HomeMy WebLinkAbout06/25/2013 Council MinutesCITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING JUNE 25, 2013 The special meeting of the Fairfax City Council was held Tuesday, June 25, 2013, at Fairfax City Hall. Mayor Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, and Marianne Wainwright. Marc Magers was absent. Other city staff present: Lynn Miller and Cynthia Stimson. Motioned by Beer, seconded by Frieden to approve the agenda. Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Motioned by Beer, seconded by Otto to approve the financial reports. Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Mayor Rabe opened the public hearing regarding acquisition of right-of-way and easements for the East Cemetery Road Reconstruction, Drainage, Storm Sewer, Water Main, and Sanitary Sewer Project; the East Cemetery Road Drainage, Storm Sewer and Street Improvement Project; and the Trail Improvements from East Cemetery Road to South Front Street Project. No written or oral comments had been received at the city clerk’s office. Lance Quigley, 29 E Cemetery Road, asked why the street had to be widened. He is concerned about his front yard area and the trees currently along the roadside. Shane Wicks and Mike Dufoe, from Hall and Hall Engineers, Inc. discussed the projects. JoAnn Beer asked about the timing and costs of the property acquisitions and easements. Mayor Rabe closed the public hearing at 6:18 PM. Motioned by Frieden, seconded by Otto to approve RESOLUTION NO. 2013-31, A RESOLUTION SETTING PUBLIC HEARING FOR PLANS AND SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST AND SETTING THE DATE AND TIME TO RECEIVE BIDS FOR PHASE 1 – EAST CEMETERY ROAD RECONSTRUCTION, DRAINAGE, STORM SEWER, WATER MAIN, AND SANITARY SEWER IMPROVEMENTS PROJECT. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Mayor Rabe declared RESOLUTION 2013-31 duly adopted. Motioned by Frieden, seconded by Beer to approve RESOLUTION NO. 2013-32, A RESOLUTION TO FIX A DATE FOR PUBLIC HEARINGS ON LOAN AGREEMENTS IN A PRINCIPAL AMOUNT NOT TO EXCEED $4,050,000. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Mayor Rabe declared RESOLUTION 2013-32 duly adopted. Motioned by Frieden, seconded by Beer to approve RESOLUTION NO. 2013-33, A RESOLUTION SETTING DATE FOR PUBLIC HEARING ON 2013 AMENDMENT TO URBAN RENEWAL PLAN FOR FAIRFAX URBAN RENEWAL AREA. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Mayor Rabe declared RESOLUTION 2013-33 duly adopted. Motioned by Frieden, seconded by Beer to approve RESOLUTION NO. 2013-34, A RESOLUTION TO APPROVE THE SITE PLAN OF IMPROVEMENTS AND COMMERCIAL BUILDING PERMIT APPLICATION FOR SOBASKI’S ADDITION TO THE CITY OF FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Mayor Rabe declared RESOLUTION 2013-34 duly adopted. Four different quotes for street work were reviewed and discussed. The scope of the work was discussed. Motioned by Otto, seconded by Beer to award the street work to Pate Asphalt for projects #1, #4, #5, and #6. Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried. Lynn Miller is to meet with Pate Asphalt to discuss project specifics. Lance Quigley asked if his property was able to hook up to city water and sewer right now. The City will get him the hook-up fees ordinances. JoAnn Beer stated that she read through the article about urban chickens in the new CityScape. She thinks if we proceed with this ordinance, we should add a clause about no slaughtering of chickens allowed in Fairfax. Shane Wicks introduced Mike Dufoe to the city council. Motioned by Wainwright, seconded by Otto to adjourn the meeting. Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion carried.
