HomeMy WebLinkAbout10/01/2013 Special Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING OCTOBER 1, 2013 The special meeting of the Fairfax City Council was held Tuesday, October 1, 2013, at Fairfax City Hall. Mayor Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers, and Marianne Wainwright. Other city staff present: Cynthia Stimson. Motioned by Frieden, seconded by Otto to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. City Engineer Shane Wicks reviewed the information about possible ways to calculate water and sanitary sewer connection fees in the new project area. Shane is to work up specifics with: total acres benefitted being considered in the calculation, no end time frame for these connection fees in this area, there should be a yearly inflation factor until the end of the loan when that will be capped, a 50% discount of the calculated water connection fee, timing of payment specified, how to handle additional connection fees for new projects in the benefitted area, requirement to bore under an improved street, and the ability to calculate different connection fee amounts for special circumstances, such as other uses. After this information is drafted, it is to be mailed to properties in the project area for their review. The City needs to enter into agreements with Casey's and EIB for their connection fees. Discussion was held regarding the Per Mar proposal. Doug Mueller, from Signal 88 Security gave the Council information about their company and asked the City to consider their information. The Council felt they are at the point they are committed to Per Mar for at least six months. Doug was encouraged to submit a proposal in December or January. Motioned by Magers, seconded by Otto to approve RESOLUTION 2013-63, A RESOLUTION ENTERING INTO A SECURITY PATROL AGREEMENT WITH PER MAR SECURITY. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2013-63 duly adopted. Travis Otto asked about sidewalk requirements on lots without building improvements. He was informed that staff is currently making a list of properties, both private and public, that need sidewalk installation. It is normal to require sidewalk as soon as a lot has sidewalk going to it from both sides. Fred Wood asked about placement of East Cemetery Road after the improvements are completed. He was informed that during the city council meeting on October 8, the engineer will be discussing some of the design options for this street. Motioned by Frieden, seconded by Otto to adjourn the meeting. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Mayor Rabe adjourned the meeting at 7:14 PM.
