HomeMy WebLinkAbout09/10/2013 Council Minutes CITY OF FAIRFAX REGULAR CITY COUNCIL MEETING SEPTEMBER 10, 2013 The regular meeting of the Fairfax City Council was held Tuesday, September 10, 2013, at Fairfax City Hall. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers, and Marianne Wainwright. Other city staff present: Lynn Miller and Cynthia Stimson. Motioned by Beer, seconded by Otto to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Beer, seconded by Magers to approve the City Council minutes dated August 13, 2013 and August 27, 2013. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Magers, seconded by Frieden to place on file the Planning and Zoning Commission minutes dated August 20, 2013. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Fire Chief Mike Sankot reported that the fire department's new bunker gear should be here Monday and their new vehicle towards the end of September. They have received new pagers and a new radio system is to be working soon. Mike discussed the safety issue of people blocking the sidewalk when parking at two locations in Fairfax. Lynn Miller reported that the maintenance department had a water main break on Sunday night. They had a hard time isolating the line. Pate Asphalt is being contacted about doing the street work. The new dump truck is on the assembly line. The City of Fairfax has been having record water usage. The quote for concrete work in front of the new storage building and the salt and sand bunker was reviewed. Motioned by Frieden, seconded by Magers to approve the quote from Merta Concrete Construction Company for $12,865.00. This work is to be paid with Local Option Sales Tax revenues. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. The quotes from Costigan Construction, Inc., for work on the old concession stand were discussed. Lynn Miller stated that we would like to see the restroom fixtures upgraded from what is quoted. Motioned by Otto, seconded by Frieden to approve completing all of the listed work on the old concession stand, using farming revenues. Lynn Miller is to get a cost quote for the upgrades to the restroom fixtures. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. A quote from Life Time Fence Company was reviewed. No action is to be taken at this time. The old chain link fence in the back is to be removed. Mayor Rabe discussed placement and size of a basketball court at Hawks Ridge Park. He will proceed with getting some bids for the court for review during the next regular meeting. Linn County Deputy Sheriff Daubs presented the list of calls. Motioned by Beer, second by Magers to approve the August financial reports as submitted. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Lynn Miller asked Shane Wicks if any progress has been made in completing the needed paperwork for the Phase 2 Water Main Project. The paperwork is not ready. Mayor Rabe opened the public hearing concerning a budget amendment for the current budget. No comments have been received at the city clerk's office. No one in the audience has any comments. Mayor Rabe closed the public hearing at 7:36 PM. Motioned by Magers, seconded by Beer to approve RESOLUTION 2013-59, A RESOLUTION AMENDING THE CURRENT BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2014. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2013-59 duly adopted. Vernon Cerveny presented information about work a group of volunteers will be doing in the Fairfax Cemetery. They will be asking for community donations to pay for the costs. Reports from Per Mar were reviewed about their patrolling and 2013 crime reports in Fairfax. Mayor Rabe stated that he feels the patrols have been effective and that he would like to see the city council approve continuing them. Discussion was held about the length of a contract renewal and costs of starting our own police department. Per Mar is to have a contract proposal ready for the next meeting. Monica Patten was present to request reimbursement of costs associated with water in her basement. She feels that the water started after a contractor that the City had hired hit and did not properly repair a drainage tile. The tile was recently repaired and Monica has seen a dramatic improvement in the water drainage situation at her property. The city clerk was instructed to contact the City's insurance agent to submit this as an insurance claim and the city attorney if needed. The IDOT's plan to replace three of the bridges in the Fairfax area was discussed. Area residents and businesses are to be contacted about sending their concerns to their elected officials at the county and state level. The Highway 100 extension plans were discussed. Motioned by Frieden, seconded by Otto to approve RESOLUTION 2013-60, A RESOLUTION TO APPROVE THE FINAL PLAT FOR STALLMAN'S SECOND ADDITION TO LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2013-60 duly adopted. Motioned by Magers, seconded by Frieden to approve RESOLUTION 2013-61, A RESOLUTION TO APPROVE THE FINAL PLAT FOR SOBASKI'S ADDITION TO THE CITY OF FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2013-61 duly adopted. Shane Wicks stated that Ricklefs has started turning dirt on the E Cemetery Road area projects. Issues to consider when setting the water and sewer connection fees were discussed. It was decided to have a special city council meeting on Tuesday, October 1, to discuss this topic. A notice about this meeting will be sent to the project area properties. Motioned by Magers, seconded by Otto to approve RESOLUTION 2013-62, A RESOLUTION APPROVING THE STREET FINANCE REPORT FOR FISCAL YEAR 2012-2013. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2013-62 duly adopted. Motioned by Magers, seconded by Otto to approve the claims list dated September 10, 2013. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. The clerk discussed the IMFOA Fall Conference. She is to attend. Motioned by Frieden, seconded by Otto to adjourn the meeting. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None.
