SPECIAL CITY COUNCIL MEETING
FEBRUARY 25, 2014
The special meeting of the Fairfax City Council was held Tuesday, February 25, 2014, at
Fairfax City Hall. Mayor Rabe called the meeting to order at 6:05 PM. Council members
present: JoAnn Beer, Travis Otto, and Marc Magers. Bernie Frieden and Marianne Wainwright
were absent. Other city staff present: Cynthia Stimson.
Motioned by Magers, seconded by Otto to approve the agenda. Ayes: Beer, Otto, and
Magers. Nays: none. Absent: Frieden and Wainwright. Motion carried.
Discussion was held about the two quotes received for patrolling in Fairfax. The contract
with Per Mar ends on March 31, 2014.
Motioned by Otto, seconded by Beer to approve RESOLUTION 2014-25, A
RESOLUTION ENTERING INTO A SECURITY PATROL AGREEMENT WITH
SIGNAL 88 SECURITY. Roll call vote: Ayes: Beer, Otto, and Magers. Nays: None.
Absent: Frieden and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION 2014-
25 duly adopted.
Two quotes for irrigation of the ball fields at The Complex were discussed.
Motioned by Magers, seconded by Otto to accept the quote from Fleming Irrigation of
$19,400.00 to install an irrigation system at the two ball fields at the Fairfax Regional Sports and
Park Complex. Ayes: Beer, Otto, and Magers. Nays: none. Absent: Frieden and Wainwright.
Motion carried.
Motioned by Beer, seconded by Otto to approve RESOLUTION 2014-26, A
RESOLUTION SETTING DATE FOR SALE OF GENERAL OBLIGATION
CORPORATE PURPOSE BONDS, SERIES 2014 AND AUTHORIZING THE USE OF A
PRELIMINARY OFFICIAL STATEMENT IN CONNECTION WITH THE SALE OF
THE BONDS. Roll call vote: Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden
and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION 2014-26 duly adopted.
Motioned by Magers, seconded by Otto to approve RESOLUTION 2014-27, A
RESOLUTION TO APPROVE PAY APPLICATION NO. 1 FROM TAYLOR
CONSTRUCTION, INC. FOR THE FAIRFAX TRAIL ALONG EAST SIDE OF
UNNAMED TRIBUTARY TO PRAIRIE CREEK BETWEEN EAST CEMETERY ROAD
AND FRONT STREET PROJECT IN THE CITY OF FAIRFAX, LINN COUNTY,
IOWA. Roll call vote: Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and
Wainwright. Motion carried. Mayor Rabe declared RESOLUTION 2014-27 duly adopted.
The clerk reviewed the proposed budget for FYI and some special reports supplied to
the city council. Marc Magers verified that the tax levy will remain at $8.10 for this proposed
budget. The clerk was directed to submit the budget hearing notice for publication. The budget
hearing will be held on March 11, 2014.
Marc Magers reported that Don Sankot talked to him about drainage in his yard. Work
during the Phase 2 Water Main Project may have made drainage in this area more difficult. He
also asked the city clerk to look into contract dates for the fire chief s telephone.
Mayor Rabe mentioned drainage in the Blazing Star Court area.
Motioned by Magers, seconded by Beer to adjourn the meeting. Ayes: Beer, Otto, and
Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried.
Mayor Rabe adjourned the meeting at 6:40 PM
