SPECIAL COUNCIL MEETING
MONDAY,FEBRUARY 23,2004
Special meeting of the Fairfax City Council was held Monday,February 23,2004 at Fairfax
City Hall at 7:00 PM. Mayor Voss presided. Council members present were: Wainwright,
Frieden,Beer, Glick. Absent: Scott. Also,present: Randy Scholer,Dick Ransom and numerous
citizens of Beverly Road.
Amendments to the Agenda: Remove item#1; Closed session regarding employment issues.
Comments: Attorney,Randy Scholer, stated that the closed session was not necessary,nor could
it be legally held,because the employee did not request a closed session.
Frieden moved to approve agenda as amended, 2"1 by Beer. Motion carried.
Discussion on employment issues regarding the resignation of the City Clerk.
Motion by Wainwright,2°d by Beer to accept the resignation as submitted by the City Clerk,
Mary Pacha, effective February 19,2004. Deputy Clerk was instructed to post an ad for the
Clerk's position and stated that the City Hall office hours will be from 10:00 AM until 2:30 PM
Monday through Friday until further notice. Roll call vote: Ayes:Beer,Frieden,Glick,
Wainwright. Nays: none. Motion carried.
Discussion was held with County landowners who have filed a request with the Fairfax City
Council to be voluntarily annexed into Fairfax. Attorney Scholer discussed the 2001 Agreement
with the City of Fairfax and the City of Cedar Rapids and recommended that the City not act on
the annexation application.
Motion by Frieden, 2"'by Glick to adjourn, 7:50 PM. Motion carried.
