CITY OF FAIRFAX REGULAR CITY COUNCIL MEETING JANUARY 8, 2013 The regular meeting of the Fairfax City Council was held Tuesday, January 8, 2013, at Fairfax City Hall. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers and Marianne Wainwright. Other city staff present: Lynn Miller and Cynthia Stimson. Motioned by Magers, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Magers, seconded by Beer to approve the city council minutes from December 11, 2012. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Magers, seconded by Beer to place on file the Library Board of Trustees minutes dated December 4, 2012 and the Planning and Zoning Commission’s minutes dated December 18, 2012. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Linn County Deputy Sheriff Egli presented the list of calls. No one was present from the library as they are also meeting at this time. Lynn Miller reported that the fire department’s ISO rating has remained the same. They now have new software that records who is responding to each call. Lynn Miller reported that the maintenance department is working on the countertop for the Hawks Ridge Park pavilion. Two mop heads have been found in the lift station pumps. They are working on possible solutions to this on-going problem. Beer reported the Parks and Beautification Committee will meet next week to discuss the budget and name suggestions for the new park. Motioned by Magers, seconded by Beer to approve the financial reports as submitted. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Discussion was held about the health insurance quotes. The agent is to meet with the employees before the special meeting to explain the different plans. Employees are to give their input and then the council will make their decision during the meeting on January 22. RESOLUTION NO. 2013-01, A Motioned by Magers, seconded by Beer to approve RESOLUTION TO APPROVE CHANGE ORDER NO. 1 FROM EASTERN IOWA BUILDING, INC. FOR THE FAIRFAX 2012 NEW MAINTENANCE BUIDING PROJECT . Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. RESOLUTION 2013-01 Motion carried. Mayor Rabe declaredduly adopted. RESOLUTION NO. 2013-02, A Motioned by Magers, seconded by Beer to approve RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS . Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Mayor Rabe RESOLUTION 2013-02 declaredduly adopted. Will Zamastil submitted a bid for the 1980 Case 580 Super E. It was for $5,192.00 and the only bid received. Motioned by Magers, seconded by Beer to accept the bid from Will Zamastil for $5,192.00 for the 1980 Case Super E. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Will Zamastil submitted a bid for the 1990 Ford L7000 truck. It was for $512.00 and the only bid received. The City Council felt this was too low for this truck. No action was taken. We are to check into the salvage value. Will Zamastil submitted a bid for the Land Pride Mower. It was for $532.00 and the only bid received. Motioned by Beer, seconded by Magers to accept the bid from Will Zamastil for $532.00 for the Land Pride Mower. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Motioned by Beer, seconded by Magers to re-appoint Tom Nurre and Gib Boxa to the Planning and Zoning Commission. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. The budget process was discussed. A special city council meeting will be held Tuesday, January 22, 2013, at 6:00 PM. Motioned by Beer, seconded by Frieden to approve the claims dated January 8, 2013, as submitted. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried.
