HomeMy WebLinkAbout10-27-2009 Special Meeting i CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING OCTOBER 279 2009 The special meeting of the Fairfax City Council was held Tuesday, October 27, 2009,at Fairfax City Hall. Mayor Voss called the meeting to order at 6:00 PM. Council members present: JoAnn Beer,Bernie Frieden,Jason Rabe, Marc Magers., and Marianne Wainwright. Other city staff present: Cynthia'Stimson,Nancy Flickinger,and Dave Yanecek. Motioned by Magers, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, Rabe, Magers, and Wainwright. Motion carried. Motioned by Wainwright., seconded by Magers to approve RESOLUTION 2009-53,A RESOLUTION TO PROVIDE FOR A NOTICE OF HEARING ON PROPOSED PLAN'S., SPECIFICATIONS,FORM OF CONTRACT AND ESTIMATE OF COST FOR THE WATER METER REPLACEMENT AND UPGRADE TO AN AUTOMATIC METER READING SYSTEM PROJECT,AND THE TAKING OF BIDS THEREFORE. Roll Call Vote: Ayes: Beer, Frieden, Rabe,Magers, and Wainwright. Motion carried. Mayor Voss declared RESOLUTION NO. 2009-53 duly adopted. Motioned by Magers, seconded by Wainwright to approve RESOLUTION 2009-54,A. RESOLUTION TO FIX A DATE FOR A PUBLIC HEARING ON A GENERAL OBLIGATION WATER IMPROVEMENT LOAN AND DISBURSEMENT AGREEMENT PROJECT. Roll Call Vote: Ayes: Beer, Frieden,Rabe, Magers, and Wainwright. Motion carried. Mayor Voss declared RESOLUTION NO.2009-54 duly adopted. Motioned by Magers, seconded by Rabe to approve RESOLUTION 2009-55, A RESOLUTION APPROVING CHANGE ORDER NO.3 FOR THE WATER MAIN REPLACEMENT PROGRAM,PHASE I IMPROVEMENTS. Roll Call Vote: Ayes: Beer, Frieden, Rabe,Magers, and Wainwright. Motion carried. Mayor Voss declared RESOLUTION NO. 2009-55 duly adopted. Discussion was held about the proposed change to the definition of family in the Fairfax Zoning Code. A recommendation from the Planning and Zoning Commission was reviewed as well as the attorney's revision oftheir recommendation. Motioned by Magers, seconded by Rabe to set a public hearing date of November 10, 2009, at 7:00 PM, for discussion of this proposed amendment to the Fairfax Zoning Code. Ayes: Frieden,Rabe, Magers, and Wainwright. Nays: Beer. Motion carried. The city clerk was directed to publish the required notice. Extensive discussion was held about plans for Hawks Midge Park. John Berns, a member of the Fairfax Park Committee,was present to offer assistance from Dave Schmitt Construction, Available work time before winter and funding were the primary reasons the City Council decided not to take action on the proposed grading work. The existing hole is to be filled and the equipment stored until spring. Motioned by Wainwright, seconded by Frieden to adjourn the meeting. Ayes: Beer, Frieden,Rabe, Magers, and Wainwright.
