HomeMy WebLinkAbout05/26/2015 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING MAY 26, 2015 The special meeting of the Fairfax City Council was held Tuesday, May 26, 2015, at Fairfax City Hall. Mayor Jason Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers, and Marianne Wainwright. Other city staff present: Cynthia Stimson and Lynn Miller. Motioned by Magers, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Frieden, seconded by Otto to approve RESOLUTION 2015-47, A RESOLUTION AUTHORIZING THE ISSUANCE OF $2,080,000 GENERAL OBLIGATION CORPORATE PURPOSE BONDS, SERIES 2015 AND PROVIDING FOR THE LEVY OF TAXES TO PAY THE SAME. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2015-47 duly adopted. Two quotes for street work were reviewed. During the last meeting there was confusion about one of the quotes. Clarification has been received about the quote. Motioned by Magers, seconded by Otto to rescind the motion from May 12, 2015, accepting the quote from Prairie Road Builders for the work on Southview Road. Ayes: Beer, Frieden, Otto, and Magers. Nays: None. Marianne Wainwright abstained because she works for LL Pelling. Motion carried. Motioned by Otto, seconded by Magers to accept the lower of the two quotes, which is from LL Pelling for $16,354.00, the work on Southview Road. Ayes: Beer, Frieden, Otto, and Magers. Nays: None. Marianne Wainwright abstained because she works for LL Pelling. Motion carried. Motioned by Frieden, seconded by Wainwright to approve RESOLUTION 2015-48, A RESOLUTION APPROVING THE FINAL PLAT FOR ZENISEK'S SECOND ADDITION TO LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2015-48 duly adopted. Discussion was held concerning EIB's commercial building permit application to add a bathroom on to the pond house. This will only be active during the second meter season. Sewer charges will be added to this seasonal second meter set-up. Motioned by Frieden, seconded by Otto to approve the commercial building permit application from EIB to add a bathroom on to the pond house at 110 Williams Blvd., with the stipulation that sewer charges will be added to this seasonal second meter. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Motioned by Otto, seconded by Magers to approve RESOLUTION 2015-49, A RESOLUTION TO USE LINN COUNTY PLANNING AND DEVELOPMENT'S STAFFING FOR BUILDING PERMIT ISSUANCE AND ALL INSPECTIONS AT 620 CHURCH STREET. Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe declared RESOLUTION 2015-49 duly adopted. Discussion was held concerning the new meeting location. The large TV in the back is to be raised with a wall mount and monitors are to be added for Council viewing. Marc Magers asked about the status of staffing additions. Recommendations will be ready for the June 9 meeting. Motioned by Frieden, seconded by Magers to adjourn the meeting. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: none. Motion carried. Mayor Rabe adjourned the meeting at 7:23 PM.
