construction monitoring total
$21,176.96, and the publication and recorder fees are $107.03.
The typical types of rehabilitation work done includes,but is not limited to, roofs, siding, asbestos
abatement,wiring, plumbing,windows, foundations,water heaters and furnaces. To date, the
average dollar amount spent per home on construction is $22,252.27.
The Fairfax Rehabilitation Committee meetings are open to the public. Meeting dates and times can
be obtained by contacting Fairfax City Hall or ECICOG. Project records and information relating to
the use of CDBG and local funds are subject to the requirement of Iowa's Open Records law and are
available to the public.
Persons having proposals, questions, and complaints concerning this project may contact Mary
Pacha, City Clerk, City of Fairfax. or Tracey Mulcahey, ECICOG Grants Administrator. A
translation of these proceedings will be made available at the request of any non-English speaking
resident. Such requests should be submitted to the City Clerk's office.

RESOLUTION APPROVING EXTENTION REQUEST FOR
COMMUNITY DEVELOPMENT BLOCK GRANT
WHEREAS, the City of Fairfax and East Central Iowa Council of Governments
desire to enter into an extension to 00-HSG-045, Fairfax Rehabilitation Program,
WHEREAS, the contract end date, March 31, 2002 has been amended to extend
to March 31, 2003,
NOW THEREFORE BE IT RESOLVED,by the City Council of Fairfax,
Iowa, that the Mayor and City Clerk are hereby authorized and directed to execute the

Dear Ms. Eble:
The City of Fairfax is seeking an amendment to our owner-occupicd rehabilitation
program. The request is to extend the contract end date from March 31, 2002 to March
31, 2003.
To date, the three homes have been completed. Three homes are under construction.
Four additional applicants are in varying stages of processing. Two additional applicants
are on the waiting list. The city is requesting an additional year to complete the final
seven homes in the program. It is anticipated that the final four homes will progress
rather quickly.
The Fairfax City Council approved this contract amendment request on February 12,
2002.

REGULATIONS SECTION 2.1-2.1008 NO PARKING ZONES

Section 1.Purpose.Thee purpose of this ordinance is to amend Title II,Division I, Chapter 2
Article 10 Parking Regulations, Section 2.1-2.1008 of the City Ordinance of Fairfax,Iowa.
Section 2. Section 2.1-2.1008 of Title II, Division I, Chapter 2, Article 10 Parking Regulations
City Ordinance of Fairfax,is hereby amended by adding:
13.Highland Avenue,on the west side from Williams Blvd.to East Cemetery Road.
14.Highland Court,on west side from Highland Avenue.

ORDINANCE 246
AN ORDINANCE ADDING SECTIONS TO
THE CITY OF FAIRFAX BUILDING CODE,TITLE 6
OF THE CODE OF ORDINANCES,CHAPTER 9
BE IT ENACTED by the City Council of the City of Fairfax, Iowa:
SECTION 1. The Code of Ordinances, Fairfax, Iowa is hereby amended in the following
particulars:
A. Title 6, Chapter 9 of the Code of Ordinances, Fairfax, Iowa is amended by adding
a new Section 6-9.03(44), which reads as follows:
6-9.03(44) RUBBISH CONTAINERS. All applicants that are issued a building permit
for the construction of a new structure must maintain during the construction process a
rubbish container that satisfies the following requirements:
1. The rubbish container must be maintained on the premises for which the
building permit was issued;
2. The volume of the rubbish container must not be less than (4) four cubic
yards; and
3. The rubbish container shall have a hard cover that includes a mechanism to
secure the cover from being blown open by the wind.
All rubbish from the construction of the structure must be placed in the rubbish container
at least daily.
B. Title 6, Chapter 9' of the Code of Ordinances, Fairfax, Iowa is amended by adding
a new Section 6-9.03(45), which reads as follows:
6-9.03(45) EXTERIOR WALLS — RESIDENTIAL CONSTRUCTION. All exterior
walls on residential construction shall consist of at least two-by-six framing with sixteen-
inch centers. Exterior walls for attached garages are not required to have two-by-six.
studs. However, the dwelling unit's exterior walls that adjoin the garage shall consist of
at least two-by-six framing,with sixteen-inch centers,
C. Title 6, Chapter 9 of the Code of Ordinances, Fairfax, Iowa is amended by adding
a new Section 6-9.03(46), which reads as follows.
6-9.03(46) EXTERIOR SHEETING. All exterior wall sheeting shall be of at least
29/64-inch exterior OSII or plywood sheeting.
D. Title 6, Chapter 9 of the Code of Ordinances, Fairfax, Iowa is amended by adding
a new Section 6-9.03(47), which reads as follows:
6-9.03(47) HURRICANE RAFTERS. Roof rafters shall have hurricane rafter ties
secured to the top plate.
SECTION 2. REPEALER. All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are repealed.
SECTION 3. SEVERABILIT '. If any section, provision, or part of this ordinance shall be
adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a hole or any section, provision or part thereof not adjudged invalid or
unconstitutional.
SECTION 4. WHEN EFFECTIVE. This ordinance shall be in effect after its final passage,
approval and publication as provided by law.

Just a note to let you know that as of February 28th.I will retire from employment at tlae City of Fairfax.
I know that it will not be a shock to any of yoga.
I will be on vacation From Februar3T 3rd through February 17th. This was not in the plans.
I had to make my vacations plans before December,riot knowing i would retire this soon.Hoivever after discussions with nay r ainny
