Mayor Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Marc Magers, and Marianne Wainwright. Travis Otto was absent. Other city staff present: Cynthia Stimson, Lynn Miller, and Cathy Bayne. Motioned by Wainwright, seconded by Frieden to approve the agenda. Ayes: Beer, Frieden, Magers, and Wainwright. Nays: none. Absent: Otto. Motion carried. Motioned by Wainwright, seconded by Magers to approve RESOLUTION 2014-42, A RESOLUTION AUTHORIZING THE ISSUANCE OF $1,330,000 GENERAL OBLIGATION CORPORATE PURPOSE BONDS, SERIES 2014 AND PROVIDING FOR THE LEVY OF TAXES TO PAY THE SAME. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Mayor Rabe declared RESOLUTION 2014-42 duly adopted. Motioned by Magers, seconded by Wainwright to introduce and approve the first reading of ORDINANCE 12, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRFAX, IOWA, 2012, BY AMENDING PROVISIONS PERTAINING TO LOAD AND WEIGHT RESTRICTIONS. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Motioned by Magers, seconded by Wainwright to suspend the rule requiring that an ordinance be voted on for passage at two council meetings prior to this meeting with respect to ORDINANCE 12. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Motioned by Magers, seconded by Beer to approve final passage and adoption with respect to ORDINANCE 12, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRFAX, IOWA, 2012, BY AMENDING PROVISIONS PERTAINING TO LOAD AND WEIGHT RESTRICTIONS. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Joe Kell was present to discuss several FYSA issues. Insurance coverage was discussed. He presented the bill for liability insurance for FYSA with an amount due of$1,197.00 and requested that the City of Fairfax reimburse FYSA for this expense. The clerk was directed to place this payment on the April claims for approval. The insurance requirement for groups using the diamonds was discussed. The park fees are to be modified. A waiver form was discussed. Joe informed the Council that the Men's Softball League would like to hold a fundraising tournament in Fairfax on a Friday and Saturday. They anticipate 14 teams. FYSA will manage the concession stand and site during the tournament. Joe requested that the City of Fairfax allow them to use the facility for free. There is a Fairfax team and FYSA would like to use this tournament as a test run on how to run a tournament. The consensus was that this would be fine. Motioned by Magers, seconded by Frieden to approve RESOLUTION 2014-43, A RESOLUTION ENTERING INTO A PARK LEASE AGREEMENT WITH FAIRFAX YOUTH SPORTS ASSOCIATION. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Mayor Rabe declared RESOLUTION 2014-43 duly adopted. Motioned by Frieden, seconded by Beer to approve RESOLUTION 2014-44, A RESOLUTION ESTABLISHING PARK FEES. Roll call vote: Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried. Mayor Rabe declared RESOLUTION 2014-44 duly adopted. Joe discussed an area on each diamond that does not drain well. The city engineer and/or contractor are to be contacted. Timing of the installation of the irrigation system was discussed. The contractor is to come out on April 1 to view the area and discuss installation. We want to time it so that the FYSA activities are not disrupted. Two quotes for scoreboards were discussed. Motioned by Frieden, seconded by Beer to approve the purchase of two scoreboards from Daktronics for $7,079.00. Ayes: Beer, Frieden, Magers, and Wainwright. Nays: none. Absent: Otto. Motion carried. A picture of the proposed dugouts was viewed along with the cost estimate of$10,800 for four dugouts. Motioned by Magers, seconded by Beer to approve the quote of$10,800 from EIB to build dugouts at the softball/baseball diamonds at The Complex. Ayes: Beer, Frieden, Magers, and Wainwright. Nays: none. Absent: Otto. Motion carried. Joe asked what type of glass should be used on the bulletin board. This is being built and donated. Plexiglas will be used. Joe asked about the availability of restrooms at The Complex for the Easter Egg Hunt on April 12. Lynn Miller stated that he has checked with Professional Plumbing and they will have the building ready to use before that date, but not the fields. Bernie Frieden asked that any FYSA staff having access to city equipment get trained before operating the equipment. It was discussed to put a lock on the control room door and use a key cabinet for all of the keys. The clerk was directed to place an ad in the FACTS to sell an old truck. Bids at due by April 30, 2014. Cathy Bayne informed the Council that MidAmerican Energy found a gas leak in the library and shut down the middle furnace. The doors at the library were discussed. They are still having trouble with the locks. Mayor Rabe will contact the contractor. The rear exit door is to be unlocked while the library is open since it is a marked exit. Motioned by Frieden, seconded by Beer to adjourn the meeting. Ayes: Beer, Frieden, Magers, and Wainwright. Nays: None. Absent: Otto. Motion carried.
