HomeMy WebLinkAbout11-4-2009 Special Meeting CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING NOVEMBER 4, 2009 The special meeting of the Fairfax City Council was held Wednesday,November 4, 2009, at Fairfax City Hall. Mayor Voss called the meeting to order at 5:30 PM. Council members present: Bernie Frieden,Jason Rabe, Marc Magers, and Marianne Wainwright. JoAnn Beer was absent. Other city staffpresent: Cynthia Stimson,Nancy Flickinger, and Ron Dusil.. Tom Streets, from Maguire Iron, was present to discuss the repair options for the leak in the riser pipe in the water tower, The leak seems to be located about 213 up the pipe. Their price quote for labor and materials to replace the pipe is $43,756. He recommends installing a ductile iron pipe. It doesn't rust and won't break. They have a crew in the area and would be able to have that crew here Monday or Tuesday. When the leak is located, if it is in a weld, that is an easier fix. If the leak is caused by pipe failure,then replacement is needed. Ron Dusil stated that this needs to be fixed as soon as possible. The tower has to be drained during the repair, which means we will be pumping water on the street. Colder weather makes this a problem. The water main project crew will not be .able to flush lines while we are running on main pressure. Motioned by Magers, seconded by Frieden to have Maguire Iron find out where and what is leaking in the water tower. They are to fix it if it is a weld and do a pipe replacement if it is pipe failure. Ayes: Frieden,Rabe,Magers, and Wainwright. Nays: None. Absent: Beer. Motion carried. Tom Street stated he will locate the leak tomorrow and determine what type of repair is recommended. Motioned by Wainwright, seconded by Frieden to adjourn the meeting. Ayes: Frieden, Rabe,Magers, and Wainwright. Nays: None. Absent: Beer. Motion carried. Mayor Voss adjourned the meeting at 5:48 PM. Mayor Bill Voss City Clerk Cynthia Stimson Disclaimer: The foregoing minutes are not official until approved by the City Council. i Water Tower Research: 1.1-04-09 The water tower was built in 1999 by Caldwell Tanks, The engineer for the project was Michael Hart with Hart-Frederick Consultants P.C. Pill put in a call to Caldwell. Tanks. The last I knew he has not received a call back. Pill and I looked through the documents about the water tower and we could not find any information about a warranty. I called and talked with Michael Hart. He said, no, there isn't any warranty that would still cover the tower. He said there is usually a two year warranty that is part of the bid. The tower companies typically contact the city at the end of that. time and offer a maintenance program to extend that warranty. We don't have any such agreement with Caldwell Tanks. I don't know if it was offered. I explained to Mike (as best I could) that the riser pipe in the center was rusting through about 213 of the way up and leaking. He said that is very unusual and sounded strange to him. He said there are those who say that the steel being manufactured today is not as strong as previous standards. if true, that may have contributed to this problem. I told him that a fix of about $40,000 was going to be discussed with Maguire Iron. He said that if the trouble was in one spot, and especially if it was located at a weld, then a service couplinwould be a good fix option. He said that should cost about $1,000 and last 10-15 years.
