HomeMy WebLinkAbout05-28-2008 Special meeting CITY OF FAIRFAX SPECIAL COUNCIL MEETING MAY 28,2008 A special meeting of the Fairfax City Council was held Wednesday, May 28, 2008, at Fairfax City Hall at 6:00 PM. Mayor Voss presided. Council members present: Magers, Rabe, Wainwright. Absent: Beer. Frieden arrived at 6:25 PM, Others present: Pat Slater, Nancy Flickinger. Magers moved to approve the agenda, seconded by Rabe, Roll call vote: Ayes: Magers, Rabe, Wainwright,Nays: None. Motion carried. Mayor Voss announced that this was the time and place for a public bearing on the matter of the proposed amendment to the Fiscal Year 2007-2008 Annual Budget, Notice of this hearing was published in The Gazette on May 17, 2008. There being no further comments or objections, Mayor Voss closed the public hearing at 6:04 PM. Magers introduced the following Resolution and moved its adoption, seconded by Wainwright. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted: Resolution 2008'-35 entitled, "RESOLUTION AMENDING THE CURRENT" BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2008,"' Passed and approved this 28"' day of May, 2008, Magers introduced the following Resolution and moved its adoption, seconded by Wainwright. Roll call vote: Ayes: Magers, Rabe, Wainwright, Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted: Resolution 2008-36 entitled, "RESOLUTION TO LEASE REAL ESTATE FROM ST. PATRICK'S CHURCH FOR PURPOSES OF PLAYGROUND AND RECREATIONAL USE." Passed and approved this 28'" day of May, 2008, Magers introduced the following Resolution and moved its adoption, seconded by Rabe. Roll call vote: Magers, Rabe, Wainwright. Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted: Resolution 2008-37 entitled, "A RESOLUTION AUTHORIZING THE TRANSFER OF GENERAL FUND MONEY TO GENERAL MAINTENANCE FUND & THE NATURE TRAIL PROJECT FUND." Passed and approved this 28h day of May, 2008. Patrick Slater led a discussion on 2008 USA Days. Wainwright moved to approve $1,750.00 to Fairfax State Savings Bank for the 2008 USA Days celebration, seconded by Magers. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None, Motion carried. Wainwright moved to approve Casey's Cigarette Permit, seconded by Magers. Roll call vote: Ayes: Magers,Rabe,Wainwright. Nays: None. Motion carried. Frieden arrived at 6:25 PM. Discussion was held on Stan.Moore's 2°d floor building permit.No action was taken. Discussion was held on Stan Moore's garage addition building permit. No action was taken. Discussion was held on sewer,rates. Staff and Council will review the rates again at a later date. Other items of discussion —Discussion was held on the North entry area, Discussion was held on networking City computers, There being no further business before the Council, Mayor Voss adjourned at 6:50 PM. MAYOR: Bill Voss ATTEST: Vickie Kindl, City Clerk Disclaimer: The foregoing minutes are not official until approved by Council, RESOLUTION NO. 2008-35 RESOLUTION AMENDING THE CURRENT BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2008 WHEREAS, The Fairfax City Council, after hearing all taxpayers wishing to be heard and considering the statements made by them, gave final consideration to the proposed amendment to the budget and modifications proposed at the hearing. BE IT RESOLVED, By the City Council of the City of Fairfax, Iowa: Section 1. Following notice published on May 17, 2008 and the Public Hearing held on May 28, 2008 the current budget (as previously amended) is amended as set out herein and in the detail by fund type and activity that supports this resolution which was considered at the hearing. Section 2. The City Clerk is directed to submit these forms to the Linn County Auditor on or before May 31, 2008. NOW, THEREFORE, BE IT FURTHER RESOLVED, By the City Council of the City of Fairfax, Iowa, that the Mayor and City Clerk are hereby authorized and directed to execute said Resolution. PATRICK'S CHURCH for purposes of playground and recreational use. NOW THEREFORE,BE IT RESOLVED by the City Council of Fairfax, Iowa, as follows: The City Council having reviewed and considered the attached lease, voted thereon and approved the execution of the Lease, and hereby authorizes the Mayor of the City of Fairfax, Iowa to execute the attached Lease. THEREFORE, BE IT ENACTED by the City Council of the City of Fairfax, Iowa: Section 1. Transfer from the General Fund to the Certificate of Deposit - General Maintenance Fund as follows: a. Transfer Order: '56,000.00 Purpose: Future maintenance improvements Section. 2. Transfer from the General Fund to a new Certificate of Deposit - Nature Trail Project Fund as follows: a.
