SPECIAL COUNCIL MEETING
August',15, 2005
Special meeting of the Fairfax City Council was held Tuesday, .August 15, 2005 at Fairfax City Hall
at 5:30 PM. Mayor Voss presided. Council members present: Beer, Frieden, Scott, Glick,
Wainwright. Others present: Nancy Flickinger, Ron Dusil, Dave Yanecek, Don Kleis.
Wainwright moved to approve the agenda, seconded by Scott. Roll call vote: Ayes: Beer, Frieden,
Scott, Glick, Wainwright. Nays: None. Motion carried.
Don Kleis, Prairie Road Builders, discussed the 2005-06 Seal Coat Project bid. Consideration was
given for certain streets because of future increased traffic and truck.traffic.
Wainwright moved to accept the bid with revisions, seconded by Scott. Roll call vote: Ayes: Beer,
Frieden, Scott, Glick, Wainwright. Nays: None. Motion,carried.
Wainwright moved. to remove the following items from the table:. Item 4 - Proposed Ordinance No.
43 amending the Fairfax Zoning Ordinance, Item 5 —Proposed Ordinance No. 44 amending the Fairfax
Zoning Ordinance, Item 6 —Proposed Ordinance No. 45 amending the Fairfax Zoning Ordinance, Item
7 - Resolution amending the Future Land Use Map of Comprehensive Plan of 1999, Item '& -
Resolution approving the Preliminary Plat — Prairie View Heights, and Item 9 - 2005-2006 Seal Coat
Project, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden Scott, Glick, Wainwright. Nays:
None. Motion carried.

Beer moved that Ordinance No.. 45, AN ORDINANCE AMENDING THE FAIRFAX ZONING
ORDINANCE OF 2000 OF THE CITY OF FAIRFAX, IOWA, BY AMENDING PROVISIONS
PERTAINING TO SECTION 1.07.G C2: HIGHWAY COMMERCIAL, be considered for the
third time, placed upon its passage and adopted, seconded by Scott_ Roll call vote: Ayes: Beer,
Frieden, Scott, Glick, Wainwright. Nays: None. Motion carried..
Ordinance No. 45 is declared to have been enacted.
Beer introduced the following Resolution and moved its adoption, seconded by Glick. Roll call vote:
Ayes: Beer, Frieden, Scott, Glick, Wainwright. Nays: None. Motion carried. Whereupon the Mayor
declared the following duly adopted: Resolution No. 2005-25 entitled, "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF FAIRFAX, IOWA, AMENDING THE FUTURE LAND
'USE MAP OF THE COMPREHENSIVE PLAN OF 1999 FOR PROPERTY LOCATED WEST
OF HIGHLAND AVENUE AND SOUTH OF WILLIAMS BLVD". Passed and approved.this 15th
day of August 2005.
Wainwright introduced the following Resolution and moved its adoption, subject to council approval
of green space, seconded by Scott. Roll call vote: Ayes: Beer, Frieden, Scott, Glick, Wainwright.
Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted:
Resolution No. 2005 - 26 entitled, "A RESOLUTION APPROVING PRELIMINARY PLAT OF
PRAIRIE VIEW HEIGHTS ADDITION TO THE CITY OF FAIRFAX, IOWA". Passed and
approved this 15th day of August 2005.
Beer introduced the following Resolution and moved its adoption, seconded by Scott. Roll call vote:
Ayes: Beer, Fried.en, Scott, Glick, Wainwright, Mays: None. Motion carried.. Whereupon the Mayor
declared the following duly adopted: Resolution No. 2005 - 32 entitled, "A RESOLUTION TO
SET A DATE FOR A PUBLIC HEARING ON A LOAN AGREEMENT IN A PRINCIPAL
AMOUNT NOT TO EXCEED $105,000". Passed and approved this 15th day of August 2005.

Discussion on. hiring a Maintenance 1 worker was held. After consideration of applicants, it was
recommended to hire Dan.Zainastil. The wage range is $14 - $18 per hour.
Frieden made a motion to approve the hiring of Dan Zamastil for the Maintenance I position with a
beginning wage of$14 per hour, seconded by Beer. Roll call vote: Ayes: Beer, Frieden, Scott, Glick,
Wainwright. Nays: None. Motion carried.
Wainwright moved to table the Acceptance of Outlot B in Prairie View Estates, subject to contacting
Hall & Hall Engineers to see what-needs to be done, seconded by Glick. Roll call vote: Ayes: Beer,
Frieden, Scott, Glick, Wainwright. Nays: None. Motion carried.
Councilor Beer reported that several volunteers have formed a Parks Committee. They will take a
tour,of parks, present and future, and have ideas about long range planning that will be presented at the
next council meeting. Beer said that new legislation has made it easier to possibly have Fairfax
designated as a"Quiet Zone" for trains, which means that trains do not blow their whistle at crossings
through town. Council. gave Beer perniission to go ahead with this project.
There being no further business, Wainwright moved adjournment at 7:15 p.m., seconded by Frieden.
