HomeMy WebLinkAbout04/02/2015 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING APRIL 2, 2015 The special meeting of the Fairfax City Council was held Thursday, April 2, 2015, at Fairfax City Hall. Mayor Pro Tem Marianne Wainwright called the meeting to order at 6:03 PM. Council members present: Bernie Frieden, Marc Magers, and Marianne Wainwright. Council members absent: JoAnn Beer and Travis Otto. Mayor Rabe was also absent. Other city staff present: Cynthia Stimson, Dave Yanecek, and Lynn Miller. Shane Wicks, president of Hall and Hall Engineers was also present. Motioned by Magers, seconded by Frieden to approve the agenda. Ayes: Frieden, Magers, and Wainwright. Nays: None. Absent: Beer and Otto. Motion carried. The commercial building permit application packet, with a revised site plan, from Waln Repair and Shane Wick's recommendation letter were reviewed and discussed. Motioned by Frieden, seconded by Magers to approve the commercial building permit for an addition to Waln Repair's building. Ayes: Frieden, Magers, and Wainwright. Nays: None. Absent: Beer and Otto. Motion carried. Marc Magers discussed the situation that one of our outdoor warning sirens did not work yesterday during the regular monthly testing. Graybill Communications has submitted a quote of $36,077 to replace both sirens and an estimate of$20,000 for the utility poles. The city clerk has contacted both Linn County REC and Alliant Energy about getting a utility pole supplied by them. We are waiting for more information. LOST money was discussed as a possible funding source. Motioned by Magers, seconded by Frieden to approve to have Graybill install two new outdoor warning sirens per quote, not to exceed $57,000.00 and have them get our current system working immediately, while waiting for the new sirens at no additional cost. This project can be funded by LOST funds. Ayes: Frieden, Magers, and Wainwright. Nays: None. Absent: Beer and Otto. Motion carried. Shane Wicks discussed the easement agreements for drainage swale improvements in Karat's Addition. The City Council requested that the agreements be reviewed by the city attorney to ensure they are enforceable. Shane Wicks presented information about the Corridor MPO's Connections 2040, which is their Long-Range Transportation Plan. Fairfax trail and street information was discussed. Motioned by Magers, seconded by Frieden to have Hall and Hall Engineers submit an application for the Fairfax trails. Ayes: Frieden, Magers, and Wainwright. Nays: None. Absent: Beer and Otto. Motion carried. Motioned by Frieden, seconded by Magers to adjourn the meeting. Ayes: Frieden, Magers, and Wainwright. Nays: None. Absent: Beer and Otto. Motion carried.
